Chinese-linked investors acquired interests in SpaceX, according to unsealed court records and investigative reporting. The reported investments included offshore funds and entities, while a SpaceX investor testified that some Chinese investors were “directly on the cap table”—meaning they allegedly owned SpaceX shares rather than only interests in an intermediary fund.
That is a serious national-security issue because SpaceX provides launch, satellite, communications and other services to the U.S. government. But the evidence does not show that Elon Musk personally approved every investment, that China controls SpaceX, or that classified information was disclosed.
What happened with Chinese investment in SpaceX?
The public record describes several related events rather than one transaction in which China acquired control of SpaceX.

A Shanghai-based company known as Leo Group reportedly sent about $50 million toward a SpaceX investment.
- The proposed transaction was later canceled after Chinese regulatory disclosure and media coverage exposed the SpaceX connection. Reporting does not establish that the canceled transaction became a completed SpaceX ownership stake.
- In December 2024, Kahlon testified in Delaware litigation that SpaceX had Chinese investors and that some were “directly on the cap table.”
- In March 2025, ProPublica reported that Chinese-linked money reached SpaceX through Cayman Islands and other offshore structures.
- In October 2025, ProPublica published further reporting on Kahlon’s testimony about direct Chinese investment.
- In February 2026, Senators Elizabeth Warren and Andy Kim asked the Pentagon to investigate potential Chinese ownership and foreign-ownership risks.
- In June 2026, ProPublica reported that an investor list identified an overseas investor with ties to Chinese military contractors.
The key conclusion is narrow but significant: the evidence supports Chinese-linked investment in SpaceX, including alleged direct holdings. It does not establish the total amount, percentage, voting power or complete identity of those investors.

Direct ownership versus investment through funds
“Chinese investment in SpaceX” can describe two very different arrangements.

ProPublica’s reporting supports the existence of both offshore or fund-based structures and alleged direct holdings. However, the available evidence does not disclose the full ownership percentage held by Chinese investors or explain the rights attached to every stake.
An offshore structure is not automatically illegal or fraudulent. Funds commonly use jurisdictions such as the Cayman Islands for legitimate corporate and investment reasons. The national-security question is who ultimately owns or controls the stake, what access or influence the investor receives, and whether SpaceX and its government customers applied the required safeguards.
What did the reported $50 million transaction involve?
The 2021 proposal reportedly involved Kahlon and Leo Group, a company based in Shanghai. Court records described Leo Group sending approximately $50 million toward an investment connected to SpaceX. The arrangement was subsequently canceled after the SpaceX connection became public.
According to reporting based on the court records, the pitch allegedly included quarterly updates on SpaceX business development, visits to SpaceX and opportunities to interview SpaceX’s chief financial officer. Those reported benefits are important because investor access can create information and influence concerns even when an investor has no control over the company.

No cited source establishes that the proposed investors received classified information, military targeting data, launch secrets or control over Starlink. Nor does the canceled transaction prove that every other Chinese-linked investment was canceled.
The public material also does not fully explain the final disposition of the $50 million. It should therefore be described as money reportedly sent toward a proposed investment—not as proof that Leo Group completed a SpaceX acquisition.
What does “directly on the cap table” mean?
A company’s capitalization table records its equity holders and the securities they own. When Kahlon testified that some Chinese investors were “directly on the cap table,” the allegation was that certain investors held SpaceX shares directly rather than merely owning interests in a fund that held the shares.
That testimony does not, by itself, establish:
- how many Chinese investors were direct shareholders;
- their names or ultimate beneficial owners;
- the percentage of SpaceX they held;
- whether they had voting control;
- whether they held board, veto or special information rights; or
- whether any investor was acting for the Chinese government or military.
Those details determine the difference between a passive financial investment and a potentially meaningful foreign-control or foreign-influence concern.
What is known about the alleged military-contractor connection?
ProPublica reported in June 2026 that an overseas SpaceX investor had ties to Chinese military contractors. That description should not be expanded into a claim that the investor was a Chinese government agent, controlled SpaceX or accessed classified information.
“Ties to Chinese military contractors” can describe corporate, investment or business relationships of varying significance. It is not synonymous with Chinese government ownership, and it does not by itself prove that SpaceX knowingly accepted money from a prohibited entity. The precise relationships, the investor’s beneficial ownership and any applicable sanctions or contracting restrictions would need to be established separately.

