Wan Kuok Koi, widely known as “Broken Tooth,” rose in the 1990s as a senior figure in Macau’s 14K triad. After spending more than a decade in prison and leaving in 2012, he re-emerged as a businessman and cultural organizer associated with casinos, junkets, cryptocurrency, property projects and overseas influence networks. U.S. sanctions and UNODC assessments now place entities linked to him near casino and cyber-enabled-fraud compounds in Myanmar, while investigative reporting traces related ventures through Cambodia, Palau and other jurisdictions.
The evidence does not establish that Wan personally operated every scam center attributed to this network. It does show how older organized-crime relationships can supply money channels, recruitment, protection and political access for online fraud. The result is an ecosystem in which gambling, trafficking, forced labor, cryptocurrency, underground banking and influence operations reinforce one another.
Who is Broken Tooth?
Wan Kuok Koi emerged in Macau in the 1990s as a senior figure in the 14K triad, one of the Chinese organized-crime groups that operated around the territory’s casino economy. U.S. Treasury describes him as a 14K leader; investigative reporting from the Organized Crime and Corruption Reporting Project (OCCRP) describes his earlier role and imprisonment. The nickname “Broken Tooth” is commonly rendered in English as Broken Tooth Koi.
OCCRP reports that Wan was imprisoned in Macau for more than a decade on charges including loan sharking, weapons possession and membership in an organized-crime group, and that he was released in 2012. Those categories should not be confused: a charge is an accusation, a conviction is a court finding, and an intelligence assessment or later investigation is not a criminal verdict. The Macau period established the traditional model—debt, violence, gambling access and cross-border contacts—that later networks could adapt to digital fraud.

Rebranding after prison
After his release, Wan presented himself less as a gangster than as a businessman, cultural figure and supporter of Chinese national causes. Treasury says the World Hongmen History and Culture Association was established in Cambodia in 2018 and was used by the 14K triad in an effort to legitimize itself. The organization’s “Hongmen” or “Hung Mun” language draws on Chinese historical and fraternal traditions, giving a criminally connected network a cultural and patriotic public face.
Treasury also linked the network to cryptocurrency, real estate and security services associated with Belt and Road-linked investments. Public events, awards, business forums and relationships with local elites created opportunities that ordinary criminal branding would not have provided. The public-facing associations were therefore more than public relations: according to Treasury and investigative reporting, they helped connect financiers, officials, developers and operators across borders.
The political dimension remains contested. Treasury said Wan was a member of the Chinese People’s Political Consultative Conference (CPPCC). China and Wan disputed some claims about his political status, and the Washington Post reported those denials. A relationship with a Chinese-linked organization, a pro-Beijing message or access to an official does not by itself prove that the Chinese state directed a criminal operation. Investigators and analysts instead describe a range of possibilities: political access, tolerance, selective cooperation or opportunistic use of the same networks.

What the 2020 U.S. sanctions establish
On December 9, 2020, the U.S. Department of the Treasury designated Wan and three entities under Executive Order 13818, which implements Global Magnitsky authorities:

Sanctions are an administrative action, not a criminal conviction. They are nevertheless an important official finding about Treasury’s assessment of Wan’s role and relationships. They do not automatically prove every allegation made in later reporting, nor do they establish that Wan managed each business or compound connected to a sanctioned entity.
How gambling became an infrastructure layer for online fraud
UNODC describes casinos, junkets, underground banking, money laundering and cyber-enabled fraud as converging parts of one transnational criminal economy. The bridge from a Macau-style gambling network to an online scam operation is practical rather than technological.
What casinos and junkets provide
- Access to wealthy gamblers and informal credit relationships.
- Cash-intensive businesses through which money can be moved or disguised.
- Recruitment, debt-collection and protection contacts.
- Cross-border brokers, payment channels and shell companies.
What online gambling adds
- Websites, payment processors and multilingual customer-service teams.
- Databases of customers and potential targets.
- Call-center skills that can be redirected to romance or investment deception.
- Cryptocurrency and underground-banking channels for moving proceeds.
In this setting, “cyber fraud” often means cyber-enabled social engineering rather than sophisticated hacking. Operators impersonate romantic partners, investment advisers, customer-service agents or other trusted contacts. Victims are pushed toward fake investment platforms, cryptocurrency transfers or fabricated fees. A gambling or junket business may provide the payment, staffing and laundering infrastructure without being the same legal entity as the fraud operation.

