No verified evidence shows that Sanchar Saathi has implanted files on users’ phones. The real controversy was a Department of Telecommunications (DoT) order requiring phone makers to pre-install the app on handsets made or imported for sale in India. The government withdrew that requirement on December 3, 2025. The “implant files” claim was raised as a hypothetical privacy warning, not reported as a proven incident.
What is Sanchar Saathi?
Sanchar Saathi is a Department of Telecommunications citizen-safety service available as both a mobile app and a web portal. Its tools include Chakshu, for reporting suspected fraudulent calls, SMS messages and WhatsApp communications; checking mobile connections registered in your name; verifying a handset’s genuineness by IMEI; and requesting blocking or tracing for a lost or stolen phone. The portal also offers other telecom checks, including reporting international calls that appear to use Indian numbers.
Chakshu is for reporting suspicious communications; it is not a substitute for reporting a cybercrime after you have lost money. For a completed financial fraud, contact India’s cybercrime helpline at 1930 and report it at cybercrime.gov.in.
What the government ordered—and when it changed course
- November 28, 2025: The DoT directed manufacturers and importers to pre-install Sanchar Saathi on handsets made or imported for use in India. The app was to be visible and functional during setup, easily accessible, and not disabled or restricted. The order set a 120-day compliance-report deadline. The DoT direction also raised concern about applying the requirement to some devices already manufactured, including through software updates.
- December 1–2: The ministry explained the policy, and Communications Minister Jyotiraditya Scindia said users could choose whether to register or activate the app and could deactivate or delete it. That was the government’s stated position on user choice, even while the manufacturer pre-installation direction remained in force. (Minister’s clarification.)
- December 3: The government withdrew mandatory pre-installation for manufacturers, saying the requirement was no longer necessary. (Withdrawal announcement.)
So “the government forced every Indian to install the app” is not an accurate summary. The DoT briefly required manufacturers to pre-install it on phones covered by the directive; that requirement was withdrawn five days later. The order was not a current mandate for all users.

What does “implant files” mean?
In this debate, “implant files” referred to the possibility that software with enough access to a device could create or place files on it. It was a warning about potential capability, not evidence that Sanchar Saathi had done so. Scroll reported that privacy critic Nikhil Pahwa drew an analogy with the separate Bhima Koregaon case, in which forensic researchers reported planted files on an accused person’s computer. An analogy is not proof of a connection or of similar conduct by this app.
Installing an app does not automatically give it unrestricted control of a phone. Apps generally operate within Android’s or iOS’s security and permission systems. An app granted storage access may be able to create or change some files in permitted locations; broader system-level access would depend on factors such as manufacturer privileges, device-management controls, a security flaw or other elevated access. A software update could change an app’s behavior, but that possibility alone does not show that an update has planted files.

Even finding an unfamiliar file on a device would not, by itself, establish who created it, when it appeared or how. Those are forensic questions. The reviewed reporting does not establish that Sanchar Saathi implanted files on users’ devices.
Why privacy advocates objected
The concern was broader than a claim about what the app was doing at that moment. Critics questioned whether pre-installation offered meaningful choice, particularly when the original order said the app’s features should not be disabled or restricted. They also raised the possibility of later updates, the clarity of limits on data collection and use, the risk of putting widely deployed government software on many devices, and whether a blanket requirement was proportionate to its stated aims.

Those are questions about policy, transparency and oversight—not proof of surveillance. India’s constitutional privacy framework includes a proportionality analysis associated with the Supreme Court’s 2017 Puttaswamy judgment. The legal debate over the order should be distinguished from the factual question of whether this app has planted files.
Some reporting listed permissions or capabilities related to camera functions, photos and video, call logs, SMS, storage and the phone’s torch. Those reports should not be read as proof that the app accessed or transmitted all such data. A permission request, a permission granted by a user, actual access to data and transmission or misuse of that data are different things. Permissions can also differ by operating system and app version. Without a current, version-specific examination of the Android and iOS app, it would be misleading to say the app reads every call, message, photo or file.

What the government says
The government describes Sanchar Saathi as a citizen-safety and telecom-security tool, says it is intended to protect users from malicious actors, and says users can remove it. Its December 3 announcement said mandatory pre-installation was no longer needed. The minister had earlier said the app would activate after voluntary registration and that users could deactivate or delete it. These are the government’s stated position and rationale; they do not replace independent technical evidence about a particular app version.

As of August 18, 2026, Sanchar Saathi remains available as an optional app and web portal; the mandatory manufacturer pre-installation requirement was withdrawn. The portal can provide many services without installing the app. Choosing the website avoids granting the mobile app permissions, but uninstalling an app does not necessarily erase telecom records already held by a provider or government system.

The portal displayed these changing totals on August 18, 2026: 57.79 lakh mobiles blocked and 35.99 lakh traced; 401.55 lakh connection-check requests received and 378.84 lakh resolved; and 11.94 lakh Chakshu inputs with 58.50 lakh actions taken. These are portal counters observed on that date, not fixed or independently verified totals of recovered phones.
What users can do
- Prefer the web option if you do not want the app: Visit the official portal and use the relevant service where it is available online.
- Review app permissions: In your phone’s settings, check what Sanchar Saathi can access. Grant only permissions needed for the feature you choose to use. The exact menu names vary by device and operating-system version.
- Uninstall if you no longer want it: Remove the app through your phone’s normal app settings where the operating system allows. Its presence alone does not demonstrate surveillance; equally, uninstalling it does not establish that previously held telecom records have been erased.
- Use the right fraud channel: Report suspicious communications through Chakshu. If money has already been lost to cybercrime, call 1930 and file a report at cybercrime.gov.in promptly.
- For a lost or stolen phone: Use the official handset-blocking service and keep any police complaint or purchase and identity records needed for verification.
If an app feature fails because of an OTP problem, unsupported operating system or a permission issue, that failure does not establish anything about file planting. Check the official portal for an available web route, and avoid granting unrelated permissions just to try to make a feature work.
The original direction concerned handsets made or imported for use in India. It should not be assumed to have applied identically to every older, imported or otherwise out-of-scope device. Nor does withdrawal of the mandate prove that every copy previously pre-installed on a phone was automatically removed; the available sources do not establish that.
