El error ERR_CONNECTION_REFUSED aparece cuando el navegador intenta abrir localhost:8080 y no encuentra un proceso aceptando conexiones TCP en ese puerto y dirección. La solución habitual no es borrar la caché: inicia correctamente la aplicación, confirma el puerto real y comprueba qué proceso está escuchando.
Usa primero esta dirección: http://localhost:8080/. Si no funciona, sigue el diagnóstico de abajo antes de cambiar configuraciones al azar.

- Revisa la terminal. Busca mensajes como

Una dependencia ausente, una versión incompatible de Node, Java o Python, una variable de entorno incorrecta, una base de datos inaccesible, una migración pendiente o un certificado TLS faltante puede hacer que el proceso termine inmediatamente. La aplicación usa otro puerto
Busca el valor en la salida de inicio, package.json, .env, la configuración del IDE, docker-compose.yml o los archivos del framework. Ejemplos habituales:

port: 8081PORT=8081 npm startSpring Boot permite configurar puerto y dirección mediante sus propiedades; consulta la documentación de la versión usada por tu proyecto. Cambiar solo la URL del navegador no cambia el puerto del servidor.
El puerto 8080 está ocupado
Un mensaje EADDRINUSE significa que otro proceso ya utiliza el puerto solicitado (documentación de Node.js). Detén el servicio desde su propio IDE, gestor o servicio cuando sea posible.

kill -9 <PID>Matar un proceso puede cerrar otra aplicación o perder trabajo. Como alternativa, cambia tu aplicación a 8081 y actualiza clientes, variables de entorno, proxy y documentación.
Comprueba IPv4, IPv6 y la dirección de escucha
Prueba estas variantes:
http://127.0.0.1:8080/
http://[::1]:8080/
https://localhost:8080/Si funciona 127.0.0.1 pero no localhost, puede existir una diferencia de resolución o de enlace IPv4/IPv6. 0.0.0.0 es una dirección de escucha que representa todas las interfaces IPv4; no es normalmente una dirección que debas escribir en el navegador.

Docker y Docker Compose
En Docker, localhost del navegador es el host, mientras que localhost dentro del contenedor es el propio contenedor. El formato de publicación es:

Apache, XAMPP, Nginx e IIS Express
En Apache, Listen determina la dirección y el puerto atendidos:

Listen 127.0.0.1:8080Un VirtualHost para un puerto que Apache no escucha no funcionará. Directivas Listen duplicadas o solapadas pueden impedir el arranque. Revisa error.log en busca de could not bind o Address already in use; consulta la documentación de Apache sobre enlaces.
En XAMPP utiliza el panel de logs de Apache. En IIS Express comprueba el perfil seleccionado, la URL del proyecto, applicationhost.config y las reservas URL. Microsoft documenta los fallos de enlace y netsh http add urlacl en su guía de IIS Express. No ejecutes Visual Studio como administrador permanentemente para ocultar una configuración incorrecta.

No asumas que 8080 usa HTTPS. Prueba http:// y solo usa https:// si el servidor está configurado con TLS. HTTP y HTTPS requieren configuraciones distintas (FAQ de SSL de Apache).

Para una conexión en la misma máquina, el firewall rara vez es la primera hipótesis. Primero demuestra que existe un proceso con curl o Test-NetConnection localhost -Port 8080. Investiga proxy o VPN si curl funciona pero el navegador no, o si aparece un error de proxy. Excluye localhost y 127.0.0.1 del proxy cuando corresponda.
Si accedes desde otro equipo, no uses localhost: usa la IP del servidor, escucha en 0.0.0.0 y permite TCP 8080 solo con una regla de firewall necesaria. Abrir un puerto no crea un servidor si ningún proceso está escuchando, y no conviene desactivar permanentemente el firewall, antivirus o VPN.
Reinicio ordenado y datos que debes recopilar
- Detén la aplicación o contenedor.
- Confirma que 8080 quedó libre.
- Corrige el error de inicio o el mapeo de puertos.
- Inicia de nuevo y prueba con
curl. - Vuelve al navegador con la URL y protocolo exactos.
Si sigue fallando, anota el sistema operativo, tecnología, comando de inicio, salida completa de la terminal, resultado de curl -i http://localhost:8080/, comando de escucha, si accedes localmente o desde otro dispositivo y cualquier cambio reciente de puerto, Docker, VPN o dependencias. Reiniciar todo el equipo puede liberar un proceso atascado, pero debe ser el último recurso, no el diagnóstico.
Frequently Asked Questions
¿Borrar la caché del navegador arregla ERR_CONNECTION_REFUSED?
Normalmente no. El rechazo ocurre antes de que el navegador reciba una respuesta HTTP; comprueba primero el proceso y el puerto con curl o una herramienta TCP.
¿Qué significa que localhost devuelva 404?
Significa que sí hay un servidor activo en ese puerto, pero la ruta solicitada no existe. Corrige la URL o las rutas de la aplicación.
¿Puedo abrir 0.0.0.0:8080 en el navegador?
No suele ser necesario. 0.0.0.0 es una dirección de escucha que representa todas las interfaces IPv4; navega usando localhost, 127.0.0.1 o la IP concreta del equipo.
