VMware Explore 2024 Barcelona was less a new beginning than a major execution point for Broadcom’s private-cloud strategy. At the November 4–7, 2024 event, Broadcom expanded VMware Cloud Foundation (VCF) around private AI, sovereign cloud, cyber recovery, modernization services, and service-provider delivery. The message was clear: VCF was becoming Broadcom’s standard operating platform for enterprise infrastructure across data centers, edge sites, qualified cloud endpoints, and regulated environments.
That direction did not prove that VCF was universally cheaper, simpler, or preferable to public cloud or competing platforms. It did show Broadcom moving VMware from a collection of virtualization products toward a subscription-based, integrated private-cloud operating model.
What happened at VMware Explore Barcelona
The event took place at Fira Gran Via in Barcelona, Spain, from November 4 to 7, 2024, almost a year after Broadcom completed its VMware acquisition. Broadcom CEO Hock Tan delivered the November 5 keynote, “Shaping the Future of Cloud and AI Innovation.” The program included more than 400 sessions across five content tracks covering private cloud, generative AI, application delivery, security, and edge computing. Broadcom’s event announcement framed the conference as a discussion of how customers could operate cloud and AI capabilities under greater organizational control.
Barcelona followed the August 2024 VMware Explore in Las Vegas, where Broadcom introduced the future direction of VCF 9. VMware Private AI Foundation with NVIDIA had also been announced as initially available in March 2024. Consequently, Barcelona should be read as an expansion and operationalization of an existing strategy, not as the invention of Broadcom’s private-cloud concept.

What Broadcom meant by “private cloud”
Broadcom was not using “private cloud” as a synonym for a conventional virtualized data center. Its intended VCF model combines:
- Compute virtualization through vSphere.
- Software-defined storage with vSAN.
- Software-defined networking and security through NSX and related services.
- Centralized operations, lifecycle management, policy, and automation.
- Self-service consumption and standardized service delivery.
- Kubernetes and modern-application support.
- Security, compliance, resilience, and recovery functions.
- Deployment on premises, at the edge, through service providers, and at selected hyperscaler endpoints.
That is a cloud operating model rather than simply a hypervisor bundle. An organization running virtual machines on an integrated stack has not automatically created a private cloud. Evidence should include automated provisioning, service catalogs, policy-based operations, metering or showback, repeatable lifecycle management, and documented security controls.

Broadcom’s VCF go-to-market explanation positioned the platform as an integrated, subscription-based foundation for those capabilities.
Four ways Barcelona advanced the strategy
1. Private AI became a central workload
Broadcom emphasized running AI where an organization can control sensitive data, models, and operations. The Barcelona release announced support for Microsoft Azure AI Video Indexer on VMware Private AI running on VCF and Azure VMware Solution.
The practical proposition is that a customer can keep infrastructure and data under VMware’s operational model while connecting to Microsoft’s AI capability. It is an integration and ecosystem announcement, not evidence that every AI workload belongs on private infrastructure. GPU availability, networking, storage throughput, model size, orchestration, data pipelines, power, and operational expertise determine whether a private deployment is technically and financially sensible.
Earlier, VMware Private AI Foundation with NVIDIA had become initially available with NVIDIA AI Enterprise components and NIM microservices. It is most compelling for organizations with persistent GPU demand, sensitive enterprise data, and existing VMware operations. Sporadic experimentation or workloads without meaningful data-locality requirements may be simpler in a managed public-cloud service.

2. Sovereignty moved from slogan to procurement criterion
Broadcom connected VCF with European and other regulated customers’ sovereignty requirements. The relevant controls can include data residency, local operational control, jurisdictional control, portability and reversibility, confidential computing, encryption, Secure Boot, compliance reporting, and customer-controlled keys.
Broadcom said on November 5, 2024, that 50 VMware Cloud Service Providers offered sovereign-cloud services based on VCF, including 30 in EMEA. That was an event-period count, not a permanent current total.
“Sovereign” is not one universal technical certification. Before buying, ask:

- Which legal entity owns and operates the infrastructure?
- Where are administrators and support personnel located?
- Could a foreign authority compel access?
- Who controls encryption keys and backup copies?
- Where are subprocessors located?
- What exit, portability, and reversibility rights are contractual?
- Which certifications apply to the specific country and industry?
3. Cyber recovery expanded beyond ordinary disaster recovery
Broadcom announced that VMware Live Recovery would support Google Cloud VMware Engine as a target Isolated Recovery Environment, alongside VMware Cloud on AWS and on-premises isolated environments for VCF workloads.
The distinction matters. Backup creates recoverable copies. Disaster recovery restores services after an outage. Cyber recovery assumes that systems, credentials, or management planes may have been compromised and requires protected copies, credential separation, clean recovery procedures, testing, and application consistency. An isolated recovery target can help, but it does not eliminate ransomware risk. DNS, identity services, network dependencies, and recovery testing remain operational responsibilities.
4. Broadcom invested in adoption, not only software
The expanded Private Cloud Modernization Program, a private-cloud maturity and optimization tool, and the new VMware Cloud Foundation Architect certification addressed barriers that product announcements alone cannot solve.
This is strategically important. Broadcom was building a migration and skills ecosystem around VCF: assessments to identify readiness, partners to deliver managed or sovereign services, and trained architects to design and operate the platform. The program brief describes the modernization path.
Why the partner ecosystem mattered
Barcelona’s story was ecosystem-heavy. VMware Cloud Service Providers could offer hosted or managed VCF; sovereign operators could localize infrastructure and support; hyperscalers could provide qualified destinations; and systems integrators could deliver assessment, migration, and operations.
This gives customers more than one buying model:
- Own and operate VCF hardware.
- Use a managed VCF service from a regional provider.
- Place VMware workloads at a qualified hyperscaler endpoint.
- Use portability to move eligible entitlements between approved destinations.
Portability is an option, not frictionless mobility. Hardware profiles, network topology, storage behavior, GPU availability, provider responsibilities, security controls, and commercial terms differ by destination. Verify eligibility against the current certified-provider list before assuming a move is covered.
Available, announced, and later context
Product-version confusion can lead to bad procurement decisions. The status at Barcelona was:
- Announced or expanded in Barcelona: VCF Advanced Services, Azure AI Video Indexer integration, sovereign-cloud and ecosystem updates, Live Recovery enhancements, modernization tooling, and VCF Architect certification.
- Previously announced in Las Vegas: the future VCF 9 direction.
- Previously available: VMware Private AI Foundation with NVIDIA.
- Later context: subscription-centered VCF and vSphere Foundation offers, evolving VCF 9.x behavior, and current license-portability rules.
Do not present the future VCF 9 vision as a Barcelona feature, or treat an event announcement as proof that every capability was generally available on November 5, 2024.

Broadcom’s VMware portfolio moved from perpetual licensing toward subscriptions centered on VCF and vSphere Foundation. VCF is the full private-cloud stack; vSphere Foundation is the more limited choice for organizations focused primarily on virtualization and core operations. Current documentation does not publish one universal retail VCF price and directs customers to Broadcom, channel partners, or qualified OEMs.
A meaningful quote must specify product edition and version, licensed core count, subscription term, support, add-ons, cloud endpoint, minimums, geography, partner discount, hardware, and implementation services. Total cost also includes GPUs, power and cooling, networking, backup, training, migration, staffing, cloud egress, and exit costs.
Broadcom’s claims about lower cost or total cost of ownership are vendor positioning unless tied to a defined workload and baseline. A bundle can reduce integration work for a large VMware estate, but it can also make smaller customers pay for capabilities they do not use.
Who should consider VCF?
VCF is most defensible when an organization:
- Already operates a substantial VMware environment.
- Needs a standardized private-cloud operating model rather than basic virtualization.
- Wants integrated compute, storage, networking, security, and lifecycle management.
- Has sovereignty, residency, or regulatory requirements.
- Must run VMs, containers, and selected AI workloads under one operational model.
- Can use certified portability between on-premises and approved cloud endpoints.
- Has enough scale to justify a subscription platform and its operational overhead.
It may be a poor fit when the environment is small, subscription licensing is unacceptable, the organization is actively reducing VMware dependence, or a hyperscaler’s managed services better match the workloads. Customers lacking GPU expertise should not buy a private-AI stack merely because AI was prominent at the event.
A practical evaluation checklist
Before committing, document:
- Current VMware footprint and hardware refresh schedule.
- Which workloads truly require private infrastructure.
- AI GPU demand, utilization, and data-governance requirements.
- Recovery-time and recovery-point objectives, including cyber-recovery testing.
- Required sovereignty controls and provider jurisdiction.
- Subscription term, core-count exposure, support, and minimum purchases.
- Which cloud destinations are certified and what each provider operates.
- Internal skills, partner support, and modernization services.
- Migration, application-dependency, and exit costs.
Compare VCF with alternatives such as Nutanix Cloud Platform, Azure Local, Red Hat OpenShift Virtualization, and Proxmox VE according to operating model, skills, application compatibility, support, and five-year total cost—not license price alone.
Azure VMware Solution also requires current commercial verification. Microsoft states that applicable newer arrangements require customers to obtain VCF subscriptions directly from Broadcom, and from November 1, 2025, new Azure VMware Solution node purchases no longer included a VCF license or subscription. Bottom line
VMware Explore 2024 Barcelona showed Broadcom consolidating VMware around VCF as a private-cloud control plane and commercial platform. AI integrations, sovereign-provider services, isolated recovery, modernization tooling, and certification all served that same objective: make VCF easier to deploy, consume, and extend beyond a traditional data center.
Whether the strategy works for a particular organization depends on execution, price, provider quality, hardware, skills, and workload requirements. Barcelona established a credible direction; it did not establish universal savings, seamless portability, complete sovereignty, or a reason for every VMware customer to adopt the full stack.
