The “less than three months” countdown is outdated. Apple and Brazil’s competition authority reached a December 23, 2025 agreement, and Apple announced on June 18, 2026 that iOS 26.5 introduced the required Brazil changes.
Brazil now has a regulated route for authorized alternative iOS marketplaces and alternative payments. It is not unrestricted, no-review sideloading: marketplaces need Apple authorization, apps undergo notarization, commissions remain payable, and child-safety rules still apply.

What Apple changed in Brazil
Apple says Brazilian developers can distribute iOS apps through alternative app marketplaces, operate a marketplace with Apple authorization, and offer alternative payment processing or links to websites for digital goods and services. When an alternative payment option is offered, it must be displayed alongside Apple In-App Purchase.
Apple’s June 18, 2026 announcement identifies iOS 26.5 as the release that introduced these Brazil changes. The announcement establishes implementation by Apple; it does not mean every possible marketplace or app is automatically available.

How an alternative iOS marketplace works
Requirements for marketplace operators
Apple defines an alternative marketplace as an app whose primary purpose is discovering and distributing notarized iOS apps. A developer must register the marketplace in App Store Connect, provide a Developer ID and marketplace token, select eligible apps, and send update notifications.
What developers can offer
Eligible developers can use an authorized marketplace for distribution and can present alternative payment processing or web links for digital goods and services. Apple’s rules require the alternative choice to appear alongside Apple In-App Purchase rather than silently replacing it.

What users should expect
In Brazil, an iPhone can have a route to apps distributed outside the App Store when an authorized marketplace offers them. Availability still depends on the marketplace operator, the app’s eligibility, Apple’s notarization, and the applicable device and account conditions. Apple’s published material does not establish one universal installation screen for every marketplace.

Are alternative iOS app stores safe?
They receive a baseline security screen, not an equivalent replacement for App Review. Apple says notarization uses automated checks and human review for known malware, viruses, serious threats, and egregious fraud. Apple’s warning is explicit: “However, Notarization is less comprehensive than the App Review process that applies to all apps on the App Store.”

That distinction matters. A notarized app can still receive less extensive review than an App Store app, so users should consider who operates the marketplace, what permissions an app requests, and where payment information is sent.
Payment and privacy trade-offs
- Apple may not provide its standard refund support for purchases made through an alternative.
- Apple may provide less assistance if an alternative-marketplace transaction involves a scam or fraud.
- Sharing payment details with additional companies creates additional privacy and account-security exposure.
Protections for children
Apple preserves stricter rules for minors. Apps in the Kids category cannot link to websites for transactions. Users under 18 must pass parental gates before using alternative payment flows, and age ratings remain mandatory for apps distributed through both channels.

What fees will Brazilian developers pay?
The following figures are the categories Apple listed for 2026. They are not a single universal rate, and eligibility depends on the program, transaction type, and distribution channel.

Because Apple lists these as separate charges and eligibility categories, developers should evaluate the exact transaction path rather than assume that an alternative marketplace means zero Apple fees.

The agreement allows a possible fine of up to BRL 150 million for total noncompliance. That enforcement provision remains distinct from Apple’s announcement that it had implemented the changes.
What this means for each group
For iPhone users
Brazilian users gain a regulated alternative to the App Store, but should check the marketplace operator, understand who handles refunds, and treat notarization as a lower review layer than App Review.
For developers
Distribution choice expands, yet registration, app eligibility, update notifications, age ratings, payment disclosures, and Apple’s listed commissions remain part of the business decision.
For marketplace operators
Operating a store requires Apple authorization, App Store Connect registration, a Developer ID, a marketplace token, a defined catalog of eligible apps, and update-notification duties.
Bottom line
Apple did not leave Brazil with a simple “install anything” sideloading switch. Following the December 2025 CADE agreement, iOS 26.5 introduced an authorized alternative-marketplace framework with notarization, continuing Apple fees, payment disclosures, and child-safety controls. The headline deadline has passed; the practical question is now which authorized marketplaces and eligible apps become available under those rules.
