For a lenient public site, start with low-cost datacenter proxies; for a protected target, test residential proxies; for a workflow that must keep the same identity across multiple steps, consider a sticky residential or ISP session. If you want a managed service to handle more of the scraping work, Bright Data has the broadest stack in this comparison, Decodo is the value all-rounder, and Oxylabs is aimed at enterprise buyers.
Choose against the site and workflow you actually need to automate—not an advertised pool size alone. The figures below come from providers’ published comparisons and named third-party coverage, are volatile, and are not guarantees of success on any particular target.
What to compare before choosing a proxy scraper
“Proxy scraper” can mean either a proxy network you configure in your own browser automation or a managed scraper product that combines proxies with rendering, retries, extraction tools, or anti-bot handling. Those are different levels of service: a raw proxy gives your requests a route through an IP address, while a managed API or browser can take more of the operational work off your team.
Before paying, define the job: target sites, permitted pages, countries or cities required, whether a session must persist, expected concurrency, and whether you need raw page access, rendered browser output, structured data, or screenshots. Then compare:
- Results on your real targets: measure successful, usable pages and the frequency of blocks, CAPTCHAs, empty responses, and retries. A provider’s advertised success rate is not a guarantee for your workload.
- Geographic and session controls: check country, city, state, ASN, or carrier targeting as needed, plus how sessions are pinned or rotated.
- What is managed: establish whether you are buying only IP access, or also an unblocker, browser, renderer, scraper API, retries, or extraction.
- Cost structure: compare bandwidth charges, per-IP pricing, per-result pricing, minimum commitments, trial limits, and whether unused traffic expires.
- Operational fit: review concurrency, latency, documentation, support, credential handling, team controls, and the provider’s acceptable-use terms.
- Compliance and sourcing: understand how addresses are sourced, whether identity checks are required, and how data and credentials are handled.
Test the least expensive option that plausibly fits. Move to a more capable proxy type or managed service only when observed failures justify the added cost and complexity.

Best proxy scraper providers in 2026
This shortlist distinguishes managed stacks from lower-cost proxy access. Pool sizes and starting prices below are advertised figures in the providers’ 2026 comparison material unless a different source is named; volume floors, trial terms, and availability can change. They are not independently comparable benchmarks.
| Provider | Best fit | Published details | Trade-off to consider |
|---|---|---|---|
| Bright Data | Teams seeking one managed enterprise stack | The 2026 guide lists 400M+ residential, 1.3M+ datacenter, and 1.3M+ ISP IPs across 195+ countries, with city, ZIP, and ASN targeting. It lists residential from $2.50/GB, datacenter from $0.90/IP, ISP from $1.30/IP, plus a free trial and pay-as-you-go options. The stack includes Web Unlocker, Scraping Browser, Web Scraper API, and SERP API. | Broad tooling can reduce the amount you build, but the range of products and controls brings a learning curve. Advertised prices depend on product and purchasing terms. |
| Decodo (formerly Smartproxy) | Value-oriented general-purpose proxying and managed scraping | The comparison guide lists 115M+ IPs in 195+ locations, a three-day trial, residential from $2/GB on volume, a site unblocker, and a no-code scraper. Proxyway documents country, state, city, ASN, and ZIP targeting; per-request rotation; customizable sessions up to 24 hours; HTTP, HTTPS, SOCKS5, and QUIC; and 24/7 support. TechRadar’s July 9, 2026 review reports more than 125M IPs across 195 locations and confirms residential, datacenter, mobile, Site Unblocker, and scraping APIs. | Proxyway’s reported 99.95% success rate came from its own tests across hundreds of thousands of requests; treat it as a source-specific result, not a universal guarantee. |
| Oxylabs | Large enterprise workloads | The comparison lists 175M+ IPs in 195+ countries, Web Unblocker, and dedicated scraper APIs. It lists residential from $2.50/GB at volume and a $6/GB entry plan. ProxyPeers lists its Web Scraper API at $0.25 per 1,000 results and says low-volume residential access is closer to $5–$6/GB than the volume floor. | The comparison positions it for enterprises; identity verification is mandatory according to that comparison. Check current entry terms and whether volume pricing applies to your expected usage. |
| SOAX | Granular localization, ad verification, or carrier targeting | The guide lists more than 155M IPs, country, city, and carrier targeting, a web unblocker, and scraping APIs. It describes a $1.99 paid trial covering 400MB, residential from $2/GB on volume, and no true free trial. | Its targeting range may suit location-sensitive work, but the trial is paid and the volume price is not necessarily the low-volume price. |
| IPRoyal | Bursty or intermittent residential use | The comparison lists 34M+ IPs in 195+ countries, pay-as-you-go residential access, and pricing from $1.75/GB on volume. Its differentiator is traffic that does not expire. ProxyPeers also lists datacenter and ISP options and a newer web unblocker offering. | Non-expiring traffic can suit occasional jobs; verify current product details and rates before estimating a project budget. |
| Webshare | Low-cost starting point for teams willing to build their own handling | The Bright Data comparison lists 80M+ residential IPs in 195+ countries, a free plan with 10 proxies and 1GB monthly, and residential from $1.40/GB at high volume. ProxyPeers lists datacenter pricing at $0.018/IP. | ProxyPeers says Webshare has no managed unblocker or scraping API. For difficult targets, the team must build its own retry, rendering, and anti-blocking layer. |
These figures describe different products and billing units, so a row’s lowest listed rate is not a like-for-like measure of total cost. A $/GB volume floor, a per-IP rate, and a per-result API charge answer different questions. Ask for the price at your expected volume and trial the relevant product against your target.
Choose the proxy type for the target and workflow
Datacenter proxies: a low-cost first test
Datacenter proxies are a sensible starting point for public, relatively lenient targets and high-volume jobs where blocks remain uncommon. Their cost can be lower than residential access. If your actual run develops material rates of blocks, CAPTCHAs, or empty responses, revisit the proxy type or managed-service choice rather than simply increasing concurrency.

