On March 25, 2025, Alibaba Group chairman Joe Tsai said he was beginning to see “some kind of bubble” in AI-related data-center construction. His concern was not that artificial intelligence had no future: it was that companies might build costly facilities “on spec”—before securing customers or firm demand.

That distinction matters because Alibaba was making a major AI infrastructure commitment of its own. Tsai’s warning is best read as a caution about speculative capacity and capital discipline, not a prediction that AI itself would fail.

What Joe Tsai warned about

Tsai, Alibaba’s co-founder and chairman—not its day-to-day chief executive—made the remarks during a fireside discussion at the HSBC Global Investment Summit in Hong Kong. He said he was astounded by the scale of U.S. AI investment and questioned whether infrastructure spending was running ahead of demand visible at the time. In particular, he objected to data centers being built “on spec,” without a clear customer or committed need.

In real-estate terms, building on spec means investing in land, power, buildings, cooling and servers before a tenant has committed to take the capacity. That can pay off if customers arrive quickly. It can also leave an operator with idle facilities, heavy debt and expensive equipment losing value while it waits.

So “AI bubble” here is a shorthand for a possible infrastructure overbuild: too much capacity, financed on expectations that future demand will catch up. It is not the same as saying AI has no useful applications, every AI company will fail, or all data centers will become worthless.

Why the spending headlines looked striking

Tsai’s comments came amid a wave of ambitious infrastructure plans. Contemporary reports cited the following figures:

These are not apples-to-apples measures. Some are annual capital-expenditure plans; others are multi-year ambitions or broader infrastructure commitments. They can cover different mixes of buildings, chips, networking, power and operating costs, and some involve partners. Adding them together would not produce a reliable total for AI investment. The figures are useful as evidence of the scale of expectations, not as a clean ledger of cash already deployed.

The Alibaba contradiction—and why it is not necessarily one

Alibaba had announced in February 2025 that it planned to invest at least RMB380 billion in AI and cloud infrastructure over three years—commonly reported as roughly US$52–53 billion, depending on the exchange rate. The company said that commitment exceeded its spending in those areas over the previous decade. Its announcement is available from Alibaba.

That sounds at odds with Tsai’s warning only if all infrastructure spending is treated as equally risky. Alibaba’s strategic case was that capacity could support several connected businesses: Alibaba Cloud, its Qwen model family, enterprise services and AI applications in commerce. A company with customers and products across those layers may be able to use capacity in multiple ways. A third-party developer with no anchor tenant may be relying much more heavily on a forecast that future customers will appear.

This does not make Alibaba’s investment risk-free, nor does it prove that every speculative project is unsound. It explains the distinction Tsai was drawing: an organization can believe AI demand will grow while questioning whether every builder has the contracts, utilization prospects and financial staying power to justify its particular project. In a later account of his views, Alibaba described Tsai as bullish on AI’s long-term opportunity and on integrated, full-stack deployment (Alibaba).

How DeepSeek complicated the economics

DeepSeek’s low-cost reasoning model, released in early 2025, sharpened debate about how much computing power AI actually requires. Its reported efficiency challenged the simple assumption that better AI always demands the most expensive possible training and inference setup. That gave investors reason to reconsider the link between model capability and spending on chips and data centers.

But efficiency can cut in two directions. If each task costs less to run, providers may need less computing power for a fixed amount of use. Lower prices can also make AI useful to more people and businesses, increasing total usage. Whether efficiency reduces overall demand or triggers that rebound in adoption depends on what customers do—and whether their usage turns into durable revenue. DeepSeek intensified the question; it did not settle it.

Why a bubble warning does not mean the buildout will stop

There are reasonable arguments for building ahead of current demand. Data centers take years to plan and construct; securing electricity, permits, grid connections and equipment can be as difficult as buying accelerators. Companies may need capacity for workloads beyond chatbots, including coding, search, video, scientific computing and enterprise automation. Large cloud providers may also redeploy infrastructure across products if one service disappoints.

At the same time, a building is not useful capacity until it has power, cooling, networking and working equipment. The economics depend on location, utilization, hardware life and financing—not simply on whether AI is popular. A technically impressive facility can still be a bad investment if it has no reliable customer, sits where power cannot be delivered, or is equipped with hardware that loses value faster than its owner can earn a return.

Reports in 2025 that Microsoft had reduced or canceled some data-center leases added to concern, but they did not establish that demand had broadly collapsed. The reporting included analyst accounts, while Microsoft said it remained positioned to meet current and growing customer demand; changes were also linked to facility or power delays. Treat such reports as a reason to examine individual projects, not as proof of an industry-wide retreat (The Outpost’s account).

What would make an AI data-center project look speculative?

The useful question is not simply whether a company is spending a lot. It is who carries the risk if forecast demand arrives late. For a particular project, look for answers to these questions:

  • Is there a named customer or anchor tenant? A binding lease or capacity agreement provides stronger evidence than a memorandum or a forecast.
  • Is power actually secured and deliverable? A finished building without grid capacity cannot earn the expected return.
  • What utilization is expected, and on what evidence? Viral interest in a model is not the same as recurring paid workloads.
  • Who absorbs delays or cancellations? Risk may fall on the developer, lender, tenant, utility or local community.
  • How quickly could the hardware age? A new accelerator generation can change performance and economics before older systems have paid for themselves.
  • Can the site serve other workloads? Flexibility can help if one AI customer or use case falls short.
  • Does the project work after all costs? Electricity, cooling, networking, maintenance, financing and depreciation all matter alongside the purchase price of GPUs.

Even an unleased facility is not automatically irrational: scarce land or power and predictable demand can justify building early. Conversely, a signed customer does not eliminate risk if the contract is short, the customer is financially weak or the project depends on power that will not arrive on schedule.

What evidence would support or weaken Tsai’s concern?

The warning becomes more persuasive if capacity is completed faster than paying demand grows; leases are canceled or renegotiated broadly; GPU rental prices and utilization fall; or operators struggle to cover financing and depreciation. Power delays, customer concentration, model-efficiency gains and forecasts based on short-lived adoption spikes can all undermine a project’s expected returns.

The bearish case would weaken if cloud providers continue to fill new capacity, AI revenue grows alongside infrastructure spending, customers sign durable contracts and facilities maintain high utilization. It would also matter if cheaper models bring in enough new workloads to offset the reduced compute needed for each task. None of these signals alone settles the issue: a cloud company can have strong aggregate demand while a particular site or developer is overbuilt.

For readers assessing the broader boom, the key indicators are utilization, cloud and AI revenue, spending relative to cash generation, power availability, contract quality, GPU rental prices and the pace of efficiency improvements. Capital expenditure announcements show intent; they do not by themselves show whether the resulting infrastructure earns an adequate return.

The takeaway from Tsai’s warning

Joe Tsai was not declaring AI a hoax. He was questioning whether some data-center construction was getting ahead of customers and commercially visible demand. Alibaba’s own multibillion-dollar commitment makes the distinction more important, not less: belief in AI’s long-term growth can coexist with concern that particular projects are premature, poorly financed or unlikely to be used enough.
