Yes—but the headline needs an important qualification. Police departments are beginning to use AI systems that turn body-camera audio into a transcript and then produce a first-draft report narrative. The technology does not generally watch the video and independently understand everything that happened. An officer must review the draft, correct it, add missing facts, and sign the final report.
The best-known example is Axon Draft One, introduced in 2024. A second provider identified by the U.S. Department of Justice COPS Office is Truleo.
How AI-generated police reports work
The documented workflow is closer to AI-assisted drafting than autonomous report writing:

Axon says Draft One can generate a draft in roughly five minutes after an incident ends, although that is a product claim and depends on factors such as upload speed, connectivity, and the recording itself. The company says reports can be transferred into Axon Records or a third-party records-management system.
Officers can also provide additional context through typed notes or spoken narration. Axon says multiple recordings may be combined and reviewed alongside the original transcript and video. See Axon’s product explanation.
It is usually not analyzing the whole video
The most important technical distinction is that these systems are primarily audio-based. They transcribe what was said and generate a narrative from the transcript and officer-provided information. The Axon prosecutor briefing and the DOJ COPS Office both state that the documented workflow does not independently parse and summarize the visual content of the body-camera video.
That means an audio-based system may not know about:
- A weapon or object visible on camera but never mentioned aloud.
- A person’s movement, gesture, facial expression, or apparent threat.
- Lighting, distance, location, or camera angle.
- Events that occur off-camera.
- Which person is speaking when several people talk at once.
- Facts the officer observed but did not say or type into the system.
- Silence, hesitation, or tone whose meaning depends on context.
Some workflows encourage officers to narrate events in real time. That can make more information available to the software, but it also means the resulting report may reflect the officer’s narration and framing rather than an independent reconstruction of the event.
Is AI writing the final police report?
Usually, no. Axon describes Draft One as an initial narrative that cannot be submitted without officer review and approval. The officer is expected to fill in blanks, edit the text, verify its accuracy, and sign it.
Those are four different things:
- AI-generated draft: The system’s initial output.
- Officer-edited report: The version changed and completed by the officer.
- Official report: The agency record used in investigations, charging, discovery, or court proceedings.
- Underlying evidence: The original recording, transcript, metadata, and other case materials.
Human sign-off preserves formal responsibility, but it does not answer whether the officer meaningfully checked the draft. A fluent report can encourage automation bias: people may trust text because it sounds professional, even when it contains a transcription error, omission, or incorrect attribution.

Which companies offer this technology?
Axon Draft One
Axon introduced Draft One in April 2024. It is designed for agencies already using parts of the Axon ecosystem, including body cameras and evidence-management or records systems. Axon says agencies can restrict use by incident type, charge level, or whether an arrest occurred, and can integrate the output with third-party records systems.
Axon also says the underlying transcription model used GPT-4 Turbo, but model implementations can change. Agencies should ask for the current model, versioning, retention, and change-management terms rather than relying on an old product description.
Axon does not publish a standard public price for Draft One and directs agencies to contact sales.
Truleo
The DOJ COPS Office identifies Truleo as another provider of generative-AI police-report software. Truleo markets report writing as part of a broader law-enforcement platform that also includes policy and law search, intelligence briefings, body-camera analysis, and integrations with agency data.

Truleo advertises public pricing signals for some plans, including a patrol tier listed at $50 per user per month when checked in August 2026. Prices and features can change and should be confirmed directly with the company.
Why departments want AI report drafting
The central appeal is administrative efficiency. Police officers spend substantial time documenting incidents, and departments often face staffing shortages, reporting backlogs, and pressure to provide information quickly to supervisors, prosecutors, and records staff.
Potential benefits include:
- Less repetitive typing and transcription.
- Faster creation of a readable first draft.
- More consistent formatting and terminology.
- Quicker handoff to supervisors and prosecutors.
- Integration with body-camera evidence and records systems.
- More time for patrol, investigation, or follow-up work.
Axon says officers can save about an hour of paperwork per shift in some deployments and has said officers may spend up to 40% of their time writing reports. Those figures are vendor claims, not independently established national averages. The actual time savings may be smaller when officers properly review the complete recording and correct the draft.

