Adobe Acrobat is the best all-round PDF compressor when you need selectable quality levels, desktop and browser workflows, or API automation. PDF24 is the strongest free, no-registration browser choice; Smallpdf is the polished option with Basic, Moderate and Strong modes; and iLovePDF fits users who want compression alongside a broader PDF toolkit.
The right setting depends on what is inside your file. Scanned PDFs usually shrink dramatically when you reduce image DPI and quality, while text-only documents may produce modest savings. Always open the compressed file at normal size and high zoom before sending it, and avoid online upload services for confidential documents unless their transfer and retention policies meet your requirements.

How PDF compression changes a file
Image-heavy and scanned PDFs
Scans are often large because every page is a raster image. Lowering resolution (DPI), changing image quality, and using an efficient image format can reduce size substantially. The trade-off is visible: fine print, stamps, signatures and photographs may become soft or blocky.
Text-first PDFs
Digitally generated reports, invoices and web exports already contain compact text and vector objects. Removing unused metadata, duplicate resources or embedded fonts can help, but the reduction may be smaller than with scans. Do not rasterize a text PDF merely to make it smaller; that can remove selectable text and accessibility information.

Lossless versus lossy decisions
- Lossless optimization preserves source pixels and is preferable for legal records, design proofs and archival copies, although the size reduction may be limited.
- Lossy optimization downsamples or recompresses images. It is usually the fastest route to a small file, but quality can drop when printed or viewed at high zoom.
- Structural cleanup removes unnecessary objects, embedded fonts or metadata without intentionally degrading visible content. The exact result depends on how the PDF was created.
Which tool should you choose?
Choose Adobe Acrobat for control or automation
Acrobat is the most flexible choice when one workflow must cover browser and desktop users, selectable compression levels, and an API. Its web compressor offers High, Medium and Low settings. Adobe describes the optimization as compressing images, removing embedded fonts and eliminating unnecessary items. Its API documentation also describes controls for retaining image and graphic quality, useful when compression is part of a repeatable business pipeline.
Choose PDF24 for a free, no-account browser job
PDF24 is a practical first stop when you want a browser tool that is free and does not require registration. You can set DPI and image quality instead of relying on one opaque preset. PDF24 says transfers are SSL-secured, files are stored on servers in Germany, and uploads are automatically deleted after one hour. That stated deletion period is useful operational information, but it is not a reason to upload documents that your organization forbids sending to a third party.
Choose Smallpdf for simple strength presets
Smallpdf presents three clearly named modes: Basic, Moderate and Strong. Basic is the sensible starting point when readability matters; Strong is for a strict size limit and may sacrifice more image detail. Smallpdf states that its service is GDPR compliant, ISO/IEC 27001-certified, audited annually and protected with TLS encryption. Its pricing information identifies Strong Compression as a paid-plan feature, so verify the current account requirement before planning a batch job.
Choose iLovePDF when compression is one step in a larger task
iLovePDF exposes a compression-level control inside its Compress PDF workflow. It is convenient when you also need other PDF operations in the same service. Select the least aggressive level that meets your target, then inspect the output rather than assuming a preset is harmless.

