Character.AI, a chatbot company with ties to Google, has tightened protections for teenagers and moved to restrict their access to open-ended companion chats. That is not the same as announcing that it will “stop grooming teenagers”: the phrase is not verified company language, and the available evidence does not establish that the company deliberately groomed users. The changes respond to serious safety concerns and allegations, but their effectiveness depends on how they are enforced.
What Character.AI actually changed
Character.AI hosts conversations with AI characters, including companions and fictional personas. It is a startup founded by former Google researchers, not simply a Google-operated chatbot. Google’s relationship with the company has included business and technology ties and the hiring of its co-founders; that connection does not establish that Google ran or authored every Character.AI interaction. The Associated Press has reported on the relationship.
The company’s safety response has unfolded in stages. In December 2024, Character.AI announced measures reported to include a separate teen experience or model, stronger controls on sensitive inputs and outputs, reminders that characters are not real people, prompts to take breaks, and work to improve detection of self-harm and suicide-related language. The available reporting does not establish every implementation detail—such as whether the restriction is global, how age is confirmed, what happens to existing chats, or whether voice, images, character creation, and every app surface are covered. Those specifics should not be inferred from headlines. A user or parent should check the current rules and controls shown in the relevant account and product.
Why the company is under pressure
Families have filed lawsuits alleging that Character.AI interactions contributed to serious harm involving teenagers, including suicide or self-harm, emotional dependency, and inappropriate or sexualized exchanges. These are allegations in litigation, not findings that every chatbot conversation causes harm or that the claims have all been proven. The Associated Press has reported on the lawsuits.

Some cases also named Google, citing its ties to Character.AI and its founders. That is a legal claim about responsibility, not proof that Google directly operated the service. In January 2026, news reports said Google and Character.AI were negotiating or agreeing to settlements in several teen-harm cases. A settlement is not, by itself, an admission of liability. A companion bot can imitate affection, exclusivity, authority, or intimacy and keep a conversation going over time. Researchers have identified youth-specific concerns including emotional overreliance, boundary violations, and confusion about the nature of the relationship. These risks warrant attention, but research on risk categories does not prove intentional misconduct by a particular company. Does this mean Character.AI is “stopping grooming”?
Not as a verified description of what the company announced. In child-protection contexts, grooming generally refers to a deliberate process of building trust, secrecy, or dependence to facilitate sexual abuse or exploitation; legal definitions vary by jurisdiction. It is a serious term and should not be used as if a safety change proves that a company intentionally engaged in that conduct.
Critics and researchers may use “grooming-like” to describe patterns an AI companion could simulate: testing boundaries, encouraging secrecy or exclusivity, normalizing inappropriate relationships, or fostering dependence. That is different from establishing deliberate criminal grooming by the company. The defensible description is that Character.AI is restricting teen access amid safety concerns and lawsuits, and that the changes may reduce opportunities for harmful interactions. There is no basis here to say that the company admitted to grooming teenagers or that all such risks have ended.

What restrictions can—and cannot—do
Reducing open-ended companion chat for minors could lower exposure to sustained romantic, sexualized, manipulative, or dependency-forming conversations. It may also reduce the chance that a teen treats an AI persona as a private confidant or authority. But a restriction is only as effective as its scope and enforcement.

- Age checks can be evaded or misclassify users. Self-declared ages and account details are not foolproof; stronger verification can create privacy costs.
- Risk is not limited to explicit messages. A filter may catch sexual terms but miss coercive context, pressure for secrecy, or dependency built across many ordinary-sounding exchanges.
- Other product surfaces matter. Voice, images, saved memories, public characters, user-created content, and old conversations can present different risks. The reported restriction should not be assumed to cover each one unless the company says so.
- Removing one feature may shift use elsewhere. Teenagers may move to other services, unofficial apps, or adult accounts rather than stop using AI companions.
- Nonsexual harms remain possible. Emotional overreliance or unsafe responses to self-harm disclosures do not require sexual content.
Age restrictions are therefore one product safeguard, not a complete safety system. Other meaningful measures could include clear rules against romantic or sexual interactions with minors, reliable escalation for self-harm disclosures, usable parental controls, moderation across user-created characters, and transparent reporting about enforcement and failures. Independent evaluation would help establish whether promised controls work in practice.

What parents and teens can check
- Review the service’s current age rules and confirm the account’s age information is accurate.
- Check whether open-ended chat is available, and review privacy, memory, voice, image, and character settings where offered.
- Ask whether a young person is using the chatbot as a substitute for a trusted person, counselor, or other real-world support. A bot should not be treated as a therapist or a reliable crisis responder.
- If a teenager discloses self-harm or immediate danger, involve a trusted adult and qualified local crisis or emergency support rather than relying on the chatbot’s response.
Teenagers also use AI for legitimate activities such as creative writing, brainstorming, translation, and learning. Safety policy should distinguish those uses from high-intimacy companion interactions where possible; a “teen-safe” label alone does not demonstrate that a product has been independently certified.
What remains unclear
The central unresolved question is not just whether Character.AI has announced restrictions, but how they operate: the precise age-verification method, geographic reach, exceptions, treatment of existing accounts and chats, and coverage of different content and features. Publicly available reporting cited here also does not supply independent audit results or enough enforcement data to show how often minors bypass controls or harmful conversations are missed. Until that evidence is available, the change is best understood as a potentially important risk-reduction step—not proof that the platform is safe or that grooming has been stopped.
