You can build a capable browser agent without paying for a hosted browser: run Microsoft Playwright locally, give the agent a narrow task, and make it observe the page again after every important action. Local execution avoids a hosted browser-minute charge, but uses your own machine and network. If you need a deployed browser later, Cloudflare Browser Run has a Free plan; as of Cloudflare’s pricing update on April 21, 2026, it includes 10 browser minutes per day and three concurrent browsers.
What a browser agent needs to do
A browser agent is more than a language model connected to a click command. It needs a controlled way to turn a goal into actions, inspect the page, carry out those actions, and check whether they worked. A useful local design separates those responsibilities:
- Planner: Convert the user’s goal into a short sequence of allowed actions. Keep the plan specific enough to check, rather than asking the agent to “handle the website.”
- Observer: Read relevant page text and accessible elements, along with the current URL and state. The agent should use what the page currently exposes, not assume a previous click succeeded.
- Executor: Perform navigation, clicks, typing, uploads, or waits through Playwright.
- Verifier: Inspect the resulting page, check for console errors where useful, and capture a screenshot or another artifact when visual confirmation matters.
- Recovery: Stop when the result is uncertain. Retry only actions that are safe to repeat, and hand authentication, consent, or other sensitive checkpoints to a person.
This observe–plan–act–verify loop is the practical core. VS Code’s browser-tool documentation describes a similar set of tasks: navigating, understanding page content and accessible elements, interacting with controls, checking results visually, and using focused Playwright code for complex flows.
Start locally with Playwright
Microsoft Playwright is a straightforward free starting point for a prototype. Its CLI requires Node.js 20 or newer, installs through npm, and initializes a workspace; when needed, it downloads the configured browser. Start with bundled Chromium to keep the first setup simple. Install Firefox or WebKit if cross-engine behavior is a requirement, rather than adding browser engines by default.

Install the runtime and browser
In a new project directory, install Playwright and Chromium:

It is an executable, deliberately narrow example: it opens a URL supplied on the command line, reads the page title and visible body text, optionally clicks a link whose accessible name you specify, then records the resulting URL and screenshot. It does not invent a plan or submit forms automatically; add those behaviors only after defining the task’s allowed actions and stop conditions.

That small guard is intentional: when an agent sees multiple possible targets or no target, it should stop and report uncertainty rather than guess. Use only sites and actions you are authorized to automate.
Choose browsers deliberately
Playwright can install Chromium, Firefox, and WebKit builds, and can also operate against installed Google Chrome or Microsoft Edge channels. Its documentation recommends keeping the Playwright package and browser binaries compatible: update them together, because each Playwright version expects compatible browser revisions. Branded Chrome and Edge are not installed by default. Choose them only if the behavior you need depends on a stable branded channel, codecs, or enterprise policies; those policies can also interfere with browser control.
Constrain the task before adding an AI planner
Give each agent job a compact contract before allowing a model to select actions. A useful contract specifies the destination, permitted actions, maximum number of steps, evidence required for success, and circumstances that require a human. For example:

- Goal: Find the public support hours on the company’s help page.
- Allowed domain: The company’s help site only.
- Allowed actions: Navigate, inspect text and links, and open a relevant help page. Do not submit forms or change account settings.
- Step limit: Stop after a small, defined number of page transitions.
- Success evidence: Return the page URL and the text that states the hours.
- Stop condition: Ask for help if a login, consent decision, CAPTCHA, or ambiguous result blocks progress.
The executor should expose a small set of browser actions rather than unrestricted access to arbitrary code. The observer should return only information relevant to the task; dumping an entire page into a model can add noise and may expose sensitive content. After a click, navigation, or form action, observe again and check the success condition. A click being accepted by the browser does not prove that the intended task completed.

