AMD FSR 4—now presented by AMD as FSR Upscaling within its broader Redstone technology family—can make Call of Duty: Black Ops 7 faster without automatically making it better for competitive play. FSR Quality is the sensible starting point at 1440p and 4K, while native rendering remains preferable when your GPU already meets your refresh-rate target. Frame Generation can raise the displayed FPS substantially, but it does not turn a lower base frame rate into the same level of responsiveness as native rendering. Ray Regeneration is most relevant to ray-traced campaign scenes, not ordinary multiplayer matches.

The short verdict

Black Ops 7 is a genuine launch showcase for AMD’s Redstone features, but “FSR 4” is not a single setting. The game can involve separate technologies for upscaling, frame generation and ray-traced image reconstruction, each with different benefits and drawbacks.

  • Best general setting: FSR Quality, with sharpening and dynamic-resolution settings held constant.
  • Best 4K setting: FSR Quality first; use Balanced only if the base frame rate is not sufficient.
  • Best competitive setting: Native rendering or FSR Quality with ray tracing disabled, depending on whether the GPU is limiting performance.
  • Frame Generation: useful when the rendered base rate is already comfortably playable, but do not judge it by the displayed FPS alone.
  • Ray Regeneration: worth comparing in ray-traced campaign scenes; its benefit is subtle in active multiplayer combat.
  • Upgrade advice: do not buy an RX 9000 card solely for generated-frame numbers. Native performance, latency, VRAM, ray tracing and price still matter.

AMD claims up to a 4.7× FPS increase over native rendering in Black Ops 7 at 4K on an RX 9070 XT with Frame Generation. That is AMD’s claim under its own test conditions, not an independent benchmark result.

AMD’s developer overview identifies the current Redstone SDK 2.2 components as FSR Upscaling 4.1, FSR Frame Generation 4.0.0, FSR Ray Regeneration 1.1.0 and Radiance Caching 0.9, which is listed as a preview feature.

What “FSR 4 Redstone” means in Black Ops 7

Redstone is a family of neural-rendering technologies rather than one unified performance mode.

FSR Upscaling 4.1

FSR Upscaling reconstructs a higher-resolution image from a lower internal render resolution. In practical terms, Quality, Balanced and Performance modes trade image detail for GPU workload. Quality uses the highest internal resolution of those modes; Performance uses the lowest.

At 4K, Quality is generally the important comparison because it reduces rendering cost while preserving more fine detail. At 1080p, however, aggressive upscaling can make foliage, wires, distant player models and other thin geometry visibly unstable.

FSR Frame Generation 4.0.0

Frame Generation creates intermediate frames between traditionally rendered frames. It can make camera movement appear smoother, but the generated frames do not represent a second complete game-simulation step. If the game is rendering 60 FPS and displaying 120 FPS after generation, input and simulation remain tied much more closely to the 60-FPS base rate than to native 120 FPS.

For that reason, every benchmark should report both rendered FPS and displayed FPS. Reporting only the latter exaggerates the improvement from a player’s responsiveness perspective.

FSR Ray Regeneration 1.1.0

Ray Regeneration uses machine learning to reconstruct or denoise ray-traced lighting and reflection data. It is dependent on the relevant ray-traced effects being enabled. With ray tracing disabled, there is little reason to expect a meaningful benefit.

Its most plausible use is in scenes containing water, polished floors, glass, wet surfaces or noisy ray-traced lighting. In a fast multiplayer firefight, those improvements may be difficult to notice.

FSR Radiance Caching

Radiance Caching is a developer-integrated lighting technique, not a normal player-facing toggle. It should not be treated as part of a Black Ops 7 test unless the game explicitly exposes and activates it.

Game support and compatible hardware

Black Ops 7 launched on November 14, 2025 with FSR Ray Regeneration. Additional Redstone features were described as becoming available through later AMD Software updates. The exact options shown can therefore depend on the game build, driver and graphics card.

AMD’s current feature information distinguishes between broad FSR Upscaling compatibility and the more restricted full Redstone feature set. RX 9000-series cards are the primary target for the complete feature family, while FSR Upscaling support extends to RX 7000-series Radeon cards. Do not assume that every Redstone feature appears on every Radeon generation.

