No—not as a documented Snipping Tool feature. Microsoft’s current Windows 11 support documentation lists freeform, rectangular, window and full-screen image snips, along with video snips. It does not list a scrolling or “full page” capture mode. A normal Snipping Tool selection therefore captures only the content visible in the selected screen area; it is not documented to continue down a long webpage or app window.
That conclusion is based on Microsoft’s published capability list, not a hands-on test of every Windows build or application. For a long webpage, use a full-page web-clipping workflow or print the page. Those produce different results from a scrolling screenshot.
What Snipping Tool can capture in Windows 11
Microsoft describes Snipping Tool as a way to capture all or part of the PC screen, then edit, save or share the result. Its documented image choices are:
- Freeform: draw an irregular outline around an object.
- Rectangular: drag a rectangle around the area you need.
- Window: select a visible application window.
- Full screen: capture the currently displayed screen.
The same support material documents video snips, but video capture is not a scrolling still-image mode. None of the listed image modes says that Snipping Tool will scroll a page, stitch multiple viewport captures, or capture content outside the visible screen.

Why a full-screen snip is not a scrolling screenshot
A full-screen snip records the screen as it is displayed at that moment. If a webpage is longer than the monitor, the portion below the fold is not on the screen and is not included. Selecting a browser window changes the boundary of the capture, not the amount of page content available.
Scrolling capture requires a separate operation: the software must move through the document, obtain additional viewports and either stitch them together or export the document in another format. Microsoft’s Snipping Tool documentation does not describe that operation. Avoid relying on a normal rectangular or window snip to capture material that is not currently visible.
Choose the right output for a long webpage

Method 1: capture a webpage with OneNote Web Clipper
Microsoft’s OneNote Web Clipper documentation describes a Full Page option for saving the current webpage as a screenshot image when that option is available. The exact availability can depend on the browser and extension state.
- Install and enable OneNote Web Clipper in the browser you use for the webpage.
- Open the target page and wait for its content to finish loading. If the page loads sections only after you scroll, allow those sections to appear first.
- Open the Web Clipper extension from the browser toolbar.
- Choose Full Page, rather than a region selection.
- Sign in or choose the destination notebook when prompted, then save the clip.
- Open the resulting note and verify the image includes the page sections you need.
This is the closest Microsoft-documented route to a full-page screenshot image for web content, but it does not add a scrolling mode to Snipping Tool and is not intended for arbitrary desktop applications.

Method 2: print the entire page from Microsoft Edge
For a record you can print or archive, Edge’s print workflow can include all pages. The result is a printable page document, commonly saved as a PDF, rather than a single tall PNG or JPEG.
- Open the webpage in Microsoft Edge.
- Open the browser menu and choose Print (or press Ctrl+P).
- In the print dialog, select the printer or PDF destination you want.
- Set the page range to All pages.
- Review the preview for missing backgrounds, clipped columns, headers or footers, then print or save.
Printing is often better for a multi-page report, invoice or legal record. It can reflow the page, add page breaks and omit interactive behavior, so do not treat the PDF as pixel-for-pixel evidence of the browser viewport.
What about non-web apps?
The Microsoft documentation reviewed for this capability question does not establish a built-in, Microsoft-documented scrolling-capture method for non-browser applications. Snipping Tool can capture a visible window or screen, but the documented material does not say it can command another application to scroll and assemble the hidden content.
If the application has its own export, print, report or “save as PDF” command, that is usually the most reliable way to preserve all content. Otherwise, you may need software specifically designed for scrolling capture; verify that it supports the particular application, security restrictions and content type before depending on it.

Troubleshooting common capture problems
The bottom of the webpage is missing
- With Snipping Tool: this is expected when the content is below the visible screen; use OneNote Web Clipper Full Page or Edge print.
- With a web clipper: confirm Full Page is selected and let lazy-loaded sections finish loading.
- With an API: enable full-page capture and wait for a selector, delay or network idle when the page renders asynchronously.
The result is a PDF, not one tall image