Keep logs useful and safe
Log the task identifier, URL, action name, and verification result so you can understand where a run stopped. Do not put passwords, access tokens, private form values, or sensitive page content in prompts or logs. Screenshots and page text can themselves contain confidential information, so restrict who can access them and avoid retaining them longer than the task requires.
Handle sessions and sensitive checkpoints explicitly
Do not assume an agent inherits the browser session that a person already uses. VS Code’s browser documentation distinguishes an agent-opened page, which uses an isolated in-memory session, from a page explicitly shared with the agent, which can include that tab’s cookies, storage, and sign-in state. Make that difference a visible choice in the design, especially for signed-in work.

Begin with unauthenticated pages. If a task genuinely needs a signed-in session, define how the session is handed to the agent, which sites and actions it may use, and how the session is discarded afterward. Never place credentials in a natural-language prompt just to make a workflow easier. Pause for a person at payment, account recovery, destructive changes, or anti-bot checks. An agent should not try to bypass a site’s security checkpoint; it should stop and explain what needs human attention.

Local Playwright is free of a hosted browser-meter charge, but it depends on your computer, network, and deployment setup. A hosted browser is worth considering when keeping a machine available, deploying runs, or handling the required concurrency is the actual problem—not simply because the task uses AI.

What the Free allowance means
Cloudflare’s pricing page, updated April 21, 2026, lists 10 browser minutes per day and three concurrent browsers on Workers Free. Browser Sessions consume both browser hours and concurrency. Treat this as a prototype or low-volume allowance: measure actual session duration and parallel demand before relying on it for a recurring job. Whether it fits depends on how long each run holds a browser open and how many sessions overlap.

The numbers above are specific to the Workers Free plan and the cited pricing update; they should not be generalized to other plans or assumed to remain unchanged. A browser-minute allowance is not a promise that any particular task will fit: navigation, waiting, and page behavior determine how long a session runs.
Move from prototype to dependable runs
- Install Node.js 20 or newer and Playwright. Start with Chromium unless another engine is part of the requirement.
- Write the task contract. State the allowed domains, action limits, evidence of success, and stop conditions.
- Build observation before autonomy. Confirm the agent can report the current URL, relevant page content, and accessible controls before it starts clicking.
- Add one action at a time. After each meaningful action, inspect the new state and verify the result against the contract.
- Retry selectively. A retry is suitable only when repeating the action cannot duplicate a purchase, submission, or other side effect. When in doubt, stop rather than repeat it.
- Test public flows first. Add signed-in tasks only after deciding how a person hands over a session and which steps still require approval.
- Move to hosted execution for a measured reason. If local availability, deployment, or concurrent workload is the constraint, trial Browser Run and measure browser minutes before depending on its Free quota.
Troubleshooting common failures
- The browser does not launch: Confirm the browser installation completed for the Playwright version in the project. Keep the package and browser binaries compatible; reinstall or update them together if the expected browser revision is missing.
- A navigation times out: The page may be slow, blocked, or waiting on behavior beyond the chosen load event. Inspect the current URL and visible page state before deciding what to do next. Do not turn a timeout into an automatic repeated submission.
- A locator finds zero or multiple controls: The page may have changed, the accessible name may differ, or the target may be ambiguous. Re-observe the page and stop if the intended control cannot be identified safely.
- A click runs but the task is not complete: Treat the page after the click as the source of truth. Check the URL and relevant content, and report failure if the contract’s success evidence is absent.
- An authenticated page appears signed out: An agent-opened isolated session does not automatically inherit another tab’s cookies or storage. Use an explicit, approved session handoff or ask a person to complete the sign-in step.
- Cloudflare runs do not fit the workload: Compare measured session time and overlapping sessions with the Free plan’s daily minutes and concurrency. Reduce unnecessary browser-open time or choose a deployment plan that meets the actual workload; do not treat the Free allowance as unlimited.

There is no reliable yes-or-no answer without measuring the workflow. Record how long a typical run keeps its browser session open, then compare the total daily use and overlapping sessions with the current plan allowance.
Does the Free-plan information establish Cloudflare data residency?
No. The allowance and concurrency figures do not establish a data-residency guarantee. Check the current service terms against your organization’s requirements before sending sensitive content to a hosted browser.
