The CM Punjab Laptop Program’s published Phase II criteria generally require a Punjab domicile, enrollment in an eligible early-stage degree program, the required Intermediate marks and no previous laptop from a government scheme. The minimum marks differ by course, and meeting them does not guarantee an award: the institution, quota, merit ranking and verification also matter.
The criteria below reflect the program information and Phase II notices available as of August 18, 2026. The application deadlines reported for that phase have passed; check the official portal for any new phase or extension before trying to apply.
What is the CM Punjab Laptop Program?
The Punjab government’s CM Laptop Program is a merit-based laptop distribution initiative administered through the Higher Education Department (HED). HED describes the announced devices as Core i7, 13th-generation laptops; that is a program specification, not a promise of a particular retail brand or configuration. Do not confuse it with the federal Prime Minister’s National Laptop Scheme, the separate Honhaar Scholarship, or older Punjab laptop-distribution rules. Older rules include different marks criteria—60% for annual-system students or 70% for semester-system students—and should not be substituted for the category-specific criteria published for the newer program. HED’s broader laptop-distribution rules are not the same as a Phase II notice.

Quick eligibility checklist
- You have a domicile from a district of Punjab.
- You are enrolled in a program and study stage included in the applicable phase.
- Your institution is among those approved for the program.
- You meet the relevant Intermediate marks threshold.
- You have not already received a laptop through a federal or provincial government laptop scheme.
- Your application and supporting records can be verified by your institution.
The central HED published eligibility criteria set out the domicile, marks and previous-laptop conditions. Phase-specific notices add detail on eligible semesters and institutions.
Marks and study stage by category

These thresholds are based on the published HED criteria and Phase II notices, including the eligibility notice circulated by Allama Iqbal Medical College. The criteria use Intermediate marks for these categories; do not assume that a current university CGPA replaces that requirement. If a specific notice requires a conversion, follow its stated method rather than calculating one yourself.
A student with exactly the threshold may meet the basic marks requirement. A student below it—for example, with 64.9% against a 65% threshold—should not assume that rounding will make them eligible; no general rounding rule is established in the cited criteria.

Punjab domicile is a core condition, but it is not enough on its own. Phase II notices focus on students in specified early stages, such as the first or second semester of a BS degree. A student in a later semester, an unlisted course or a nonparticipating campus should not assume eligibility based on marks alone.
Some private and federal universities may be included, but the scheme does not cover every such institution. Check the exact institution and, where relevant, campus on the participating institutes list or through the official CM Laptop portal. A campus located in Punjab is not automatically an approved institution.

Who is generally not eligible?
- A student without Punjab domicile, unless an expressly published exception applies.
- A student at an institution, campus, course or study stage not covered by the applicable phase.
- A student who has already received a laptop through a government scheme.
- A student whose academic or enrollment details cannot be confirmed by the institution.
- A student who has graduated or no longer meets the required enrollment status by verification or distribution.
- A student who did not complete the required application and verification process.
HED’s wider, older distribution rules also list exclusions such as employed students, foreign nationals and certain HEC scholarship recipients in postgraduate categories. Because those appear in broader rules rather than the concise Phase II criteria, do not treat them as confirmed Phase II exclusions without checking the current notice. The University of the Punjab’s eligibility and exclusion guidance is another institution-specific reference, not a replacement for the current phase rules.
Special categories and exceptions
Some institution-published Phase II instructions describe separate allocations or concessions, including categories for minority students, examination position holders and blind students. One university notice reports a marks exemption for blind applicants; a separate notice mentions concessions for non-Muslim students. These are notice-specific details, not a universal change to the central eligibility rules. Check the relevant notice and ask your institution’s focal person whether the provision applies to your course and application.
For example, the LCWU Phase II notice discusses an extension and special-category details. The NUML Rawalpindi Phase II instructions provide institution-specific application information. Do not generalize a concession in either notice to every institution.

Phase II university instructions list documents such as:
- CNIC, front and back;
- a passport-size photograph;
- Punjab domicile;
- SSC certificate or result card;
- HSSC/Intermediate certificate or result card;
- proof of enrollment or registration; and
- an affidavit on stamp paper where required.
Requirements can vary by institution and phase. Use the checklist on the official portal and your institution’s notice as the controlling list, and keep original documents available if called for verification or distribution.

How application and verification work
For a phase with an open application window, the usual process described in university guidance is to create a candidate profile on the official portal, enter CNIC, domicile, academic and enrollment details, select or confirm the institution and program, upload the requested documents, and submit before the announced deadline. The university or college then needs to verify the records. Applicants should monitor the portal and institution notices for provisional or final lists and respond to any request to show original documents.

Do not use an unofficial site or rely on an old notice for button labels or deadlines.
Are applications open now?
As of August 18, 2026, the Phase II deadlines found in 2026 notices—including February dates and a reported March 20 extension—have passed. Because notices reported different dates and extensions, the latest official Punjab government or portal announcement should control. No new open window is established by those past notices. Check the official portal or a fresh HED notification before submitting information; do not assume the previous application form remains open.
Eligibility is not a guarantee of receiving a laptop
Meeting a minimum marks threshold makes an applicant potentially eligible; it does not guarantee selection. Final awards can depend on the number of laptops available, institutional quotas, merit ranking, the accuracy of records and successful verification. Continued enrollment may also matter if a student changes course or graduates before distribution. Keep your application details consistent with the institution’s records and watch for official merit-list updates.
How to check your case
- Identify your course and current semester or professional year.
- Compare your Intermediate result with the threshold for that category.
- Confirm that your exact institution and campus appear on the approved list.
- Check the current phase notice for exclusions, special categories and documents.
- Confirm whether an application window is officially open and ask your institution how it handles verification.
For the central criteria, start with the Punjab HED eligibility page. For participating institutions and application updates, use the official portal. If a university notice conflicts with a newer central announcement, confirm the applicable rule with HED or the program before relying on the older notice.
