The Western Green Energy Hub (WGEH), a proposed wind, solar and green-fuels development in Western Australia, has moved into formal environmental assessment. That is meaningful progress, but it is not final approval to build: the project’s proposed 70 GW is an ultimate, multi-decade vision, not installed capacity, and its environmental decisions, financing, customers and construction plans remain unresolved.

The project is around 440 km east of Kalgoorlie and northwest of Eucla, across parts of the Shire of Dundas and City of Kalgoorlie-Boulder. Its proposed development envelope is about 22,690 square kilometres. These are figures for a large project area, not a claim that the entire area would be cleared or covered in equipment. Commonwealth project referral documents describe the proposal’s location and components; the WA Environmental Protection Authority (EPA) publishes the state assessment material.

It is an energy-and-fuels complex, not one giant solar farm

WGEH’s concept combines wind turbines and solar farms with the infrastructure needed to turn intermittent renewable generation into industrial products. The referral describes up to about 3,000 turbines, 60 million solar modules and as many as 35 renewable-energy nodes across an eventual seven-stage development. It also includes electrolysers, hydrogen pipelines and storage, ammonia or other hydrogen-vector facilities, substations, energy storage, desalination, roads and export infrastructure. The exact configuration could change as design and assessment proceed. The EPBC project summary outlines the proposed components.

The export logic is to convert electricity into a storable and transportable fuel. Renewable power would run electrolysers that split water into hydrogen and oxygen. Hydrogen could be used directly or converted into ammonia or another carrier. Ammonia has established industrial handling and shipping systems, though its use entails additional conversion and transport steps. This is a proposed value chain, not evidence that buyers, export routes or commercial contracts are in place.

Hydrogen is most compelling where direct use of electricity is difficult, such as some chemical processes, shipping fuels or industrial feedstocks. Converting electricity into hydrogen and then ammonia involves energy losses, so it is not automatically a better option than using renewable electricity directly. The project’s case depends on whether customers need the molecules, can pay for low-emissions supply and can receive it through viable infrastructure.

Stage 1 is the more relevant near-term test

The 70-GW figure describes the proposed ultimate build-out. The developer’s Stage 1 concept is up to 6 GW of wind and solar generation and about 330,000 tonnes of green hydrogen production per year. For the full development, the developer has cited approximately 3.5 million tonnes a year of hydrogen and other hydrogen vectors. Those are project estimates, not guaranteed production volumes; actual output would depend on the final design, capacity factors, conversion choices, water and export systems, and market demand. The developer says the project could take more than 25 years to develop in phases.

Stage 1 matters because it would test the practical and commercial model at a smaller scale: construction logistics in a remote location, renewable generation, electrolyser operation, water supply, hydrogen handling and product export. A credible first-stage design and financing plan would say more about near-term feasibility than the full-build headline. The developer’s Stage 1 description sets out those production claims.

What “nears approval” means—and what it does not

WGEH has reached assessment milestones, but entering assessment is not the same as receiving permission to build. The state EPA selected a Public Environmental Review, a detailed assessment pathway. Its final Environmental Scoping Document was approved on July 22, 2025. Federally, the project was determined to require approval under the Environment Protection and Biodiversity Conservation Act (EPBC Act), and draft environmental-impact-statement guidelines were issued. The official federal summary has listed the project status as “Guidelines Issued.”

Those steps establish what environmental information must be examined; they do not decide that impacts are acceptable or authorize the entire project. The next important evidence includes the environmental review documents, public input, the EPA’s assessment findings and the Commonwealth decision. Any eventual approval may impose conditions and apply to a defined proposal. Other permits, land-access and heritage arrangements, water and marine permissions, and construction authorizations may also be needed.

Even final environmental approval would not mean construction automatically follows. A project of this scale still needs bankable engineering, investors and lenders, equipment and infrastructure contracts, an executable schedule, and customers willing to sign long-term offtake agreements. A final investment decision (FID)—the point at which proponents commit capital to a defined project—is a separate commercial milestone.

