Recommended Free Tools
There is no single “C++ for Windows 11” download. C++ is a language; you install a toolchain containing a compiler, linker, standard library, debugger and headers, usually alongside an IDE or editor. For most beginners, download Visual Studio Community and select Desktop development with C++. It provides the simplest complete Windows setup. Build Tools for Visual Studio is the command-line-only alternative, while VS Code plus MSYS2 is a lighter GCC-based option.
This guide uses official downloads and ends each route with a working Hello World test.
Choose the right Windows 11 C++ setup
| Need | Recommended setup | Why |
|---|---|---|
| Easiest beginner experience | Visual Studio Community | IDE, MSVC compiler, debugger, Windows SDK and templates in one installer |
| Compiler and build tools without an IDE | Visual Studio Build Tools | MSVC, linker, libraries, headers, SDK and command-line environment |
| Lightweight editor and GCC | VS Code + MSYS2 UCRT64 | Small editor with package-managed GCC, GDB and MinGW-w64 tools |
| CMake-based or cross-platform project | Visual Studio or VS Code + CMake | Supports repeatable builds with different generators and compilers |
| LLVM diagnostics | Visual Studio with Clang tools or standalone LLVM | Provides Clang/LLVM tooling and either MSVC-style or GCC-style commands |
Visual Studio supports MSVC, Clang, CMake, MSBuild and MinGW workflows, although the project setup differs by toolchain: Microsoft’s C++ features overview.
What a “C++ download” actually contains
- Compiler: translates C++ source into object code. Microsoft’s compiler is
cl.exe; GCC’s C++ driver isg++. - Linker: combines object files and libraries into an executable, DLL or static library.
- Standard library: supplies strings, containers, algorithms, streams and other common facilities.
- Debugger: lets you set breakpoints, step through code and inspect variables.
- IDE or editor: Visual Studio combines editing, projects, building and debugging. VS Code is an editor that needs external tools.
- Build system: CMake, MSBuild, Ninja or Make describes how larger projects are configured and built.
Microsoft describes the basic process as preprocessing, compiling source files into object files and linking them into a final binary: Projects and build systems in C++.

Easiest route: Visual Studio Community
Visual Studio Community is free for individual developers, including people creating free or paid applications. Organizational use is subject to Microsoft’s Community license: classroom learning, academic research and open-source work are broadly allowed; other non-enterprise organizations are limited to five users, and enterprise organizations cannot generally use Community outside the listed exceptions. Check the current terms on the Community page.
Install the compiler and Windows tools
- Download the Community edition from visualstudio.microsoft.com/vs/community.
- Run the downloaded bootstrapper and wait for the Visual Studio Installer.
- Select the workload Desktop development with C++.
- In Installation details, leave the recommended MSVC toolset, Windows SDK and core C++ components selected. Keep CMake tools selected if you may use CMake projects.
- Click Install. Restart only if Windows or the installer requests it.
Workload labels and optional components can change between releases. Follow the labels shown by your installer; Microsoft’s component list includes Windows 11 SDK and optional LLVM/Clang entries: workload component documentation.
Create a first program
- Open Visual Studio and choose Create a new project.
- Select a C++ Console App, name it and choose Create.
- Press Ctrl+F5 to build and run without debugging, or F5 to run under the debugger.
The template should print a greeting in a console window. You can also verify the compiler directly with the command-line test below.
Command-line route: Visual Studio Build Tools
Build Tools for Visual Studio installs MSVC, the linker, libraries, headers, Windows SDK and build environment without the full Visual Studio IDE. It suits CI machines, CMake users and people who prefer VS Code, Vim or another editor.