Myanmar’s borderlands and the Dongmei connection
Treasury identified Hong Kong-registered Dongmei Group as owned or controlled by Wan and described it as a key investor in the Saixigang Zone in Burma, now generally called Myanmar. The project was presented in development and investment terms. Later reporting associated projects in and around Kayin State with casino operations and cyber-fraud compounds.
UNODC’s 2024 convergence report says Wan was believed to be a key investor in casino and cyber-enabled-fraud compounds in and around Kayin State through Dongmei and related businesses. That wording matters. “Investor” does not necessarily mean day-to-day operator, and a development associated with scam activity is not proof that every business or building within it was criminally controlled by Wan.
Border areas controlled or influenced by armed groups can offer exactly the conditions such compounds need: weak or divided law enforcement, access to neighboring countries, private security, casinos and limited judicial reach. How scam compounds operate
A scam compound is a controlled workplace where online deception is industrialized. The same site can host several fraud types and target people in many countries.
- Recruitment: Workers are promised legitimate call-center, casino or technology jobs, often through online advertisements or brokers.
- Coercion: Some discover that they are confined, threatened, beaten or forced to meet financial quotas. Passports, wages and movement may be controlled.
- Contact: Teams use messaging platforms and social media to impersonate romantic partners, investment professionals or support agents.
- Extraction: A victim is steered to a fake trading site, cryptocurrency wallet or investment account and urged to send more money.
- Laundering: Proceeds move through casinos, shell companies, cryptocurrency, underground banks and money-service businesses.
UNODC identifies cyber-enabled fraud, human trafficking, forced labor, illicit gambling and laundering as overlapping components of Southeast Asian scam-compound networks. This victim-and-worker dimension is central: the model harms both people deceived online and people coerced into carrying out the deception.
The Palau experiment
Palau shows how commercial ambition, political networking and criminal risk can overlap in a small jurisdiction. OCCRP reported that Wan visited Palau in late 2018 and early 2019, established a local Hongmen branch and promoted a Hongmen-themed resort, casino, branded products and a cryptocurrency called “Hong Coin.” Proposals were described in unusually expansive terms, including influence over customs, ports and an airport.
Local officials and political figures reportedly assisted or became connected to related ventures. Separately, coordinated raids on December 31, 2019, uncovered illegal online-gambling operations. OCCRP reported that 165 people were arrested and later deported because local authorities lacked the capacity to conduct a fuller investigation. The reporting linked those operations to a wider network that included Wan and associates, while noting that the exact criminal network behind them remained unclear. Palau later barred or designated Wan as an undesirable alien, according to OCCRP.

Palau therefore illustrates a recurring pattern: a project can be promoted as tourism, investment or cultural exchange while the surrounding network supplies gambling, online operations, labor and political access. The presence of a Hongmen association or a public meeting is not, by itself, proof of a joint criminal enterprise.

Reports about Wan often compress several different relationships into a single “empire.” The more defensible picture is a network of people and entities that may share investors, brokers, casinos, protection, payment channels or political contacts without being centrally commanded.

Why sanctions have not ended the model
Sanctions can block U.S.-linked property and transactions, but the underlying network operates across jurisdictions with different laws and enforcement capacity. After the 2020 designation, the Washington Post reported that Hongmen-linked activity and related scam centers in Myanmar, Cambodia and Laos continued to expand. Networks can shift to new countries, nominees, shell companies, affiliates and payment channels.
Borderland armed groups, weak local institutions and fragmented ownership make prosecution difficult. A company may be registered in one country, its casino or compound located in another, its workers recruited through a third, and its victims spread across dozens of countries. Cryptocurrency and underground banking further separate the person who appears publicly from the people who collect and launder the money.

The significance of Broken Tooth’s story
The important development is not simply that a former triad figure entered “cybercrime.” It is that an older criminal system can be combined with digital deception, forced labor, casinos, cryptocurrency, political access and fragile jurisdictions. The technology supplies scale; the established network supplies money movement, recruitment, protection and connections. That combination helps explain why scam compounds can relocate and reappear even after raids or sanctions.