Residential proxies: for targets that need end-user-looking addresses
Residential addresses generally perform better on protected sites because they resemble end-user connections, but bandwidth pricing can be higher. “Better” is not a promise that a site will accept the request: target controls, request behavior, account state, and browser signals still matter.

ISP or static residential: when a flow needs continuity
A stable residential-looking address can help a multi-step flow stay consistent—for example, a permitted login followed by pagination or a cart sequence. Confirm how a provider labels and offers ISP or static-residential access, how long the address persists, and what the relevant billing basis is.
Mobile proxies: only when carrier reputation matters
Consider mobile access when the target specifically evaluates carrier-network reputation. Availability and cost vary by provider, so verify them directly before designing around a mobile pool; the comparison does not establish a common price or feature set.
Rotation or sticky sessions?
Use rotation when separate pages or workers should use different IPs. Use a sticky session when one sequence of actions should keep one IP—such as a multi-step login, pagination flow, or cart journey. A changing IP halfway through a stateful sequence can make the automation harder to reason about; pinning every request to one address is not necessarily appropriate for independent pages or workers.

Session durations and controls are provider-specific. Decodo, for example, is documented by Proxyway as supporting customizable sessions up to 24 hours; that is a provider-specific capability, not a general proxy standard. Check the chosen provider’s current documentation for its endpoint or session identifier rather than assuming a universal rotation parameter.
Use a proxy with Playwright
Playwright, Puppeteer, Selenium, WebdriverIO, and custom WebDriver setups can use standard HTTP proxy configuration. The proxy configuration handles the IP-routing layer; browser fingerprint and behavior signals are separate engineering concerns. The following Node.js example uses Playwright’s launch proxy settings. Supply a real proxy server and credentials from a provider account; the example does not assume a particular vendor’s credential format.
Rank #3
- Install Node.js and Playwright in a project:
npm install playwright. - Set
PROXY_SERVERto the provider’s HTTP proxy address, such as its documented host and port. SetPROXY_USERandPROXY_PASSif required by the provider. - Save the script below as
shot.js, then runnode shot.js. It opens the target through the configured proxy and saves a full-page screenshot.
const { chromium } = require('playwright');
(async () => {
const server = process.env.PROXY_SERVER;
if (!server) throw new Error('Set PROXY_SERVER to your provider proxy URL');
const proxy = { server };
if (process.env.PROXY_USER) proxy.username = process.env.PROXY_USER;
if (process.env.PROXY_PASS) proxy.password = process.env.PROXY_PASS;
const browser = await chromium.launch({ proxy });
try {
const page = await browser.newPage();
await page.goto('https://example.com', {
waitUntil: 'domcontentloaded',
timeout: 45000
});
await page.screenshot({ path: 'page.png', fullPage: true });
} finally {
await browser.close();
}
})();
Replace the example target with a page you are authorized to access. For a provider’s sticky session, use the provider’s documented session mechanism; for rotation, use its documented rotating endpoint or assign different proxy configuration to independent workers. Keep credentials out of source control and logs.
When a screenshot is the actual output
If the job is to capture a page image or PDF rather than extract underlying fields or records, a screenshot API is a different tool category from a proxy network or managed scraper. ScreenshotNeo is a website screenshot API and MCP server; it is not a proxy scraper and does not replace a data-extraction workflow. For screenshot-only automation, it is an alternative to try first because it removes known consent banners, newsletter popups, and chat widgets before capture, and bills only clean shots—not bot checks, blank pages, timeouts, failed loads, or cache hits.
Or skip the browser setup
