The video shows a Tesla hit stopped law-enforcement vehicles at an emergency scene on U.S. 64 in Nash County, North Carolina, on August 26, 2020. Two officers were injured. Authorities said the driver reported that Autopilot was engaged; local reporting also attributed to police the claim that he had been watching a movie on his phone. The footage documents a dangerous collision, but does not by itself establish what the car’s software detected or prove that Autopilot alone caused the crash.
What happened in Nash County
On August 26, 2020, a Tesla approached stopped law-enforcement vehicles on U.S. 64 in Nash County. The vehicles included a Nash County Sheriff’s Office cruiser and a North Carolina State Highway Patrol vehicle. The crash was captured by law-enforcement dashcam footage later released publicly, rather than by a camera in the Tesla, according to ABC11’s account.
The Tesla struck a patrol vehicle, pushing it toward officers nearby. A trooper appears to move a deputy out of the vehicle’s path. Two officers were injured, local reporting said. The Tesla continued a short distance before stopping, according to WRAL’s report.

In the released footage, officers are working beside stopped patrol vehicles when the Tesla approaches. It does not visibly steer away before impact. The patrol car is pushed toward the officers, and a trooper moves a deputy clear. The Tesla then travels a short distance and stops.

The video is evidence of the collision and the danger to people at the scene. It does not show the Tesla’s instrument panel or reveal the car’s internal system data. It cannot establish the vehicle’s exact speed, whether emergency braking activated, when Autopilot disengaged, or whether a particular perception failure occurred.
What authorities said about Autopilot and the driver
Authorities said the driver reported that Autopilot was engaged. Local reports, citing the crash investigation, also said he told investigators he had been watching a movie on his phone. WSOC-TV’s report attributes that account to police. It should be understood as a reported statement, not as something the external dashcam image independently verifies throughout the Tesla’s approach.

Those reports do not establish precisely what the driver was looking at at every moment, the exact point at which he could have intervened, or the role of any vehicle-system behavior. The footage alone cannot answer those questions.
Autopilot is driver assistance, not autonomous driving
Tesla’s Autopilot is a driver-assistance system, not a substitute for an attentive driver. NHTSA describes the relevant systems as Level 2: the vehicle can assist with steering and speed, but the driver must monitor the road and remain ready to take over. The agency’s preliminary evaluation sets out that context.

“Autopilot” and “Full Self-Driving” are Tesla product names, not proof that a car is autonomous. Reports of the Nash County crash refer to Autopilot; they do not establish that Full Self-Driving was in use. In any emergency scene, the human driver remains responsible for responding to hazards, whether or not a driver-assistance feature is active.
Why an emergency scene can challenge driver-assistance systems
A stopped patrol car at an emergency scene is unlike an ordinary moving vehicle in a clear lane. Such scenes can include unusual vehicle positions, flashing lights, people standing outside vehicles, cones, road work or other visual clutter. Driver-assistance functions that help maintain speed and lane position do not necessarily understand the full context of a roadside emergency.

NHTSA’s investigation examined crashes involving Teslas and stationary first-responder or road-maintenance vehicles, along with whether driver-engagement controls adequately addressed misuse and overreliance. That broader concern does not identify the precise technical cause of the Nash County collision.

NHTSA opened preliminary investigation PE21-020 on August 13, 2021, after identifying 11 crashes involving Tesla vehicles and stationary first-responder vehicles. The agency expanded the probe to Engineering Analysis EA22-002 on June 8, 2022. Its work included additional crash data and examination of vehicle behavior, human factors and driver-monitoring controls. The EA22-002 investigation material describes that broader review.

The investigation was not a finding that Autopilot caused every crash in the group. NHTSA’s analysis noted cases with insufficient data, no Autopilot use, another vehicle at fault or other circumstances that made them unrelated to the issue under review. The agency’s broader conclusion concerned whether Tesla’s system controls sufficiently ensured driver attention and appropriate use in the situations it analyzed; it was not a case-specific verdict assigning the Nash County crash to the software.
In December 2023, Tesla filed recall 23V838 for vehicles equipped with specified versions of Autosteer, including certain Model S, Model X, Model 3 and Model Y vehicles. The remedy was primarily an over-the-air software update adding controls and warnings intended to improve driver supervision. The recall addressed risks of misuse or overreliance; it did not make Autopilot autonomous or, by itself, establish the cause of the 2020 North Carolina crash.
What the footage proves—and what it does not