Why this location—and whose land?

The proponents point to strong wind and solar resources, a remote coastal-desert setting, existing transcontinental road and rail links, and potential access to marine export facilities. Remoteness can reduce some conflicts with dense settlements and offer room for a large, staged complex; it also makes construction, workforce logistics, maintenance, water and infrastructure more demanding and costly.

The project is on Mirning traditional lands. InterContinental Energy reports that Mirning Green Energy Ltd holds a 10% shareholding, alongside 51% for InterContinental Energy and 39% for CWP Global. That reported ownership is relevant, but a shareholding alone does not settle questions of cultural heritage, consent, land access or the interests of all traditional owners and local communities. The environmental test is central to the project

The EPA identified the project’s scale and potential impacts on marine and terrestrial fauna and the Nullarbor Plains limestone karst system as reasons for detailed assessment. Its listed environmental factors include greenhouse-gas emissions, social surroundings, coastal processes, marine environmental quality and fauna, flora and vegetation, landforms, subterranean fauna, terrestrial fauna and inland waters. The project area’s ecological and cultural characteristics are therefore not a side issue; they are among the factors that can shape whether, where and how development proceeds.

The EPA materials list up to 27,188 hectares of clearing and up to 77,206 hectares of partial clearing within a development envelope of roughly 2.27 million hectares. These figures describe different kinds of disturbance and should not be collapsed into one number. Nor should a large envelope be mistaken for continuous clearing: the footprint can include separated generation nodes and corridors. Conversely, a claim that most of the envelope would remain undisturbed does not by itself resolve effects from roads, transmission or pipelines, construction areas, habitat fragmentation, turbine placement, or marine and coastal works. The assessment must evaluate the actual footprint and its effects, not just the area’s percentage cleared.

The developer describes the hydrogen as “zero-carbon” or green. Such labels depend on the full production pathway: electricity inputs, construction and supply chains, water treatment, processing and transport all affect lifecycle emissions. The assessment and eventual product certification matter to whether the climate claims stand up.

Why it could matter globally—and why scale is not maturity

If built at the proposed scale, a 70-GW hybrid renewable hub would be globally significant, and more than 200 TWh of annual generation would be an enormous energy supply. Hydrogen and ammonia could help serve sectors that cannot readily switch to direct electricity, while offering Australia a potential route to export renewable-derived fuels as well as conventional energy commodities. A large hub might also share roads, substations, ports and conversion facilities across stages.

But the same scale multiplies execution challenges. The proposal requires substantial capital for generation, electrolysers, storage, desalination, transport and export infrastructure, with exposure to inflation, supply constraints and long schedules. Green-hydrogen and ammonia demand, buyers’ willingness to pay a premium, international standards and carbon accounting remain material commercial questions. Competing projects and policy changes can affect costs and markets. Coordinating seven stages over decades is not the same as financing and building one defined first stage.

The project can be globally important as a proposal without yet being a global power producer. “World’s largest” should be understood as a claim about the planned scale of a proposed renewable-energy hub, not an operating record. Capacity announced, capacity approved, capacity financed and capacity producing are distinct measures.

Milestones that would show real progress

To judge whether WGEH is moving from vision toward a buildable project, watch for publication and assessment of its environmental review, the WA EPA’s findings, a Commonwealth EPBC decision, and evidence that identified impacts can be managed under final conditions. On the commercial side, look for a defined Stage 1 design, binding offtake contracts, committed investors and lenders, selected suppliers for generation and electrolysers, credible water and export arrangements, and ultimately an FID. Construction activity and first production—not a capacity headline—would mark delivery.

Failure or delay at any link could force redesign, reduce the initial stage or halt development: environmental impacts could lead to conditions or refusal; costs could outstrip expected product prices; customers might not sign contracts; and infrastructure or supply-chain bottlenecks could undermine the schedule. The project’s progress should therefore be measured by resolved risks and commitments, not just by the size of the proposal.
