Google’s requirement is narrower than the headline suggests: devices launching with Android 16 or later must support Vulkan 1.4. That does not require every app to use Vulkan, remove OpenGL ES, or mean that every older phone updated to Android 16 gains Vulkan 1.4 support.
What Google is requiring
Android’s Vulkan implementation guidance sets a graphics baseline for devices that launch with each Android release. For devices launching with Android 16 or later, that baseline is Vulkan 1.4. Android 13 launch devices had a Vulkan 1.3 requirement.
The important wording is launching with Android 16. It describes a requirement for new device implementations, not a blanket order for every phone that happens to run Android 16 after an update. An older phone’s GPU and drivers do not automatically change when its operating system is upgraded.
This is a device compatibility requirement, not an instruction that Android or every app must render exclusively through Vulkan. The Android 16 Compatibility Definition Document also specifies Vulkan conformance and rules for reporting extensions. In practice, compliance is more than displaying a version number: the implementation must meet the applicable compatibility requirements.

Vulkan is a capability, not a rendering command
Vulkan is a low-level, cross-platform graphics API. It gives developers more direct control over GPU work than higher-level approaches and can reduce CPU overhead in appropriately designed software. Google describes Vulkan as Android’s primary low-level graphics API, but OpenGL ES remains supported.
Three different things are easy to confuse:
- Device support: the phone provides a Vulkan implementation that meets the required baseline.
- App choice: a game or other graphics app chooses whether to use Vulkan, OpenGL ES, or another supported rendering path.
- System rendering: Android’s own interface and compositor may use graphics technologies internally; that does not dictate the renderer used by third-party apps.
So a new Android 16 phone can be required to support Vulkan 1.4 while an individual game still uses OpenGL ES. Developers choose a backend based on their engine, performance results, device capabilities, and driver reliability.

What “Vulkan 1.4 support” does—and does not—promise
A common Vulkan baseline should make it easier for developers to target modern graphics capabilities on newly launched Android devices. It can reduce fragmentation and give game engines more confidence that a Vulkan path is available. Google also identifies potential benefits such as lower driver CPU overhead and graphics capabilities that are not available in OpenGL ES, where the necessary hardware and drivers support them.

Devices can differ significantly in GPU speed, driver quality, optional features, cooling, and sustained performance. A compliant API version does not mean that every optional extension or feature a game might want is present. Android’s Android 16 Vulkan requirements profile describes a required set of functionality; it does not make every device’s graphics hardware equivalent.

Nor is Vulkan a universal speed switch. A well-optimized game may benefit from Vulkan, particularly where reducing CPU overhead matters. A poorly optimized implementation, driver issue, shader compilation, high rendering resolution, or thermal throttling can erase gains or cause problems. On a particular phone, a mature OpenGL ES path could still work better than a less-tested Vulkan path.
What it means for game and app developers
For developers targeting new Android 16-launch hardware, Vulkan 1.4 becomes a more dependable minimum capability. That may make Vulkan a practical baseline for new projects or features. It does not eliminate the need to support older devices: games that run on phones launched with earlier Android versions still need a compatibility strategy for their hardware and software.

Developers should check what a device actually exposes at runtime rather than infer all capabilities from the nominal Vulkan version. Google’s Vulkan guidance for native and proprietary engines recommends checking device capabilities and resolving Vulkan functions appropriately. Apps may also need to account for required extensions, limits, memory availability, and device-specific driver behavior.
Vulkan gives developers greater control, but that control brings work: they must manage details such as shader and pipeline creation, memory allocation, synchronization, and recovery from device errors. Developers supporting a broad range of Android phones may retain OpenGL ES or other fallback paths, and should test across GPU vendors and driver versions. Vulkan 1.4 on a new phone does not guarantee every game will use Vulkan or that every Vulkan game will run better.

What ordinary users should expect
Most users will not need to turn on a setting or make a change. The requirement is most likely to matter behind the scenes, as game developers take advantage of the more consistent baseline on new devices. Whether a user notices anything depends on which apps adopt Vulkan and how well they are optimized.
Do not choose a phone solely because its specifications mention Vulkan 1.4. That label indicates a graphics capability, not a performance ranking or guarantee of higher frame rates, longer battery life, or faster loading. The GPU, drivers, game optimization, resolution, cooling, and sustained performance remain important.
Also distinguish a phone that launched with Android 16 from one that later received an Android 16 update. The launch requirement does not establish that every updated older phone supports Vulkan 1.4. Check a specific device’s documented GPU and Vulkan capabilities if that matters for an app or game.

Don’t confuse Vulkan 1.4 with Android API 36
These labels refer to different things:

Google Play’s target-API policy is separate from the phone’s Vulkan capability. The Google Play requirements page says new apps and updates must target API level 36 beginning August 31, 2026, with exceptions for specified platform categories. That rule concerns app distribution; it does not require an app to use Vulkan.
