Yes, often. Turn on Airplane Mode, manually turn Wi‑Fi back on, and join the aircraft’s internet network. If your phone, carrier, and the onboard network support carrier Wi‑Fi Calling, ordinary calls and texts may work without cellular service. That technical possibility does not mean voice calls are permitted: the airline, Wi‑Fi provider, and cabin crew can restrict them.
What is actually happening?
Airplane Mode disables the cellular radio (and usually Wi‑Fi and Bluetooth initially). Wi‑Fi Calling is a carrier feature that routes your normal phone-number calls and texts through an internet-connected Wi‑Fi network instead of the cellular network. After enabling Airplane Mode, you can generally switch Wi‑Fi back on.
This is different from FaceTime Audio, WhatsApp, Signal, Google Meet, Zoom, Skype, or Google Voice. Those are internet-calling apps, not carrier Wi‑Fi Calling. An app may work when carrier calling does not, but an app voice call is still a voice conversation under an airline’s rules.

Set it up before you fly
Enable and test Wi‑Fi Calling while you still have normal cellular service. Some carriers require domestic cellular registration for initial activation. For example, Verizon says an iPhone must be connected to the Verizon network in the United States to activate the feature; it cannot be newly activated after leaving the country (Verizon).
iPhone
- Open Settings → Cellular.
- Select the line if you use Dual SIM.
- Tap Wi‑Fi Calling, enable Wi‑Fi Calling on This iPhone, and enter or confirm your emergency-service address.
- Make a test call before departure.
Apple’s instructions are in its iPhone Wi‑Fi Calling guide. When it is active, the status bar shows “Wi‑Fi” after the carrier name.
Android
- Open Settings and search for Wi‑Fi Calling.
- On many current phones, use Settings → Network & internet → SIMs → your carrier SIM → Wi‑Fi calling.
- Enable it and complete any emergency-address or terms prompts.
- Test with the standard Phone app.
Menus differ on Samsung, Pixel, Motorola, OnePlus, and carrier-branded devices. If the option is missing, your carrier, plan, SIM, firmware, or phone model may not support it. Google documents the carrier-dependency in its Phone app help.

Use it onboard
- When instructed, turn on Airplane Mode.
- Open Wi‑Fi settings or Control Center and turn Wi‑Fi back on.
- Join the aircraft’s Wi‑Fi network.
- Finish the captive-portal login, payment, or authentication step. A Wi‑Fi symbol alone may only mean you are connected to the access point, not the internet.
- Wait for the phone to show its Wi‑Fi Calling indicator (“Wi‑Fi,” “Wi‑Fi calling,” “Internet call,” or similar).
- Only place a nonurgent test call if the airline and crew permit voice calls. Keep Airplane Mode enabled.
Google Fi explicitly documents connecting to Wi‑Fi and then turning on Airplane Mode for Wi‑Fi-only calling (Fi instructions).
Why it can fail
- No support: Not every carrier, plan, SIM, or device offers Wi‑Fi Calling.
- No usable internet: The network may require a portal login or payment before traffic is allowed.
- Voice traffic is blocked: Aircraft Wi‑Fi may allow browsing and messaging while filtering SIP, VoIP, VPN, video, or other traffic. This is network-dependent, not universal.
- Weak or congested Wi‑Fi: Calls can sound poor or drop when the shared connection degrades. Verizon lists congestion and outages as causes of poor Wi‑Fi Calling quality.
- VPN interference: Google Fi warns that a VPN can prevent Wi‑Fi Calling unless it allows the service’s traffic.
- Not activated beforehand: A carrier may require cellular service for first-time setup.
- Roaming or destination rules: “Over Wi‑Fi” does not automatically mean free; international numbers and destinations can be billed according to your plan.
Incoming calls, texts, and Wi‑Fi loss
You may receive calls if Wi‑Fi Calling is registered, the portal session remains active, and the network permits the traffic. Reliability is not guaranteed: access points can change, the network can sleep, and congestion can prevent registration or delivery.
Carrier Wi‑Fi Calling may handle ordinary calls and SMS/MMS. iMessage, RCS, WhatsApp, Signal, and email can continue working independently. If Wi‑Fi drops during a call, it may disconnect. On the ground, an iPhone can switch from Wi‑Fi Calling to VoLTE when available; in Airplane Mode, cellular fallback is disabled by design (Apple).