One GET request can return a PNG, JPEG, WebP, or PDF. For example, this cURL request saves a WebP screenshot of Stripe; see the ScreenshotNeo API documentation for request options and response details.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
Python and Node.js examples, using the same target:
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://stripe.com"}, timeout=90)
open("shot.webp", "wb").write(r.content)
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
- Cookie banners and consent prompts, newsletter popups, and chat widgets are removed before the shot; each cleanup step can be turned off.
- Bot checks, blank pages, timeouts, failed loads, and cache hits are not billed; response headers report the page verdict and billing status.
- An MCP server offers
take_screenshot,get_page_info, andcapture_pdftools for Claude, Cursor, and other MCP clients. - The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000. All features are on every plan.
If page images or PDFs are what you need, sign up for ScreenshotNeo to get 1,000 free screenshots a month with no card.

A larger advertised pool is not itself a prediction of lower latency or higher success on your target. Compare like with like: use the same permitted pages, browser setup, request volume, concurrency, and geographic requirements, and record usable outcomes as well as blocks, CAPTCHA appearances, empty pages, and retries. Do not treat a provider-reported rate—such as Proxyway’s Decodo test result—as a guarantee for another workload.

Account for the full operating cost, not just the headline rate. Bandwidth billing can make image-heavy or repeated rendering jobs more expensive; per-IP plans and per-result APIs have different cost drivers. Retries also consume time and may add charges depending on the product. A managed unblocker or scraper API can reduce implementation work by handling rotation, retries, rendering, or some anti-bot challenges, but compare its pricing and output against the raw proxy setup you would otherwise maintain.
For reliability, cap concurrency conservatively at first, separate transient network failures from policy or access denials, and preserve enough logs to diagnose outcomes without recording secrets or unnecessary personal data. The provider’s published trial and price terms are not permanent; confirm them before committing.
Troubleshooting common failures
Proxy authentication fails
Check that the credentials and host/port match the provider’s instructions and that special characters in credentials are passed in the required form. Some providers require account-specific usernames for geographic or session controls. Do not paste credentials into public issue reports.
The browser connects, but pages still show a block or CAPTCHA
A proxy changes the route and IP reputation, not every signal evaluated by the site. Confirm the target permits the workflow, reduce excessive concurrency, and test a suitable proxy type or managed service. Do not interpret a successful connection as proof that the target will accept every page request.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBest Value
A multi-step flow loses its state
Check whether the workflow is rotating IPs between steps. If continuity is appropriate and permitted, configure a sticky session through the provider’s documented method and verify its duration. Keep cookies and browser context handling consistent as well.
Responses are empty or incomplete
Distinguish a successful HTTP response from usable rendered content. Some pages require browser rendering or wait conditions; a raw proxy alone does not render a page. Check whether the target’s content is available after the browser reaches the expected state, and whether a managed browser or scraper API is a better fit.
Costs exceed the estimate
Recheck the billing unit, purchased tier, actual traffic volume, retry rate, and whether quoted prices required a volume commitment. Trial and high-volume rates should not be applied automatically to low-volume usage.
Use proxies responsibly
Proxies do not grant permission to access data. ResidentialProxy.io advises: “Use residential proxies only for lawful workflows. Access permitted content, respect website terms and rate limits, and comply with privacy laws in your region.” Make sure the target, data, and automation method are lawful for your situation; follow the site’s terms and rate limits, and avoid collecting personal information without a valid basis.
