An unknown actor used AI-generated voice and text to impersonate then-Secretary of State Marco Rubio and contact at least five senior officials, according to a State Department cable dated July 3, 2025. The reported messages came through text and Signal, including voicemails. The public reporting did not establish that any recipient was deceived, disclosed sensitive information, or lost account access; it also did not show that Rubio’s actual account or device was hacked.
What happened in the Rubio impersonation campaign?
The campaign began in mid-June 2025, according to the State Department cable described by The Washington Post. An unknown person or group used AI-generated text and a voice designed to sound like Rubio. The reported targets were at least five people outside the State Department:
- Three foreign ministers
- A U.S. governor
- A U.S. member of Congress
The actor used text messages and Signal. At least two targets received Signal voicemails, and at least one received a text inviting them to continue the conversation on Signal. The account’s display name was “[email protected]”; that was a deceptive profile name, not Rubio’s actual State Department email address. The department also warned that other employees had been impersonated by email.
CBS News’ account of the warning also describes the fake Signal display name. No individual targets were publicly identified in the cited coverage, so the reported categories are more reliable than naming a particular foreign minister or lawmaker.

What is known—and what remains unconfirmed?
The State Department’s Bureau of Diplomatic Security was investigating, and the cable directed affected officials to report attempts. The department said it would investigate and put safeguards in place. The cable described the suspected goal as manipulating officials to gain access to information or accounts.
That is an assessment of the apparent objective, not proof of a successful intrusion. The public accounts do not establish who was behind the campaign, whether any recipient replied or believed the messages, or whether anyone shared information, transferred money, clicked a link, or surrendered credentials. They also do not establish how the operator obtained voice samples, or whether any government account or device was compromised. The reported activity supports “impersonation attempt,” not “Rubio was hacked” or “officials were fooled.”

How could a voice-cloning impersonation work?
The following is a plausible reconstruction of the social-engineering pattern, not a verified forensic account of every step in this incident:

- Choose influential targets. Senior officials may have access to sensitive information, important accounts, staff, and other decision-makers.
- Create a look-alike identity. An account can use a display name associated with a real official without being controlled by that official.
- Mimic voice and writing. Public audio and text could help an attacker produce a plausible message, but the source of the samples used here was not disclosed.
- Make a low-friction first contact. A text or voicemail can prompt a reply without requiring the impersonator to sustain a live conversation.
- Build trust and seek a next step. The target may be steered toward a new channel or a request involving information, credentials, account access, or a further contact.
The State Department cable’s reported concern was access to information or accounts. Credential theft, malware, financial fraud, or further targeting could be possible follow-on tactics in a successful exchange, but the cited reporting does not establish that any occurred here.

Why a voicemail can be persuasive
Digital-forensics expert Hany Farid told The Washington Post that a short audio sample can be enough for contemporary voice-cloning services, and that voicemail is useful to an impersonator because it avoids the demands of an interactive conversation. That general observation does not prove how much audio was used to imitate Rubio.
A recorded voice can feel more personal and authoritative than a text, especially when the apparent sender is a senior official. But a familiar voice, caller ID, profile name, photograph, or writing style is weak evidence of identity when used alone. Poor reception, compression, illness, or multilingual speech can also make a genuine voice sound unusual; an odd artifact alone does not prove AI generation. High-consequence decisions should not depend on voice recognition alone.

Why Signal encryption does not verify who sent a message
Signal’s end-to-end encryption protects message contents in transit between participants; it does not certify that a profile name belongs to the real-world person it claims to represent. A convincing voicemail delivered through a legitimate encrypted channel can still be fraudulent. The reported attack exploited identity and trust, not a demonstrated failure of Signal’s encryption.

An official may genuinely use Signal or a personal device, but that fact alone does not authenticate every account or message claiming to be from them. Verify through a known government number, a trusted and current official directory, or another previously established channel—not by using contact details supplied in the suspicious message.

How officials and organizations should respond
Verify through an independent route
- Call a number already stored in an approved directory or independently looked up in a trusted, current directory.
- Confirm through a separate, previously established government channel or a second trusted contact.
- For sensitive actions, use organization-managed accounts or established authentication procedures. Video confirmation may help, but should not be the sole check for a high-consequence request.
- Use prearranged challenge phrases only if they are secret, rotated, and never sent in the same channel being verified.
Slow down unusual or urgent requests
Escalate requests for passwords, one-time authentication codes, account recovery, sensitive diplomatic or operational information, money, or gift cards. Treat requests to move to a new platform, keep the exchange secret, or bypass normal staff and approvals as warning signs. Rank and urgency do not replace normal verification.
A known-number callback is quick, but it is only useful if the number is current and has not been compromised. An official directory is stronger than caller ID or a profile name if the directory itself is trustworthy. Two-person approval reduces reliance on one person’s judgment but can slow urgent work; organizations should define which requests require it before an incident occurs.
Preserve evidence and report promptly
- Save the message and voicemail, profile details, timestamps, phone numbers, and email headers where available.
- Record whether anyone replied, opened a link, or shared information; do not delete the original evidence before security personnel can capture it.
- Notify the organization’s security team and warn relevant staff or contacts so the same identity is not used against them.
- The cable instructed State Department personnel to report attempts to the Bureau of Diplomatic Security and advised non-State Department officials to notify the FBI’s Internet Crime Complaint Center. Other readers should report suspected impersonation to their platform, employer security team, and the appropriate law-enforcement or fraud-reporting agency.
How this fits a wider pattern
The Rubio case appeared amid broader warnings about AI-assisted impersonation. The FBI had warned of text-and-voice messaging campaigns posing as senior U.S. officials and targeting officials, associates, and contacts. Contemporaneous reporting also described an AI-assisted impersonation scheme targeting White House Chief of Staff Susie Wiles. These incidents show a recurring social-engineering risk, but they do not establish that the same actor was responsible. The Rubio episode also followed other government communications-security controversies; those provide context, not evidence about this campaign’s operator.

What the incident says about communications security
The central weakness exposed by an impersonation attempt is procedural: people need a dependable way to verify identity when a message asks them to act. Organizations can reduce risk with current trusted-contact directories, clear rules for out-of-band confirmation, separate approved channels for sensitive work, dual approval for consequential requests, staff training, and an incident process that preserves evidence and alerts contacts quickly. No single cue—an encrypted app, familiar voice, government-looking name, or urgent tone—should stand in for that process.