Does AI make police reports more accurate?
That question remains unsettled.
Axon says an internal evaluation involving 24 independent evaluators—including prosecutors, command staff, and inclusion scholars—found that Draft One-assisted reports were rated similarly to officer-only reports for comprehensiveness, neutrality, and objectivity, and more favorably for terminology and coherence. That is an Axon-reported study. Its results should not be treated as proof that every deployment is more accurate, particularly without independent replication and local audits.
The DOJ COPS Office reports that agencies using these systems have described time savings and that at least one department planned regular audits comparing AI-assisted reports with body-camera footage. Such audits are more informative than grammar or readability ratings because they test whether the final narrative matches the evidence.
Better writing is not the same as better evidence. An AI system may produce a coherent paragraph from poor audio, but coherence can hide uncertainty rather than resolve it.
The main accuracy risks
Speech-recognition errors
Body-camera audio may include wind, traffic, sirens, radio chatter, overlapping voices, accents, children’s speech, profanity, unusual names, and poor microphone placement. A transcription mistake can become a polished sentence in the final report.
Wrong speaker attribution
The system may confuse an officer, suspect, victim, witness, dispatcher, or bystander. Assigning a statement to the wrong person can materially change the meaning of an incident.
Omissions and overconfident wording
Even if the system does not invent a fact, it may omit an inconvenient detail, resolve an ambiguous statement without warning, reorder events, or turn uncertain speech into definitive language. Axon says Draft One is designed to avoid speculation and embellishment, but that is a design goal rather than a guarantee that errors cannot occur.
Bias amplification
If an officer’s narration is incomplete, biased, or framed in a particular way, an AI system may formalize that framing into an official-looking narrative. The system is not a neutral substitute for judgment merely because it is tied to a recording.

What happens when the report is used in court?
There is no universal rule that courts accept or reject AI-assisted police reports. Disclosure, discovery, authentication, and admissibility depend on the jurisdiction, agency policy, and facts of the case. Axon’s prosecutor materials recommend consultation with local prosecutors and other stakeholders.
Prosecutors, defense attorneys, and courts may ask:

- Who authored the final report?
- Was AI used, and is that use disclosed?
- Was the original AI draft preserved?
- Can the agency provide the transcript and source recording?
- What edits did the officer make?
- What model, template, and software version were used?
- Is there an event history or audit log?
- Was the officer required to review the full recording?
- What known limitations apply to the language, accent, or noise conditions?
- Are the agency’s AI policy and procurement records discoverable?
Axon says Draft One use is logged, including draft generation and officer sign-off. Its materials also contain statements about whether the draft itself is stored and how agencies can retain the original narrative. Those details may depend on product version, configuration, agency policy, and date. A department should be able to state clearly what is retained and produce that information when required.
How is AI use disclosed?
Disclosure practices vary by agency and jurisdiction. Axon provides suggested language acknowledging that an initial draft was generated using Draft One, and the DOJ describes implementations in which the narrative includes an AI-generation disclosure. That does not establish that every agency uses the same notice.
A meaningful disclosure policy should say:
- Whether AI helped generate the report.
- Which system was used.
- Whether the final report was substantially edited by an officer.
- Whether the original draft, transcript, and edit history are available.
- How a defense attorney or records requester can obtain relevant materials.
Privacy and security concerns
These systems process sensitive law-enforcement recordings and transcripts. A body camera may capture victims, children, witnesses, medical information, addresses, phone numbers, domestic-violence allegations, immigration-related information, or private conversations unrelated to the incident.
Axon says Draft One data is managed within the Axon Network and describes the product as CJIS-compliant and separate from public internet services or external generative-AI services. Those are vendor representations. An agency still needs to examine the contract, system configuration, security assessment, retention schedule, and subcontractor terms.
Procurement questions should include:
- Where are recordings, transcripts, and drafts stored?
- How long are they retained?
- Are they used to train or improve models?
- Who can access them?
- What happens when a draft is deleted?
- Can the agency export audit logs and edit histories?
- What happens to the data after the contract ends?
- Are cloud providers and subprocessors identified?
The transparency problem: can anyone reconstruct the report?
The key accountability question is not simply whether the tool was used. It is whether an auditor can determine how the final report was produced.

