On November 22, 2011, Boeing and Northrop Grumman announced that their joint team had submitted its final proposal to the U.S. Missile Defense Agency for the Ground-based Midcourse Defense (GMD) Development and Sustainment Contract. The team was awarded the contract on December 30, 2011. This was a historical procurement milestone—not a current competition, and not a contest between Boeing and Northrop Grumman.
What the team submitted
The submission was a final offer for the next phase of development and sustainment work on GMD, the U.S. system intended to intercept long-range ballistic missiles during the midcourse portion of flight. The November announcement followed an earlier proposal submission in January 2011 and roughly two years of preparation, according to the companies. The customer was the Missile Defense Agency (MDA).
Boeing and Northrop Grumman said their proposal emphasized maintaining readiness of the deployed system, modernizing it, managing execution costs, and using the existing industrial base to limit transition risk. Those were the companies’ descriptions of their approach, not government findings that their offer was the lowest-cost or technically superior bid.
The public announcement did not disclose the proposal price, a full technical statement of work, the identities of all competitors, evaluation scores, or the MDA’s source-selection rationale. It therefore establishes that the proposal was submitted and describes the bidders’ stated priorities, but does not allow a detailed comparison of competing offers.

What GMD is—and what the contract covered
GMD is a broader weapon-system architecture, not simply a missile purchase. Its elements include interceptors and launch facilities, sensors such as radars, command-and-control facilities, communications terminals, and a fiber-optic communications network. The contract addressed a mix of development, integration, testing, operational support, sustainment, modernization, and lifecycle management.
At the time, Boeing described deployed interceptor locations at Fort Greely, Alaska, and Vandenberg Air Force Base, California. That is historical deployment context from the 2011 announcement, not a claim that the inventory or operating arrangement has remained unchanged. The proposal concerned support and future work for the GMD element; it was not an announcement about the separate Next Generation Interceptor (NGI) program, nor about offensive strategic-missile programs such as Sentinel.

How Boeing and Northrop Grumman fit together
Boeing was the prime contractor and leader of the GMD industry team. It had served as GMD prime since 2001 and led system-level work, including integration, development and deployment management, testing, operations support, and coordination across suppliers and subcontractors. That role does not mean Boeing independently developed every GMD component.

Boeing’s earlier program description identified Northrop’s work designing and deploying command-and-control systems for the ground segment, along with experience developing and sustaining the Minuteman intercontinental ballistic-missile system. Its expertise complemented Boeing’s prime-contract and integration role.

The word “competitive” in the announcement describes the procurement, not a rivalry between these two companies. Boeing and Northrop Grumman submitted as partners. Their statements about “unmatched” experience or a uniquely capable team were corporate claims and should be understood as such.
Why the proposal mattered
GMD was an operational national-security system, so the MDA’s decision involved more than choosing a design for new equipment. The government needed continued readiness while also pursuing upgrades and managing a complex system with many technical interfaces. An incumbent-led team could offer continuity, familiarity with the deployed architecture, and established supplier relationships—potentially reducing transition disruption.

Competition can also give the government alternatives in cost, technical approach, reliability, maintainability, and transition planning. But the public release does not establish how the MDA weighed those considerations, whether the selected offer was cheaper than alternatives, or how it performed against objective evaluation measures. Claims about savings, risk, or superiority require evidence beyond the companies’ announcement.

The award followed five weeks later
On December 30, 2011, the MDA awarded the GMD Development and Sustainment Contract to the Boeing–Northrop Grumman team. The award was a distinct event from the November final-proposal submission. Boeing’s award announcement said the team would continue supporting the deployed system while developing and testing improvements.

A later DoD notice recorded a $6.56 billion modification in 2018 extending the Development and Sustainment Contract. That figure belongs to the later modification; it is not the amount of the November 2011 proposal and should not be presented as the value of the original offer.
How GMD contracting changed later
GMD responsibilities were subsequently handled through separate procurements, so the 2011 Boeing-led team arrangement should not be treated as the unchanged current contracting structure.
- July 2022: The DoD awarded Northrop Grumman a separate GMD Weapon System contract, with a maximum potential value of $3,286,745,005. The work covered design, development, testing, fielding, and related modernization, including preparation for future NGI integration. DoD contract notice.
- September 2022: Boeing was competitively awarded the GMD Systems, Integration, Test and Readiness (SITR) contract, as described in the MDA’s FY2026 budget justification. MDA FY2026 budget justification.
These later awards are separate from the 2011 Development and Sustainment Contract. The 2022 GMD Weapon System contract ceiling is not the value of the 2011 proposal, and NGI integration work does not make the 2011 announcement an NGI award.
