If Photoshop’s entire Tools panel is gone, choose Window > Workspace > Essentials (Default), then Window > Workspace > Reset Essentials if it is already selected. If the panel is visible but tools are missing, choose Edit > Toolbar > Restore Defaults. These desktop fixes address the most common workspace and toolbar customisation problems; the correct step depends on what disappeared.
First identify what is missing
Photoshop’s interface has separate elements: the Tools panel, Options bar, application bar, document window and panels such as Layers, Properties and History. A missing right-side panel is not the same problem as a missing toolbar. Adobe’s workspace overview explains these distinctions.

Restore the full toolbar in desktop Photoshop
1. Switch to the Essentials workspace
- Open the workspace selector in Photoshop’s application bar.
- Choose Essentials or Essentials (Default).
- If Essentials is already active, choose Window > Workspace > Reset Essentials.
- Check whether the Tools panel has returned.
Restoring Essentials can bring back the default toolbar and other interface elements. It also changes panel positions and other workspace arrangements, so it may disrupt a carefully organised layout. Adobe documents this process in Restore workspaces in Photoshop.
2. Relaunch before escalating
If the interface does not redraw correctly after the workspace reset, save your work, quit Photoshop completely and reopen it. If the Tools panel is still absent, continue to the preference-reset section rather than reinstalling immediately.

Restore missing or rearranged tools
Use Restore Defaults
- Choose Edit > Toolbar.
- In the Customize Toolbar dialog, select Restore Defaults.
- Select Done.
- Confirm that the expected tools appear in the main toolbar.
This restores Photoshop’s default tool arrangement, but it removes your custom toolbar ordering. Adobe’s current instructions are in Customize the toolbar in Photoshop.
Move one tool from Extra Tools
If you want to preserve the rest of your custom arrangement, open Edit > Toolbar and look in the Extra Tools column. Drag the missing tool into the Toolbar column, then select Done. The same dialog can save or load a toolbar preset and clear tools. Adobe describes this arrangement in Tools missing from the toolbar.

Check grouped tools
A tool may still be present but nested with related tools in one toolbar slot. Look for a small triangle on a tool icon, then click and hold (or right-click where your release supports it) to reveal the group. If you cannot locate the tool, use Edit > Toolbar instead. Group presentation can vary by Photoshop version, workspace and customisation.
Why tools can disappear after a Photoshop update
Adobe documents a specific post-update case: Photoshop may retain an older toolbar or preference configuration that does not include newer tools, such as the Frame Tool or Object Selection Tool. The installation can contain the tool even though the saved layout does not show it. Restoring toolbar defaults or resetting Essentials replaces that older arrangement. This does not mean every missing tool is caused by an update; customisation and workspace changes are also documented causes.

Find a tool when you know its name
- Press Command + F on macOS or Control + F on Windows.
- Enter the tool’s name in the Discover panel.
- Select the result to identify and activate the tool.
Discover can locate or activate a tool, but it does not repair a damaged toolbar configuration. Adobe includes this method in its basic Photoshop troubleshooting guidance.
Photoshop on the web uses different controls
Do not apply the desktop menu paths to Photoshop in a browser. Open the main menu, choose Settings, and use the Toolbar settings. To restore the broader browser interface, choose Reset interface to default. Adobe’s web-specific instructions are in App settings and preferences in Photoshop on the web.

Reset Photoshop preferences only as a last resort
A corrupted or stale preference file can preserve a broken interface after workspace and toolbar resets. Preference reset is more destructive because it can remove customised workspaces, actions, brushes, presets and other settings. Back up those items first.
Reset preferences on quit
- On Windows, choose Edit > Preferences > General. On macOS, choose Photoshop > Settings > General.
- Select Reset Preferences On Quit.
- Select OK, quit Photoshop and launch it again.
Reset while launching
- Close Photoshop completely.
- Hold Alt + Ctrl + Shift on Windows, or Option + Command + Shift on macOS.
- Launch Photoshop and confirm deletion of the Adobe Photoshop Settings file when prompted.
Manual reset after making a backup
- Close Photoshop.
- Copy the settings folder to a safe location.
- Rename or delete the original settings folder.
- Relaunch Photoshop so it creates fresh preferences.

What not to do first
- Do not reinstall Photoshop before trying a workspace or toolbar reset. Reinstallation may leave the problematic preference files untouched.
- Do not delete preferences without backing up custom settings.
- Do not assume a missing tool was removed from Photoshop; check Extra Tools, grouped slots and Discover first.
- Do not use desktop instructions for Photoshop on the web.
If the toolbar is still missing
Record your Photoshop version, operating system, desktop or web edition, selected workspace, and whether Restore Defaults changed anything. Note whether the issue affects only one user account and whether other interface elements or performance are also affected. Use Adobe’s general troubleshooting steps and support channels for problems that persist after a backed-up preference reset.
Adobe’s desktop documentation used here was updated in 2026, but labels can differ in older Photoshop versions, CS6, beta builds and localised interfaces. Follow the path visible in your release.
