Baidu Apollo and rental operator CAR Inc. launched a public-facing autonomous-car rental product in Beijing on July 8, 2025. It gives customers a way to book and unlock a vehicle through CAR Inc.’s app, but it is a defined-area L4 service—not a driverless rental car for unrestricted travel across China. The launch put Baidu ahead of Tesla in this specific rental format; it does not establish an overall technical victory.
What Baidu and CAR Inc. launched
The partners are Baidu Apollo, which provides the autonomous-driving technology, and CAR Inc., known in China as Shenzhou Car Rental, which provides the rental operation and network. They announced their partnership on May 8, 2025, then officially launched the Beijing product on July 8. The companies described it as the world’s first public autonomous-driving car-rental product; that is their category claim, not an independently audited global first. Coverage described the service as open to users aged 18 and above. That does not establish that every eligible person can currently book, or that overseas visitors can register. The available launch materials also do not establish broad nationwide availability, unrestricted intercity travel, or a universal rental price.
How the customer experience works
Reportedly, customers use the CAR Inc. app to specify a pickup time and location. The system matches them with a vehicle; at pickup, the customer verifies their identity and unlocks it. The vehicle then drives autonomously within its permitted service area. “Self-service” describes the booking and rental process as well as the driving experience; it should not be read as permission to take the car anywhere a conventional rental would go. Why “L4” does not mean it can drive anywhere
The service uses Baidu Apollo’s L4 platform. In plain language, L4 means the automated system can perform the driving task without human interaction within defined conditions. Those conditions make up its operational design domain: factors such as approved roads, geography, weather, and other operating limits. Baidu’s business overview describes L4 as operating in defined use cases and environments.
Geofencing and mapped routes are therefore core parts of the service, not minor exceptions. Reporting on the launch says the vehicles operate in approved areas rather than on unrestricted roads nationwide. The available materials do not establish whether a renter can take manual control, how remote assistance is handled in every situation, or what precise routes and destinations are available. That makes the product rental-like from a customer’s perspective, but different from handing someone a conventional car for open-ended use. It is better understood as fleet-operated autonomous mobility with a rental interface. Availability can depend on the service boundary, mapping, road conditions, weather, regulation, and fleet operations.
How this differs from Apollo Go
Baidu’s Apollo Go is a ride-hailing service: a passenger summons a vehicle for a trip, rather than renting it for personal use. CAR Inc.’s product is rental-oriented, potentially giving customers private vehicle access for a defined period or itinerary. That distinction matters commercially: a ride service charges around individual journeys, while rental can sell time-based access and may suit destinations or tourism zones.
Baidu says Apollo Go had completed more than 20 million cumulative public rides by February 2026. That figure is Baidu’s reported service total; it is not a measure of the CAR Inc. rental product’s fleet, usage, or performance. Baidu investor relations
What “leapfrogs Tesla” does—and does not—mean
The comparison depends on which Tesla product is meant. Tesla’s FSD (Supervised) is a driver-assistance feature, not a driverless service: Tesla’s January 2026 filing says active driver supervision is required and that the system does not make the vehicle autonomous. Tesla’s Robotaxi is a separate ride-hailing operation.

Tesla’s January 2026 filing said it began limited removal of the safety monitor from customer Robotaxi rides in Austin that month, after driverless testing there in December 2025. Its April 2026 filing listed Austin, Dallas, and Houston as ramping toward unsupervised operations, with Phoenix, Miami, Orlando, Tampa, and Las Vegas in preparation. Comparing Baidu’s L4 rental service directly with Tesla FSD as if both were the same kind of product confuses a defined-domain autonomous service with supervised driver assistance.

Combining Apollo’s driving platform with CAR Inc.’s rental network could let the partners offer private vehicle access without a conventional driver in the approved operating domain. The format could be useful for mapped districts, campuses, tourist areas, or airport corridors. But introducing a service is not proof of scale or viable economics: a fleet still needs charging, cleaning, maintenance, repositioning, insurance, and sufficient customer use.

The launch coverage does not establish the product’s public price, fleet size, exact service boundary, manual-takeover rules, remote-intervention procedures, accident or intervention record, profitability, or expansion timetable. It also does not confirm whether foreign visitors can register, what identity or payment methods are accepted, or how trips are handled at the edge of the operating area. Readers should check CAR Inc.’s official booking channel for current access conditions rather than assume the launch announcement guarantees availability.
For a passenger seeking a ride without renting a vehicle, Apollo Go is the closer Baidu alternative; it does not provide the same private, time-based access. A traditional CAR Inc. rental is the better fit for manual driving, travel beyond a mapped zone, or intercity trips. Tesla Robotaxi is a separate city-limited ride service, not a substitute for an autonomous rental.

Baidu Apollo and CAR Inc. made a meaningful commercialization move by launching a public-facing autonomous rental product in Beijing. It is a controlled, geofenced L4 service, and its lead over Tesla applies to this rental format—not to autonomous driving as a whole.