return 0;
}
- In the developer prompt, change to the file’s folder and run:
cl /EHsc hello.cpp
hello.exe
Expected output is Hello, Windows 11!. The /EHsc option enables standard C++ exception-handling semantics. Toolset names and paths vary by Visual Studio release; Microsoft explains environment initialization in Building on the command line.
Lightweight route: VS Code with MSYS2 UCRT64
VS Code is not Visual Studio. It is a cross-platform editor, and the Microsoft C/C++ extension adds IntelliSense, syntax support and diagnostics but does not include a compiler or debugger: VS Code C++ documentation.
Install MSYS2 and GCC
- Download MSYS2 from msys2.org and install it, normally in
C:msys64. - Launch the MSYS2 UCRT64 terminal, not a generic MSYS shell.
- Install the toolchain:
pacman -S --needed base-devel mingw-w64-ucrt-x86_64-toolchain
- If you want to use ordinary Windows terminals, add
C:msys64ucrt64binto your userPATH. - Close and reopen terminals, then verify:
gcc --version
g++ --version
gdb --version
g++ is GCC’s C++ compiler driver; gcc primarily drives the C compiler. MSYS2 is the package-managed environment that provides MinGW-w64 toolchains, not a synonym for MinGW itself. Microsoft’s setup uses the same UCRT64 path and package approach: VS Code MinGW configuration.
Compile Hello World
g++ -std=c++17 -Wall -Wextra -pedantic hello.cpp -o hello.exe
./hello.exe
The expected output is Hello, Windows 11!. Install VS Code from code.visualstudio.com, then add Microsoft’s C/C++ extension. For IntelliSense, point the extension at the compiler you actually use. This is an example, not a universal configuration:

Add CMake when projects grow
CMake is not required for one short source file. It becomes useful for multi-file, cross-platform or dependency-heavy projects. CMake can generate Visual Studio projects, Ninja files or Makefiles.
cmake_minimum_required(VERSION 3.20)
project(HelloCpp LANGUAGES CXX)
add_executable(hello hello.cpp)
target_compile_features(hello PRIVATE cxx_std_17)
Save that as CMakeLists.txt. With a Visual Studio generator:
cmake -S . -B build
cmake --build build --config Debug
With MinGW Makefiles and the MSYS2 compiler:
cmake -S . -B build -G "MinGW Makefiles" ^
-D CMAKE_CXX_COMPILER=C:/msys64/ucrt64/bin/g++.exe
cmake --build build
Do not switch from a Visual Studio generator to MinGW in the same build directory. Delete build or use a separate directory because CMake caches the generator and compiler. Official Windows binaries are listed at cmake.org/download.

Where Clang fits
Clang is useful for LLVM diagnostics, cross-platform testing and projects that already require LLVM. You can add LLVM/Clang components through Visual Studio, install standalone LLVM, use clang++ with GCC-style options or use clang-cl with MSVC-compatible options. The compiler binary is only one part of a Windows build: projects may still need the Windows SDK, libraries and a chosen C++ runtime. Microsoft lists optional Clang components in its workload documentation; LLVM documents Visual Studio integration at llvm.org/docs/GettingStartedVS.html.
Do not confuse the redistributable with development tools
The Visual C++ Redistributable is a runtime package for running applications built with MSVC. It does not provide cl.exe, headers, a debugger or an SDK. Developers install a toolchain; an end user may need the redistributable when an application reports missing runtime DLLs. Microsoft says the latest supported v14 redistributable can serve applications built with supported MSVC toolsets from Visual Studio 2017, 2019, 2022 and 2026: latest supported Visual C++ Redistributable.
Do not download individual “C++ DLLs” or bundled installers from unofficial sites.
Troubleshoot the common failures
cl is not recognized
- Use Developer Command Prompt for Visual Studio, not an ordinary Command Prompt.
- Open a new terminal after installing; existing windows do not receive the initialized paths.
- Confirm that Desktop development with C++ and the correct architecture were installed.
g++ is not recognized
- Confirm that the UCRT64 toolchain package was installed with
pacman. - Run
where g++. - Ensure
C:msys64ucrt64bin, not merelyC:msys64, is onPATH. - Open a new terminal after changing PATH.
CMake selects the wrong compiler
Use a fresh build directory and specify CMAKE_CXX_COMPILER when necessary. A cached compiler cannot safely be replaced by changing one setting in place.

The program works on my PC but not another
The target computer may lack required runtime libraries, particularly for MSVC-built applications. Deploy the appropriate redistributable or another supported application deployment method.
Bottom line: which download should you use?
If you are unsure, install Visual Studio Community and select Desktop development with C++. It gives a beginner the fewest moving parts and a ready debugger. Choose Build Tools when you want MSVC from a shell or CI system. Choose VS Code plus MSYS2 UCRT64 when you specifically want a lightweight editor and GCC. Whichever route you choose, verify the compiler and build Hello World before starting a larger project.