Safe compression workflow
- Keep the original. Work on a copy and record its current file size, page count and whether it contains signatures, forms, bookmarks or searchable text.
- Define the target. A mail attachment limit, portal maximum or storage budget gives you a measurable stopping point. Do not optimize beyond what the target requires.
- Start gently. Use Acrobat High, Smallpdf Basic or an equivalent low-impact setting. In PDF24, begin with the original or a modest DPI reduction.
- For scans, tune images. Reduce DPI and image quality gradually. Text-heavy scans generally tolerate more reduction than photographs, color artwork or fine engineering drawings.
- Open the result. Check every page at normal viewing size and at high zoom. Confirm that small text, line art, photos, barcodes, stamps and signatures remain usable.
- Test document behavior. Search for words, copy a sentence, open form fields, inspect bookmarks and verify that digital signatures still validate. Some post-processing operations can invalidate signatures.
- Escalate only if necessary. If the file is still too large, try the next stronger level or lower image settings, then repeat the inspection. Keep the best version that meets the limit.
Privacy, retention and offline choices
Online compressors require a file transfer, temporary processing and some form of deletion policy. For confidential contracts, medical records, source code, unpublished designs or regulated data, first check whether your policy permits third-party processing. PDF24 states that files are deleted after one hour and stored in Germany. Smallpdf publishes security and compliance claims including TLS, GDPR compliance and ISO/IEC 27001 certification. Those statements describe the services, but your legal, contractual and regional requirements still determine whether use is acceptable.
Acrobat’s desktop workflow can be preferable when the document must remain on a controlled machine. If you need a repeatable server process, use an approved Acrobat API integration and define who can access originals, outputs and logs. Preserve an uncompressed master separately from any distribution copy.
Quality checks that catch hidden damage
- Searchability: run a search for several words on every type of page, including OCR pages.
- Print quality: print a representative page if the recipient will print. A file that looks fine at 100% may show jagged text or photos on paper.
- Color and transparency: compare charts, logos and transparent overlays against the original.
- Forms and annotations: enter and save a test value, then reopen the file in a second viewer.
- Signatures: validate each signature after compression; editing or rebuilding a PDF can invalidate it.
- Accessibility: check reading order, selectable text and tags where accessibility is required.
- Page geometry: confirm page size, rotation, bleed and crop marks, especially for print production.
Troubleshooting common compression problems
The output is barely smaller
The PDF may be mostly text or already optimized. Try structural optimization, remove unnecessary embedded resources, or accept that further savings would require lossy image changes. Repeatedly compressing the same output rarely helps and can degrade images.
Text or images look blurry
Undo the last aggressive setting. For scans, raise DPI or image quality; for mixed documents, use a gentler preset and keep photographs separate from text pages when your tool allows page-level control.

Search no longer works
The workflow may have rasterized pages or removed an OCR text layer. Return to the original and choose optimization that preserves text, or run OCR again and verify the result before distribution.
A signature or form stopped working
Compression can rewrite objects and invalidate signatures or damage interactive fields. Keep signed originals unchanged, compress an unsigned copy for reference, and test fields in the viewer your recipients use.
The upload fails or takes too long
Check the service’s file-size and page limits, your connection, and whether a corporate firewall blocks the upload. For a large scan, split a working copy into sections, process them, then verify page order and bookmarks after merging.
The service requires an account or payment
Preset availability changes. Smallpdf identifies Strong Compression as a paid-plan feature, while PDF24 describes its browser compressor as free with no registration. Choose a weaker setting, use a different service that meets your policy, or use a licensed desktop workflow.

Or skip the browser setup
If your starting point is a web page that you need to capture cleanly before turning it into a PDF, ScreenshotNeo provides a single screenshot API request. It accepts consent banners like a visitor and removes more than 60 known consent platforms, newsletter popups and chat widgets before capture; each cleanup step can be disabled. Bot checks, CAPTCHAs, blank pages, timeouts, failed loads and cache hits are not billed, and response headers identify the page verdict and billing result.
Use the API documentation at https://screenshotneo.com/docs/ for options such as full-page capture, PDF paper size and margins, custom CSS and JavaScript, waiting for network idle, blocking ads or trackers, cookies and headers, and asynchronous jobs. A single cURL request is:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
Python:
import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://stripe.com"}, timeout=90)
open("shot.webp", "wb").write(r.content)
Node.js:
const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);
ScreenshotNeo also has an MCP server with take_screenshot, get_page_info and capture_pdf tools for Claude, Cursor and other MCP clients. The Free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 shots. Create a free ScreenshotNeo account.
Frequently Asked Questions
Can compression make a PDF larger?
Yes. Rewriting objects, embedding a missing font or adding metadata can offset savings. Compare the output size before replacing the original.
Free tools Windows power users keep installed
One-click scans. No signup required.
Should I compress a signed PDF?
Keep the signed file untouched. Compression may invalidate its signature; create and label a separate unsigned distribution copy instead.
Is a smaller PDF always better?
No. A smaller file can lose searchable text, print detail, accessibility tags or form behavior. Optimize only to the size target you actually need.
What is the best choice for a confidential document?
Use an approved offline desktop workflow when policy prohibits third-party uploads. If online processing is allowed, review the provider’s transfer, retention, location and account controls first.
