There is no evidence-based universal winner among these WordPress popup plugins. Choose according to your site’s existing tools and the campaign you need: Elementor Popup Builder suits sites already using Elementor; OptinMonster documents a broad range of formats and behavioral triggers; Popup Maker is a separate plugin option with form integrations. Before choosing, check which plan unlocks the features you need, whether it connects to your form or email stack, and the full renewal cost.

How to choose a WordPress popup plugin

Start with the job the popup must do, then compare tools against your site and workflow. A newsletter signup, timed promotion, announcement and consent notice can have different requirements.

  • Site stack: If you already build pages in Elementor, its integrated editor may be a natural fit. Otherwise, consider whether a separate plugin better matches your existing setup.
  • Display behavior: Identify the formats and controls you need, such as a lightbox, floating bar, scroll trigger or page-specific display condition.
  • Lead capture: Confirm that the plugin works with the form, email marketing service or CRM you actually use. Check whether the connection requires an add-on or a particular plan.
  • Plan eligibility: Verify that the exact display and targeting features are included in the plan you can buy; a feature being documented does not mean it is available on every tier.
  • Cost and limits: Compare billing period, renewal price, included features, traffic or impression limits, and any applicable taxes. A monthly figure and an annual starting price are not directly comparable.

Feature descriptions below come from the products’ own documentation and listings. They establish what each vendor says is available, not independent results for ease of use, accessibility, site speed or conversions.

WordPress popup plugins compared

Option What it offers Best fit What to verify
Elementor Popup Builder Build a popup from a template or blank canvas, then publish it with display conditions, triggers and advanced rules, according to Elementor’s help documentation. Sites already using Elementor that want to design popups in the same editor and control where or when they appear. Elementor’s current help page says Popup Builder and its display conditions, triggers and advanced rules are exclusive to Elementor Pro Advanced plans and higher. Check current plan eligibility and pricing before committing.
OptinMonster Its WordPress.org listing describes lightbox, floating bar, slide-in, fullscreen, inline, mobile and gamified campaigns, with triggers including exit intent, scroll, click, inactivity, time on site and scheduling. The vendor also says it integrates with email marketing services and CRMs. Marketers who need multiple campaign formats, behavior-based display rules and lead-capture integrations. These are vendor-described capabilities, not independently tested results. Confirm the specific integration, feature tier and usage limits for the plan you are considering.
Popup Maker Its WordPress.org listing describes form-plugin integrations and a keyboard-focus improvement when a popup closes. Site owners seeking a distinct WordPress plugin that may fit an existing form setup. Check whether the exact form integration you need is included or requires an extension or paid tier. A documented focus behavior alone is not an accessibility audit.

Which plugin fits each common use?

You already use Elementor

Elementor is the most direct option to investigate if your pages are already built in its editor and you want to create and target a popup there. The important qualification is plan access: the documented Popup Builder and targeting controls require Elementor Pro Advanced plans or higher, rather than being a feature to assume is included with every free or lower plan.

You need several campaign formats or behavioral triggers

OptinMonster’s listing covers a wider set of formats and triggers, including exit-intent, scroll, click, inactivity and scheduled display. That breadth makes it a candidate when the campaign needs more than a basic popup, but confirm that the exact rules, integrations and impression or traffic limits are available on the tier you would purchase.

You want to connect a popup to an existing form plugin

Popup Maker is worth checking when your workflow centers on a particular WordPress form plugin. Its listing establishes that form integrations exist, but not that every integration is available in the base plugin or works without an extension. Verify the precise combination before choosing it.

You want a consent notice

A plugin can help display a consent banner or popup, but visual design is only one part of consent implementation. Elementor’s cookie-consent popup tutorial cautions that creating the popup does not itself create the backend functions needed for GDPR and CCPA compliance. Consent storage, preference management, blocking behavior and records may also matter; what a particular site legally needs depends on its circumstances.

How to compare prices without being misled

The vendors publish starting-price claims, but those figures describe different billing periods and are not a like-for-like comparison. OptinMonster’s homepage states subscriptions start at USD 7 per month; Elementor’s popup feature page states a starting price of USD 99 per year. These are vendor claims, not independent market statistics.

Before buying, check the current checkout and plan details for the renewal price, billing term, feature eligibility and usage limits. OptinMonster’s vendor-authored article, “6 Best WordPress Popup Plugins in 2026”, says its prices and install counts were checked in July 2026 and cautions that introductory prices may renew at list price. Its comparisons and rankings should be treated as vendor-authored, not neutral validation.

Other plugins to consider

OptinMonster’s July 2026 comparison also names Thrive Leads, Bloom and HubSpot alongside Popup Maker and Elementor Pro. Those products may merit a separate shortlist if they fit your site or marketing stack, but that vendor-authored list does not independently validate its rankings, measurements or starting prices.

What the available comparisons cannot establish

The available product listings and vendor pages do not establish which plugin produces the highest conversion rate, has the least effect on site performance, or is easiest to use in practice. No comparative conversion study, independent speed test or accessibility audit is established here. Treat performance and conversion claims as questions to test on your own site rather than assuming a plugin’s feature list predicts outcomes.
