Yes—but not as a general-purpose tool for bypassing China’s internet controls. A company may be able to connect its mainland China offices and authorized users to overseas business systems through a carrier-provided international private line, IP-VPN, or managed SD-WAN service. The crucial questions are who provides the underlying connection, how it reaches an international gateway, and what the company uses it for. An SD-WAN overlay does not make an otherwise unauthorized connection lawful.
What businesses mean by “getting around” the Great Firewall
Most multinational companies do not need unrestricted public-internet access from mainland China. They need dependable access to specific business resources: headquarters applications, ERP or CRM systems, approved SaaS, cloud environments, voice and video, or manufacturing and supply-chain platforms. They may also need centrally managed routing, security policies, monitoring, and service-level commitments.
That is a different requirement from using a consumer VPN, proxy, or self-hosted tunnel to reach blocked websites. The more precise term for the enterprise use case is authorized cross-border business connectivity. A provider’s marketing phrase such as “GFW bypass” or “China-optimized” is not proof of regulatory authorization, unrestricted access, or acceptable performance.
The regulatory distinction: using a service versus selling one
China’s international-networking rules require mainland networks connecting directly to international networks to use international gateway channels provided by the public telecommunications network. They prohibit organizations and individuals from independently establishing or using other channels for international networking. See the MIIT-hosted international networking regulations.

MIIT’s explanation of its internet-access-market cleanup distinguishes unauthorized cross-border telecommunications business—including unauthorized establishment or leasing of international lines or VPN channels—from foreign and trading companies using an international private line for internal office purposes when leased from a lawful operator with an approved international gateway. That distinction matters, but it is not a blanket exemption for every corporate tunnel or every data flow. See MIIT’s explanation and its cleanup notice.
A multinational connecting its own offices through a carrier-provided service is materially different from a provider selling cross-border access to the public or reselling bandwidth and VPN services without the required qualifications. The customer’s internal-use purpose does not, by itself, settle all licensing, cybersecurity, data-transfer, industry, or content questions.

Internet information services have their own requirements: the MIIT-hosted rules published March 23, 2026 say operating services require a license and non-operating services require filing, with operation limited to the relevant approval or filing scope. China’s Cybersecurity Law (the current MIIT-hosted page identifies a revision adopted October 28, 2025) and the Network Data Security Management Regulation also create obligations related to network operation, security, data processing, and some cross-border data transfers. What applies depends on the company’s role, industry, system classification, and the data involved. How a compliant enterprise design can be structured

The exact route, carrier, gateway, termination points, and permitted traffic need to be documented for the proposed service. A Hong Kong, Singapore, or other regional endpoint is not, by itself, authorization for mainland-originating cross-border traffic.
SD-WAN is the management and routing layer, not a legal gateway. It can steer traffic across underlays such as broadband, dedicated access, LTE/5G, MPLS, or private international lines, and may provide application-aware routing, failover, centralized policy, and monitoring. But it cannot legalize an unauthorized underlay, guarantee access to blocked services, or control every part of an international route.

China has a technical industry standard, YD/T 6687-2026, covering security requirements for SRv6-based SD-WAN routing. It was issued March 11, 2026, and took effect June 1, 2026; it applies to SD-WAN service providers, solution providers, and infrastructure manufacturers. For a small number of fixed sites and a budget that supports dedicated circuits, an international private line without SD-WAN may be the simplest fit. A carrier IP-VPN suits a controlled private WAN. Managed SD-WAN is most useful when the flexibility of multiple sites and underlays justifies the added service and management layer.