Relevant cards include the Radeon RX 9070 XT, RX 9070 and RX 9060 XT 16GB. The RX 9070 XT is particularly relevant because the official game requirements place it in the “Competitive / 4K Ultra” class and AMD uses it for its 4K Frame Generation claim.

OC3D reported more than 100 FPS on an RX 9060 XT 16GB with FSR 4 and more than 144 FPS in Performance mode at Extreme settings without ray tracing. Those figures belong to OC3D’s particular test system and settings; they are not universal expectations for every RX 9060 XT.

GeForce owners should compare the game’s native rendering and available alternatives such as DLSS under identical conditions. Redstone feature exposure and latency behavior should not be inferred from Radeon testing or unofficial compatibility methods.

Official PC requirements are version-sensitive

The official Call of Duty PC specifications list Windows 10 or Windows 11 requirements depending on the tier, an SSD, TPM 2.0, Secure Boot and an AVX-capable Intel or AMD processor. The listed tiers include:

The Activision support page presents some different requirement and driver details, including different listed driver versions and an SSD-space figure. Because these pages can change, a published benchmark should record the exact page version and date rather than merge their tables into one supposedly definitive specification.

How to benchmark FSR properly

A credible comparison needs more than a single average-FPS result. Record the GPU model, VRAM, VBIOS, driver, CPU, motherboard, RAM configuration, Windows build, game build, storage device, Resizable BAR or Smart Access Memory status, monitor refresh rate and VRR range, HDR status, capture method, ambient temperature and power limit.

Use this test matrix

Keep the graphics preset, field of view, motion blur, sharpening, ray-tracing settings, Variable Rate Shading, dynamic resolution and frame cap identical. Record the actual internal render resolution for every upscaler mode. A “Quality” label is not enough for a fair vendor comparison.

Run the built-in benchmark at least three times after shader compilation. Discard the first run if it includes shader-cache or asset-streaming behavior, then report the mean of the remaining runs. Also test a real campaign route and a multiplayer route: the built-in benchmark may not reproduce player density, smoke, explosions, networked combat, CPU pressure or asset streaming.

Report average FPS, 1% low, 0.1% low, frame-time consistency, GPU and CPU utilization, VRAM use and power draw. For Frame Generation, show the base rendered rate separately from the final displayed rate.

Image quality: where FSR helps and where it breaks down

FSR Quality can approach native temporal anti-aliasing at 4K in the right scenes, but a still image is not enough to judge it. The meaningful differences often appear during motion and disocclusion.

Compare native rendering with FSR Quality, Balanced and Performance using the same camera path. Inspect:

  • Foliage, grass and other fine geometry
  • Distant player silhouettes and weapon geometry
  • Thin wires, railings and signs
  • Shadows and shadow edges
  • Reflections on water, glass and polished floors
  • Smoke, explosions, particles and volumetric lighting
  • Rapid camera pans and occlusion changes
  • HUD, text and weapon-animation stability

Quality is the safest default because it preserves more internal detail. Balanced can be useful when the GPU is limiting performance, but distant geometry may look softer and fine detail can become less stable. Performance should be reserved for situations where the additional frame rate is genuinely needed; a higher counter is not an improvement if target outlines, foliage or reflections become distracting.

Native rendering remains the reference for maximum original detail. FSR is not automatically “better than native” simply because it produces more FPS.

Ray Regeneration: interesting technology, limited competitive value

Independent reporting has found little performance impact from Ray Regeneration in the game’s benchmark, while also describing its visual improvement as subtle during normal play. The most useful comparison is not a generic on/off screenshot but a controlled sequence containing ray-traced reflections or lighting.

Test it in a campaign scene, a multiplayer map and a benchmark section with reflective surfaces. Look for cleaner reflections, reduced noise and more stable ray-traced shadows. Then ask whether those changes remain visible while moving, aiming and tracking targets.

For competitive multiplayer, disabling ray tracing altogether may be the more rational choice. It can simplify the image, reduce distracting effects and improve consistency without depending on Ray Regeneration. For a ray-traced campaign playthrough, enable the feature if its visual improvements are visible and the resulting base frame rate remains comfortable.