What does the evidence show about Elon Musk?
Musk founded SpaceX and holds a dominant ownership and voting position, according to the company’s 2026 SEC materials. That gives him substantial influence over the company, but it does not prove that he personally approved each private-market investment.
The available evidence does not establish that Musk:

- personally authorized the $50 million proposal;
- knew the identity of every investor behind an offshore fund;
- directed the use of Cayman Islands entities;
- authorized access to classified or controlled information; or
- violated a law or government-contract requirement.
The defensible framing is therefore that SpaceX’s investment and approval practices allegedly permitted or facilitated Chinese-linked participation under Musk’s leadership. That is materially different from claiming that Musk secretly sold SpaceX to China or knowingly gave China classified technology.

Why SpaceX’s government work makes this important
SpaceX is not only a commercial launch company. Its disclosed government customers include NASA, the Department of War/Defense, the General Services Administration and intelligence agencies. Its work includes national-security launches, spacecraft development, satellite deployment, government connectivity and Starlink- and Starshield-related services.
SpaceX’s 2026 SEC disclosures state that approximately one-fifth of its 2025 revenue came from U.S. federal-government agencies. The figure is the company’s own disclosure, not an independent estimate.

That contractor status does not mean every shareholder must be a U.S. citizen. The practical questions are whether foreign ownership creates control, influence, access or compliance problems under particular contracts and security rules.
Potential concerns can include:
- foreign influence over strategic business decisions;
- access to nonpublic financial, technical or business information;
- conflicts involving government bids and customers;
- cybersecurity and supply-chain exposure;
- access to controlled technical data or sensitive facilities; and
- foreign leverage over critical communications infrastructure.
These are risk categories, not findings that any particular breach occurred.

Is Chinese ownership of a U.S. defense contractor illegal?
Not automatically. The available reporting does not identify a blanket ban that makes every Chinese investment in every U.S. military contractor unlawful.
Instead, regulators and contracting agencies may need to examine several separate issues:
- Control: Does the investor have voting power, veto rights or the ability to influence management?
- Beneficial ownership: Who ultimately owns the interest behind a fund or offshore entity?
- Foreign ownership, control or influence: Do the investment terms create security concerns requiring mitigation?
- Information access: Did the investor receive classified information, controlled technical data or access to sensitive facilities?
- Government connections: Was the investor acting for a foreign government, military or sanctioned entity?
- Disclosure and compliance: Did SpaceX satisfy applicable contract, export-control and security obligations?
- CFIUS jurisdiction: Was the transaction within the Committee on Foreign Investment in the United States’ review authority?
Legal ownership, economic ownership, foreign influence and access to sensitive information are related but not interchangeable concepts. A government finding, court ruling or enforcement action would be needed before declaring that the investments were illegal.
What has the U.S. government done?
Senators Warren and Kim sent the Pentagon a letter on February 5, 2026, requesting an immediate review of potential Chinese ownership in SpaceX. The letter asked about the extent of ownership, possible foreign-ownership mitigation obligations and whether CFIUS review was appropriate.

A request from lawmakers is not the same as a completed investigation. The available sources do not establish that:
- the Pentagon completed a formal review;
- CFIUS reviewed the transactions;
- SpaceX was sanctioned, suspended or debarred;
- the company lost government contracts;
- an investor was compelled to divest; or
- a security clearance was revoked.

What do SpaceX’s public filings reveal?
SpaceX’s 2026 SEC materials describe its government business, material contracts, ownership after its public offering and risks involving national-security contracts and foreign regulation. They also show why the company is strategically important to the U.S. government.

What remains unanswered?
The most important unresolved questions are not simply whether money from Chinese-linked investors reached SpaceX. They are:
- What was the full chain of ownership for each investment?
- Which investors were direct shareholders and which invested through funds?
- How much voting power and what information rights did they receive?
- Did SpaceX conduct enhanced screening of beneficial owners and foreign-government connections?
- Were any foreign-ownership mitigation agreements required by government contracts?
- Did the Pentagon, CFIUS or another agency review the arrangements?
- Did SpaceX change its investor-screening or information-sharing practices after the transactions became public?
Until those questions are answered, the record supports serious scrutiny but not the broadest viral claims.

Bottom line
Chinese-linked investors did acquire interests in SpaceX, according to court testimony and investigative reporting. Some investments reportedly passed through offshore funds, while a SpaceX investor said certain Chinese investors were directly on the company’s cap table. A separate $50 million transaction involving a Shanghai company was reportedly canceled.
SpaceX’s major U.S. government and national-security role makes the ownership issue consequential. But the available evidence does not prove that Musk personally approved the specific investments, that China controls SpaceX, that classified information was shared or that the Pentagon found a legal violation. The central unanswered question is whether U.S. authorities reviewed the ownership arrangements and imposed adequate safeguards.