The Electronic Frontier Foundation reported that, after reviewing public records, policies, manuals, settings, and other materials, it found situations in which it could be difficult to distinguish AI-generated language from officer-written language. EFF argued that this could make it harder to identify inaccuracies, biased language, or false statements.
Axon says use events and officer sign-off are logged, and that agencies can configure restrictions. But an event timestamp proves that a tool was used; it does not necessarily prove that the officer carefully reviewed the full recording or challenged the draft.
A robust audit should be able to answer five separate questions:
- Was the tool used?
- What did the initial AI draft say?
- What did the officer change?
- What information did the officer see before signing?
- Does the final report match the original evidence?
What a responsible agency policy should require
Before deploying AI report drafting, an agency should adopt written rules covering:
- Permitted and prohibited incident categories.
- Possible exclusions for use-of-force, domestic-violence, sexual-assault, homicide, juvenile, and highly sensitive cases.
- Mandatory comparison with the transcript and recording.
- Correction of names, times, locations, quotes, and speaker identities.
- Disclosure of AI assistance in the final report.
- Retention of the original draft, transcript, model version, template, edits, and audit log.
- Supervisor review and random quality audits.
- Procedures for reporting and investigating material errors.
- Data retention, deletion, access, and vendor-security requirements.
- Training that teaches officers to detect polished but inaccurate text.
- A process for suspending the system after a serious error.
The DOJ COPS Office describes one agency planning monthly comparisons between AI-assisted reports and body-camera footage. Regular evidence-based audits are essential because a system can be fast and grammatically consistent while still missing important facts.
What officers should do when the draft is wrong
- Stop treating the draft as authoritative.
- Return to the original recording.
- Compare the transcript with the audio.
- Verify who said each disputed statement.
- Review the video for facts absent from the audio.
- Correct names, addresses, times, locations, quotations, and event sequence.
- Add firsthand observations that were not spoken aloud.
- Preserve the incorrect draft when law or policy requires it.
- Notify a supervisor about material errors.
- Document whether the error came from audio quality, transcription, summarization, template design, or officer input.
- Do not sign until the report can truthfully be certified as accurate.
What agencies should ask vendors before buying
Agencies evaluating Draft One, Truleo, or another system should require written answers about:
- Whether the system uses audio, video, or both.
- How transcripts are linked to timestamps and recordings.
- Whether multiple cameras can be synchronized.
- Whether the original draft is retained by default.
- Whether prompts, templates, model versions, and edits are exportable.
- Whether a submission block enforces officer review.
- How the system handles multilingual encounters and overlapping speakers.
- Which data is used for model improvement.
- How agencies can delete or retrieve data.
- How changes to the model are documented.
- Which body-camera and records-management systems are supported.
Multilingual capabilities should be verified for the specific product edition and jurisdiction. Axon’s U.K. page advertises English reports from interactions containing both Spanish and English, but availability and performance should not be assumed elsewhere.

Police are beginning to use AI as an evidence-linked report-writing assistant. The system can transcribe body-camera audio and turn it into a readable first draft, potentially reducing paperwork. It does not generally replace the officer, independently understand the entire visual scene, or remove the need for firsthand observation and judgment.
The real accountability test is whether the agency preserves enough information to reconstruct the process: the original recording, transcript, AI draft, officer edits, disclosure, and audit history. Without that trail, a final polished report may conceal whether the machine—or the officer—left out, changed, or misunderstood something important.