As PC Gamer noted in its testing, inspecting reflections during an active firefight is not necessarily a strong reason to spend performance budget. Ray Regeneration is therefore a scene-dependent quality feature, not a universal multiplayer recommendation.

Frame Generation: read the base rate first

Frame Generation is most convincing when the game already has a strong base frame rate. It can make camera motion appear smoother, but it cannot repair low input responsiveness, uneven frame pacing or a CPU bottleneck in the underlying simulation.

Do not describe a 60-FPS base rate becoming 120 FPS after generation as equivalent to native 120 FPS. The screen may receive 120 presented frames, while the game simulation and input cadence remain tied mainly to the original 60 rendered frames.

Artifacts to inspect include ghosting around moving players, double images during rapid turns, broken weapon or hand animation, particle breakup, HUD errors and poor pacing when the base rate falls. Some artifacts may be difficult to see during ordinary play but become obvious in frame-by-frame footage.

A precise latency penalty should be reported only with disclosed hardware measurement, such as a photodiode or high-speed camera setup, NVIDIA LDAT or equivalent equipment. Without direct measurement, describe subjective responsiveness as a limitation rather than claiming that Frame Generation adds no latency or is suitable for esports play.

CPU limits can make FSR pointless

FSR primarily reduces GPU work. If Black Ops 7 is CPU-limited—especially at 1080p with competitive settings—lowering the internal resolution may produce little additional performance because the processor remains the bottleneck.

Check GPU utilization and frame times before enabling a more aggressive upscaling mode. If GPU utilization is low while one or more CPU threads are saturated, native rendering may provide the clearer image without a meaningful FPS penalty. The same limitation applies to Frame Generation: displayed FPS can rise while the underlying simulation remains constrained.

Recommended settings by use case

Should RX 9000 owners upgrade for Redstone?

RX 9000 owners receive the clearest access to AMD’s current Redstone feature family, but that alone is not enough to justify an upgrade. The decision should include native raster performance, ray-tracing performance, VRAM, price and the games you actually play.

Existing RX 7000 owners may have access to FSR Upscaling, but AMD’s feature table distinguishes that support from the complete Redstone set. Check the exact options exposed by your game build and driver. If your current card already reaches your monitor’s target at native resolution, an upgrade solely for Frame Generation may deliver less practical benefit than the displayed FPS suggests.

Likewise, a high-refresh 1080p player with a CPU limit should not buy a faster GPU expecting FSR to solve a processor bottleneck. Conversely, a GPU-limited 1440p or 4K player has a stronger reason to compare FSR Quality against native rendering and competing upscalers.

FSR versus native, DLSS and XeSS

Any comparison with DLSS, XeSS or native rendering must use the same resolution, preset, sharpening, ray tracing, VRS, motion blur, field of view, dynamic-resolution behavior, driver and game build. Record each mode’s internal render resolution rather than assuming that every vendor’s “Quality” setting does the same amount of work.

Compare moving footage as well as still images. Fine foliage, distant characters, reflective surfaces, particles and rapid camera movement are more revealing than a static wall or weapon close-up. A fair table should also separate upscaling-only results from Frame Generation results and should not combine generated FPS with native FPS in one undifferentiated chart.

What this means for a Black Ops 7 benchmark review

The strongest conclusion is conditional rather than a single universal FPS number:

  • Use FSR Quality when the GPU is limiting performance and the image remains stable in motion.
  • Use Balanced only after checking distant detail, foliage and target visibility.
  • Use Performance when the alternative is an unplayable base rate, not merely because it produces the largest number.
  • Keep Frame Generation separate from the base result and treat latency as a measured question.
  • Use Ray Regeneration for ray-traced visual quality, especially in reflective campaign scenes, rather than assuming it is valuable in competitive multiplayer.
  • Disable upscaling when native rendering already meets the display target or when the system is CPU-limited.

Black Ops 7 demonstrates why “FSR 4 Redstone performance” is too broad a label for a benchmark chart. The useful question is not simply how high the FPS counter goes, but which component produced the gain, what base rate the player is actually controlling, and whether the image remains clear during motion.