Are voice calls allowed on a plane?
Separate these questions:
- Device configuration: Airplane Mode with Wi‑Fi re-enabled is the expected U.S. configuration for onboard Wi‑Fi.
- Carrier capability: Your phone and carrier may support Wi‑Fi Calling.
- Network capability: The aircraft’s provider may block voice services.
- Permission: The airline’s terms and crew instructions control your conduct.
Do not assume a technically successful connection authorizes a conversation. Check the airline’s current onboard-Wi‑Fi terms and follow crew instructions. A U.S. Department of Transportation rulemaking record describes a proposed prohibition on passenger voice communications over cellular, Wi‑Fi, or other methods, but lists the action as Long-Term Actions with the next action undetermined (DOT rulemaking record). Do not treat that record as proof of a currently effective universal ban, and do not rely on a dated agency observation that no U.S. carrier permitted ordinary inflight calls as a permanent guarantee.

Do not treat onboard Wi‑Fi Calling as your only emergency plan. Apple says an emergency call may use Wi‑Fi when cellular service is unavailable and Wi‑Fi Calling is enabled; the carrier-registered address or device location may be used. Verizon says 911 attempts cellular first—even with Airplane Mode or cellular disabled—and may use Wi‑Fi Calling only when cellular is unavailable. Incorrect address data, congestion, outages, or a disconnected aircraft network can delay, misroute, degrade, or drop the call (Apple; Verizon).
In an onboard emergency, follow crew instructions and the aircraft’s communication procedures first. If you do place an emergency call over Wi‑Fi, clearly state that you are on an aircraft and give your actual location as best you can. Never test 911 to check whether it works.

Does it use mobile data or cost money?
Carrier Wi‑Fi Calling uses the Wi‑Fi connection rather than your carrier’s cellular-data allowance. Verizon says qualifying calls and texts to U.S. numbers do not count against its mobile-plan data allowance, while international calls may incur charges. The aircraft’s Wi‑Fi fee is separate, and a voice call still consumes onboard bandwidth. Verizon’s estimate of roughly 1–5 MB for a voice call is carrier-specific, not a universal measurement.
If carrier Wi‑Fi Calling fails
- Use text-based messaging such as SMS, iMessage, RCS, WhatsApp, Signal, or email.
- Use FaceTime Audio, WhatsApp, Signal, Meet, Zoom, or another internet-calling app only if voice calls are allowed.
- Use an airline’s text-messaging access if offered on that specific flight.
- Wait until landing for an ordinary voice call.
- For emergencies, use the aircraft’s procedures and crew assistance.
Changing apps changes the technology, not the airline’s no-voice-call rule.

Can I receive calls in Airplane Mode?
Potentially, if Wi‑Fi Calling is activated, Wi‑Fi has internet access, the carrier registers the phone, and the aircraft network permits the traffic. Incoming-call reliability is not guaranteed.

Will Wi‑Fi Calling automatically switch to cellular if Wi‑Fi fails?
Not while Airplane Mode is disabling cellular service. The call may drop until Wi‑Fi returns.
Is Wi‑Fi Calling always free?
No. Carrier, plan, destination, international-number charges, and the aircraft’s Wi‑Fi fee all matter.
The Bottom Line
Bottom line: Technically, Wi‑Fi Calling often works in Airplane Mode after you re-enable Wi‑Fi. Practically, a call succeeds only when your carrier and phone support it, the aircraft network carries the traffic, and the airline and crew allow voice calls.