How to assess vendors and offerings
These examples identify product categories, not endorsements or blanket findings that a particular deployment is compliant. Confirm the current mainland-China service, local contracting entity, carrier arrangement, and terms directly with each provider.
- China Mobile International: Its enterprise portfolio lists IEPL/IPLC, IP-VPN, internet connectivity, and SD-WAN. The company describes its SD-WAN as centrally managed and able to work with MPLS and internet access. Review its enterprise products.
- China Unicom Global U PLUS: Its pages list SD-WAN, DIA, IP Transit, IEPL/IPLC, and related enterprise connectivity. Its SD-WAN page describes centralized management, configuration, and monitoring across transmission lines, mobile networks, and internet access. See U PLUS SD-WAN and U PLUS Global.
- China Telecom Cloud (CTYun): It publishes SD-WAN products and billing rules, potentially relevant to organizations already using its cloud or mainland services. Check the product page and billing documentation.
- Aryaka: Its materials describe managed SD-WAN and a historical partnership announcement with China Mobile International. Do not assume the announced packaging is currently available or that it meets a particular company’s requirements. Importantly, Aryaka’s service terms state that it does not provide internet breakout from POPs outside mainland China for traffic originating in mainland China. That limitation matters if the requirement is unrestricted foreign public-internet access.
- Cisco Secure Access China: Cisco describes a China-specific offering with local first-line support by Digital China Cloud and integration with Cisco products, including SD-WAN, within China’s regulated environment. Ask for evidence before signing
Do not rely on a “compliant” label, global brand, private-backbone claim, or a Hong Kong endpoint alone. Ask the provider to answer these questions in writing:
- Who is the local counterparty? Identify the Chinese entity that contracts for the mainland service, its role, and the relevant telecommunications license or licensed-carrier relationship.
- What is the gateway and line arrangement? Name the international gateway operator, line type (IEPL/IPLC, IP-VPN/MPLS, internet access, or a defined combination), China access carrier, and regional termination points.
- What use is permitted? Confirm whether the service is intended for the customer’s internal corporate use only, which users and applications are in scope, and what traffic is prohibited or filtered. Ask who is responsible for any filings, approvals, declarations, or assessments.
- Where does data go? Map traffic inspection and encryption termination, controller and log locations, telemetry and configuration data, administrative access, retention, and cross-border data flows. Determine whether personal information, important data, industrial data, or regulated-sector data is involved.
- What does “performance” mean in the contract? Request service-level definitions or measurements for China-to-application latency, packet loss, jitter, peak-hour performance, availability, and failover/recovery time. Measure against the actual business applications, not just a nearby provider point of presence.
- How is the service secured and supported? Clarify encryption and key ownership, inspection, DLP/IPS/firewall features, incident notification, support language and hours, response commitments, CPE replacement, and change management.
- What is the all-in commercial commitment? Itemize access circuits, international capacity, SD-WAN licenses, CPE, installation, professional services, support, security modules, cloud connections, redundancy, taxes, overages, minimum term, renewal, and termination charges.
Public price signals are not deployment quotes
Vendor pages checked in the August 16, 2026 research snapshot showed these indicative figures. They are not guaranteed current prices or total deployment costs; confirm currency, bandwidth, tax, installation, CPE, support, site count, contract term, and whether international capacity is included.

- CTYun: Its listed SD-WAN billing rules show mainland bandwidth at RMB 45/M/month for 5–100 Mbps and RMB 22/M/month above 100 Mbps, with separate rates for overseas regions. These are rates for the listed service, not a market-wide tariff. See CTYun billing.
Compare the complete service, not a headline per-megabit or starting price. A low monthly figure may cover only one component and omit an international line, redundant access, managed support, security, or installation.
Common assumptions that cause trouble
- “It’s SD-WAN, so it’s legal.” No. The underlying access, gateway, provider authorization, resale structure, and intended use matter.
- “It’s for business, so any private tunnel is allowed.” Internal corporate use is a relevant distinction, not an automatic resolution of licensing, data, or security obligations.
- “A Hong Kong VPN endpoint solves it.” Geography alone does not establish authorization for mainland-originating traffic.
- “SD-WAN will find a route around any block.” SD-WAN can select among available paths, but cannot guarantee access to blocked websites or control every external route.
- “All blocked services will work.” A corporate service may provide access to specified business applications while general internet traffic remains restricted or filtered.
- “An overseas controller is just a management detail.” Controllers can hold configuration, telemetry, identifiers, logs, and security events. Review their location and data handling.
- “One carrier is enough for critical sites.” International congestion, maintenance, routing changes, or local outages can disrupt service. Consider diverse carriers or paths where justified, and confirm both are valid for the use case.
Choosing a practical design
- Choose a private line when predictable site-to-site performance is the priority and dedicated-circuit cost and provisioning time are acceptable.
- Choose carrier IP-VPN/MPLS when you need a controlled, carrier-managed WAN between defined sites.
- Consider managed SD-WAN when multiple sites, application steering, varied underlays, centralized operations, or failover provide real value—and the provider documents the China service model.
- Choose application-specific access when only a few cloud or business applications need connectivity; a full global WAN may be unnecessary.
- Consider a separately governed China network when data, industry, or availability requirements make a flat global network inappropriate.
Before deployment, have the network design and data flows reviewed by China-qualified counsel and the provider’s compliance team. Get written confirmation of the contracting entity, gateway and carrier model, permitted traffic, service scope, data handling, performance commitments, and full recurring and one-time charges. A properly scoped carrier service may connect a business to the systems it needs; it should not be bought or described as a legal way to defeat the Great Firewall.
