Claro did not launch one worldwide “unlimited social media” product. Its country subsidiaries have offered different app-specific promotions, with different dates, plans, prices, exclusions and territories. In practice, “unlimited” usually means qualifying traffic from named apps is not deducted from a specified data allowance—not unlimited access to the internet or every feature inside an app.
What Claro actually announced
The headline needs a country and date before it can describe one definite offer. Claro Brazil, Claro Peru, Claro Guatemala, Claro El Salvador and Claro Colombia have published separate benefits. Some were permanent plan features, while others were short campaigns tied to a recharge or billing cycle.
| Market and status | Offer described by Claro | Eligibility and duration |
|---|---|---|
| Brazil | Current Claro mobile pages describe unlimited WhatsApp for prepaid, Controle and postpaid customers. Earlier Controle material also described selected social apps as not consuming the plan allowance. | Available only under the applicable active Brazilian plan and its regulations; it is not a global Claro benefit. See Claro’s app page and current regulations. |
| Peru | A dated announcement added Telegram and Signal to the unlimited social-network list. | Promotional window: February 3–28, 2021. Selected prepaid customers needed qualifying recharges and activation; eligible Max Limitados postpaid customers received access during that window. Source: Claro Peru’s announcement. |
| Guatemala | Superpack packages listed unlimited TikTok, Instagram, WhatsApp, Twitter/X, Facebook and Messenger alongside general data. | The listed packages were Q50 for 15 days with 6 GB, or Q100 for 30 days with 10 GB, for prepaid and controlled-postpaid customers. Activation was offered through *555#, Mi Claro or points of sale. Details: Claro Guatemala benefits. |
| El Salvador | Recharge promotions listed unlimited WhatsApp, Facebook, Instagram and X, with separate YouTube or TikTok allocations in some packages. | One welcome benefit used a qualifying recharge and lasted 15 days; other Superpacks varied by validity. Local terms and offer pages govern availability: welcome promotion and Superpack Express. |
| Colombia | Plan documents define sponsored access by app and by function rather than declaring an entire app unrestricted. | Included activities and exclusions depend on the specific postpaid or prepaid package. Read the postpaid terms and prepaid terms. |
What “unlimited” means in Claro promotions
There are four different concepts that marketing pages can blur together:
- Zero-rated traffic: qualifying data from a named app does not reduce the normal allowance.
- Continued app access: the named app may continue after ordinary data is exhausted, while other internet traffic stops or is restricted.
- Unlimited full-speed data: all mobile data remains available without a cap or slowdown. The examples above do not establish this.
- App bonus data: a separate, limited allocation is provided for one service. YouTube or TikTok allowances in El Salvador are examples of this distinction.
Claro Brazil’s FAQ says selected Facebook, Instagram and Twitter traffic did not consume a Claro Controle allowance, while its current app page describes unlimited WhatsApp. That is app-specific billing treatment, not free access to websites, maps, banking or every service on the phone. WhatsApp links are excluded under current Brazilian regulations.

Which app activities count?
An app name does not automatically make its entire ecosystem zero-rated. Colombia’s terms illustrate the need to check individual functions, and other markets publish similar exclusions.
| App or activity | What may be covered | Common exclusions or uncertainty |
|---|---|---|
| Text chats, and in some offers media or voice notes. | Voice and video calls, backups, updates, geolocation, external links and some media transfers may be billed normally. Claro Argentina’s August 2026 tourist terms, for example, impose a 1 GB-per-day WhatsApp limit and exclude these categories. | |
| Feed, messages, photos and some in-app video. | Links that open another site or third-party services can consume ordinary data. | |
| Feed, stories, uploads and messaging where the local terms include them. | External redirects and linked services may be excluded. | |
| X/Twitter | Posts, media and messages under qualifying packages. | External websites and non-covered services may be charged normally. |
| TikTok | Viewing or uploading videos when listed by the package. | It may be a capped bonus rather than unlimited access; tethering is generally excluded. |
| YouTube | Only where a package specifically includes YouTube, often as a separate allowance. | Do not infer unlimited YouTube from an “unlimited social” label. |
| Telegram and Signal | Messaging during Claro Peru’s February 2021 promotion. | This was a dated, market-specific addition, not evidence of a permanent regional benefit. |

For the Guatemala Superpack listings, activation was available through *555#, Mi Claro or points of sale. In Peru, selected prepaid users needed a qualifying recharge and activation for the Telegram and Signal promotion. Those procedures cannot be transferred to another Claro country.
What happens when general data runs out?
The answer belongs to the local terms, not the word “unlimited.” A qualifying app may continue to work, but only while the underlying plan remains active and only for the traffic the operator can identify. Links, calls, media types or other excluded traffic can stop working or draw from the ordinary allowance.

Claro Brazil’s current wording ties unlimited WhatsApp to an active plan and excludes links. Brazilian regulations also describe situations in which promotional social or video data reverts to the main allowance or stops after a relevant limit is reached. A customer whose entire plan has expired should not assume the app benefit survives it.
Domestic use, roaming and tethering
Many benefits are domestic-only. Claro El Salvador’s postpaid terms state that unlimited-app use is available within El Salvador; usage outside the country is deducted from the ordinary navigation allowance. Roaming in another Claro market therefore does not automatically preserve a local social-media benefit.
Rank #4

Hotspot and tethering are usually excluded because the benefit is intended for the acquiring line and its official app traffic. VPNs, browser versions, app-store downloads, cloud backups, advertising calls and embedded third-party content can also fall outside the recognized app domains. El Salvador’s terms specifically restrict certain calls, video calls, tethering and commercial use; read the applicable document at Claro El Salvador’s postpaid terms.
How to evaluate an offer before buying or recharging
- Identify the country and Claro operating company.
- Open the current promotion or plan terms, not only the advertising summary.
- Record the exact app list and the covered functions.
- Confirm whether voice calls, video calls, links, backups, updates and media uploads count.
- Check the general-data allowance and what happens after it is exhausted.
- Verify validity, activation deadline, renewal and any daily or fair-use cap.
- Confirm domestic-only restrictions and roaming treatment.
- Check whether browser use, VPNs and hotspot traffic are excluded.
Is application zero-rating a speed advantage?
No evidence in these offers shows that named apps receive faster or prioritized network access. América Móvil’s privacy policy says commercially zero-rated app traffic is not prioritized over other traffic; the customer is simply not charged for qualifying data. Legal treatment of zero-rating differs by country and regulator, so a broad net-neutrality conclusion would be misleading without identifying the jurisdiction and date. The policy is available as a PDF from América Móvil.

- Users who do not need hotspot, roaming or extensive web browsing.
Poor fit
- People who rely on maps, email, banking, work tools or ordinary web browsing.

- Anyone needing tethering or multi-device access.
Current status checked August 18, 2026
Current listed offer: Claro Brazil’s site currently describes unlimited WhatsApp for mobile customers on prepaid, Controle and postpaid plans, subject to the active plan and regulations.
Historical promotion: Claro Peru’s Telegram and Signal addition ran February 3–28, 2021.
Market-specific listings: Guatemala and El Salvador pages describe packages and promotions whose prices, dates and eligibility must be confirmed on the local page before purchase. A searchable page does not by itself prove that a promotion remains available.
The Bottom Line
Claro’s “unlimited social media” label describes localized, app-specific billing benefits—not unlimited mobile data. Confirm the country, plan, app functions, exclusions, validity, domestic-use rule and post-exhaustion behavior in the current Claro terms before you buy or recharge.
