Usually not in a reliably playable or officially supported way. A Core 2 Duo is a processor, not a graphics card; the PC still needs a graphics processor capable of rendering GTA IV. Many Core 2 Duo-era integrated graphics chips are too weak or may be incompatible. Check the exact GPU model before buying or downloading the game.
What “without a graphics card” can mean

Why “Core 2 Duo” does not identify the graphics
The Core 2 Duo CPU itself does not provide the integrated graphics found in many later Intel Core processors. In desktop systems, graphics could come from the motherboard chipset; laptops could use chipset graphics or a separate mobile GPU. Intel’s Core 2 Duo-era platform documentation includes G31 systems with GMA 3100 graphics and G41 systems with GMA X4500 graphics (Intel G31/G41 platform brief; MSI G41M-P26 specifications). Other systems can have different chipsets or a discrete card, so do not assume all Core 2 Duo computers have the same GPU.

How GTA IV’s requirements compare
The old CPU minimum is only one part of the requirement. The original PC documentation and the current Rockstar support listing give different baselines; the current listing is the more relevant one for present-day installation and support.

Rockstar warns that some integrated graphics and mobile chipsets may be incompatible and that requirements can change with software updates. A Core 2 Duo may meet the original CPU minimum on paper, but it does not meet the current listed CPU requirement—and neither CPU comparison supplies the missing GPU.

Check the actual GPU in Windows
- Press Windows + R, type
dxdiag, and press Enter. - Open the Display or Render tab. Record the graphics device name, dedicated video memory, shared memory, and driver model/date.
- For a second check, open Device Manager → Display adapters and note every listed adapter.
- If the name is unclear, run
msinfo32for a broader system report. When asking for help, provide the full GPU model and PC model—not just “Intel graphics” or the shared-memory figure.
- Intel GMA 3100, GMA X4500, or GMA 4500MHD: these are old integrated graphics generations, not equivalents of the discrete cards in the game’s requirements.
- Microsoft Basic Display Adapter: this usually means Windows lacks the proper graphics driver; it does not identify a suitable gaming GPU.
- NVIDIA GeForce or AMD Radeon: these names alone are not enough. The exact model and whether it is desktop or mobile matter.
Integrated graphics may borrow system RAM, but shared memory is not equivalent to dedicated video memory or its performance. Intel’s documentation maps older chipsets to different integrated graphics generations (Intel chipset-to-graphics reference). Some G41/G45-era systems use GMA 4500-series graphics; DirectX feature support by itself does not guarantee adequate speed (Intel graphics quick reference).
What to expect from common configurations
- Core 2 Duo with GMA-era integrated graphics: the game may fail to launch, show graphical problems, or run too slowly to be enjoyable. Treat this as an unsuitable configuration rather than a reliable way to play.
- Core 2 Duo with a discrete GPU around or above the original minimum: the game may run if the rest of the system and drivers are adequate, but the processor can still cause low frame rates or stuttering.
- Core 2 Duo paired with a newer, more capable GPU: graphics may be less of a problem, but the old CPU can remain the limiting factor.
- Unknown or unrecognized GPU: identify it and correct any driver issue before spending money on the game or another card.
There is no dependable universal frame-rate estimate for “a Core 2 Duo”: results depend on the exact GPU, RAM, operating system, game build, resolution, settings, drivers, and frame-time behavior. GTA IV is sensitive to CPU performance and streaming as well as graphics. Community troubleshooting notes cover version-specific technical fixes, but configuration changes are not guaranteed to solve a hardware limitation (PCGamingWiki: GTA IV).

Can lower settings make it playable?
Reducing resolution and graphics settings can reduce load on a capable but strained GPU. It cannot add missing graphics features, transform a weak chipset into a discrete card, or remove a CPU bottleneck. Keep texture and view-distance settings within what the detected video memory can handle; raising them beyond that can make streaming and stability worse. Do not treat a shared-memory adjustment or launch option as a hardware upgrade.

For a desktop
Before choosing a card, inspect the exact PC model and check for a PCI Express x16 slot, case clearance, full-height versus low-profile bracket, power-supply capacity and connectors, BIOS compatibility, and driver support for the operating system. Old office PCs may have proprietary power supplies or little room; a card that physically fits can still lack the required power connection or support. A low-power, low-profile card may be a more practical category for a small desktop, but it will not remove the Core 2 Duo’s CPU limitation.

If considering a GT 1030, check the memory type: GDDR5 is the more sensible gaming variant than DDR4. For example, MSI’s GT 1030 4GD4 LP OC is a DDR4 model, so do not assume all cards with the same GPU name perform alike. An ASUS GT 1030 2GB low-profile card is another product category to compare, while Gigabyte lists low-profile options in its 2 GB graphics-card range. These examples are not guarantees of GTA IV performance or current availability. If the old PC also has limited memory, a weak power supply, or other platform constraints, replacing the computer with a newer used system may be better value than investing in this one.
For a laptop
A typical laptop from this era cannot take a conventional internal desktop graphics card. If its integrated GPU is unsuitable, practical options are another used computer, a console version of GTA IV, cloud gaming where the game and service are available, or streaming from a different computer. Do not assume an external GPU will work: most laptops of this age lack a compatible high-speed expansion interface.

If the game launches poorly or will not start
- Confirm that
dxdiagshows the intended graphics device, rather than only Microsoft Basic Display Adapter. - Install the correct graphics driver for the GPU and operating system, then check that the game is using the intended GPU if more than one is present.
- Check free disk space and available RAM, and compare the system with Rockstar’s current requirements.
- Start at low resolution and low graphics settings; keep texture and view-distance settings conservative relative to available video memory.
- If the problem persists, consult the GTA IV technical guide for fixes specific to the game version and operating system. Treat community fixes as troubleshooting, not a guarantee of compatibility.
Possible symptoms include extremely slow play, late or blurry texture streaming, crashes while loading, or failure related to driver support or an incompatible integrated/mobile chipset. If the hardware does not meet the game’s graphics needs, software tweaks are unlikely to make it a good experience.
