Cisco patched two critical vulnerabilities in its Identity Services Engine (ISE) on February 5, 2025. CVE-2025-20124 could allow an authenticated remote attacker to execute arbitrary commands and elevate privileges, while CVE-2025-20125 could allow configuration changes, information disclosure, and node reloads.
Both flaws required valid ISE administrative credentials, including read-only administrative accounts. Cisco listed no workarounds and said it was not aware of malicious exploitation when the advisory was published.
What product was affected?
The vulnerabilities affected Cisco Identity Services Engine, or ISE—not Cisco Secure Firewall, Cisco IOS, Cisco Duo, or Cisco Secure Workload.

The two vulnerabilities explained
CVE-2025-20124: command execution and privilege elevation
Cisco described CVE-2025-20124 as an insecure deserialization flaw involving user-supplied Java byte streams. It carries a CVSS base score of 9.9 and is associated with CWE-502 and CWE-285.
An attacker who already had valid ISE administrative credentials—including a read-only administrative account—could potentially execute arbitrary commands on the affected device and elevate privileges.
CVE-2025-20125: API authorization bypass
CVE-2025-20125 involves inadequate authorization and improper validation of user input in a specific ISE API. Cisco assigned it a CVSS base score of 9.1.

A remote attacker with valid administrative credentials could potentially obtain information, modify node configuration, and reload the node. In a single-node deployment, a reload could temporarily prevent new devices from authenticating.
Remote, but not unauthenticated
Both vulnerabilities were remotely exploitable by an authenticated attacker. That distinction matters: Cisco did not describe these flaws as unauthenticated remote code execution or establish that ISE management interfaces were generally exposed to the public internet.
The risk is nevertheless serious where ISE administration is reachable from broad internal networks, guest or contractor segments, or systems with compromised credentials. Shared, stale, excessive, or externally integrated administrator accounts increase the potential attack surface. A read-only designation was not a sufficient safety boundary for these flaws.

These version numbers describe Cisco’s February 2025 remediation. They should not automatically be treated as the correct target today. Cisco has published additional ISE advisories since then, including a July 2026 path-traversal advisory with later release guidance. Administrators remediating now should consult Cisco’s current security-advisory listing and ISE support and download resources.

What administrators should do
- Inventory every ISE installation. Include production, disaster-recovery, laboratory, test, standalone, and dormant nodes. Record the exact release and patch level.
- Compare the deployment with current Cisco guidance. For the original issue, the relevant fixed releases were 3.1P10, 3.2P7, and 3.3P4. Older releases required migration rather than a same-branch patch.
- Confirm the upgrade path. Check hardware or virtual-machine resources, licensing, certificates, trust stores, identity-provider integrations, profiling dependencies, and whether the deployment is standalone, two-node, or multi-node.
- Back up and document the current state. Use Cisco’s supported backup procedure and ensure recovery access is available before maintenance.
- Patch using the supported deployment sequence. In redundant environments, preserve authentication and policy availability, verify node health and replication, and then continue with the next node. Do not perform an emergency upgrade without a continuity and recovery plan.
- Review administrator access. Remove stale accounts, eliminate unnecessary read-only access, restrict management access to trusted networks, prefer individual accounts over shared credentials, and rotate credentials that may have been exposed.
- Investigate before or during remediation. Review administrator logins, API activity, unexpected configuration changes, node reloads, and unusual outbound or lateral connections. Escalate unexplained activity to Cisco TAC or incident response.
- Validate after upgrading. Check node health, replication, authentication, authorization policies, certificates, directory integrations, profiling, and onboarding of new devices.
Patch immediately or schedule a maintenance window?
Immediate remediation is especially appropriate when ISE administration is broadly reachable, administrator credentials may have been compromised, the deployment is running an affected release, or the organization cannot account for all administrative users.
A short, controlled maintenance window may be reasonable for a redundant deployment with tightly restricted management access and no signs of suspicious activity, particularly when compatibility testing is needed. The upgrade should still be prioritized because Cisco listed no workaround.

Restrictions are risk reduction, not a fix
Restricting ISE management access, reducing administrative privileges, reviewing accounts, and monitoring logs can reduce exposure while an upgrade is planned. They do not remove the vulnerabilities. Cisco listed no workarounds for either CVE.

Cisco said its Product Security Incident Response Team was not aware of public announcements or malicious use of the vulnerabilities when the advisory was published on February 5, 2025, and revised on February 10. That is a time-bound statement about Cisco’s knowledge at publication—not proof that the flaws were never exploited.

Why the issue still matters
“Critical” reflects the security impact and CVSS ratings; it does not prove internet-wide exposure or automatic compromise of every connected endpoint. The practical concern is the combination of remote reachability, valid administrative access, privilege elevation, command execution, configuration modification, and the absence of a vendor workaround.
The original fixes were released in February 2025. Cisco’s later ISE advisories show why an organization should not stop at those historical patch levels. The appropriate target is a current, supported ISE release that addresses the complete set of relevant advisories and remains compatible with the deployment.
