If someone tells you to open the “Microsoft Volume Licensing Center,” first identify the organization’s licensing program. Microsoft no longer operates the Volume Licensing Service Center (VLSC): it retired in April 2024. Classic volume licensing agreements are now managed in the Microsoft 365 admin center, while customers with a Microsoft Products and Services Agreement (MPSA) use Microsoft Business Center.
That distinction determines where you sign in, which agreements you can see, and whether you can download software or retrieve product keys.
Which Microsoft licensing portal should you use?

Do not treat Microsoft Business Center as the new name for every VLSC function. Business Center is a separate portal primarily for MPSA customers. Similarly, purchases made through CSP, Microsoft Customer Agreement, OEM, retail, and other channels may not appear as classic volume licensing contracts.

Microsoft’s former VLSC page confirms that VLSC was retired in April 2024. Current menu labels can change, but the classic volume licensing path documented by Microsoft is Billing > Your products > Volume licensing in the Microsoft 365 admin center.

What happened to VLSC?
The Volume Licensing Service Center was the traditional site for viewing agreements, downloading licensed products, finding keys, and managing Software Assurance benefits. It is now legacy information, not a current sign-in destination.
Older tutorials may still tell you to choose Downloads and Keys > Licensed Downloads. Those instructions describe the retired interface. For classic volume licensing, use the Volume licensing area of the Microsoft 365 admin center instead. Microsoft explains the current migration in its volume licensing agreement guidance.
What you need before signing in
Portal access is controlled by a dedicated volume licensing assignment. You generally need:
- A work or school identity associated with the agreement.
- The correct Microsoft Entra ID or organizational account.
- A volume licensing role for the relevant agreement or License ID.
- The correct Microsoft cloud environment, particularly for government customers.
A Microsoft 365 Global Administrator role does not automatically grant access to the Volume licensing pages. A person can be a Global Administrator and still see no licensing contracts until the agreement’s VL Administrator, partner, or seller assigns an appropriate VL role.
Use the same work identity to which the permission was assigned. A personal Microsoft account, a different tenant, or a different business address can make a valid agreement appear to be missing.

How to sign in for the first time
- Look for a Microsoft notification from
[email protected]with the subject “Permission changes for Microsoft Volume Licensing contracts.” - Use the Microsoft 365 admin center sign-in link in the message.
- Sign in with the work identity associated with the assignment.
- Open Billing > Your products.
- Select the Volume licensing tab.
- Open Contracts and review the License IDs available to you.
For later agreements associated with the same business email, Microsoft may not send another welcome message. Those agreements may appear automatically in Billing > Your products > Volume licensing > Contracts if your identity has permission for them.
Government cloud users
There is no single sign-in URL for every Microsoft customer. Commercial and GCC customers use the public-cloud Microsoft 365 admin center. GCC High and Department of Defense customers use their respective government environments:

A public-cloud identity and a GCC High identity are not interchangeable. Use Microsoft’s current sign-in documentation for your environment.
Understanding License IDs
A License ID identifies a particular volume licensing agreement or licensing relationship. It is the organizing key for contract details, orders, license summaries, downloads, product keys, and user assignments.
Access is often scoped to individual License IDs. For example, a consultant might have access to a parent company’s agreement but not an acquired subsidiary’s agreement. Seeing one contract does not prove that you can see every agreement owned by the organization.

When contacting Microsoft or a licensing partner, record the relevant License ID, organization name, business email address, and sign-in identity. These details make missing-contract investigations much faster.

The Microsoft 365 admin center uses task-specific roles. The available functions also vary by agreement and product.

Follow least privilege. Give a deployment technician Download, an audit user Licensing Info Viewer, a key-management specialist Product Keys, and a finance employee Invoice Reader. Reserve VL Administrator for people who must manage users and agreement access. Microsoft documents these roles in its guide to volume licensing user roles.
View contracts, orders, and license summaries
- Sign in to the appropriate Microsoft 365 admin center.
- Go to Billing > Your products.
- Select Volume licensing.
- Open Contracts.
- Select the relevant License ID.
- Review agreement information, orders, license summaries, keys, and assigned users available to your role.
Some cards or links may be absent because of your role, the agreement type, or the products purchased. The contract-management documentation describes the current views.
Download a volume-licensed product
- Open Billing > Your products.
- Select the Volume licensing tab.
- In Products and services, select View downloads and keys.
- Search for or select the product.
- Choose Downloads.
- Select the required language and operating-system type.
- Use the download action or download icon.
- Save the EXE or ISO and confirm that the edition and architecture match your deployment plan.
An EXE is generally intended for installation on the downloading computer. An ISO represents installation media that can be mounted, written to media, or distributed for installation elsewhere. Products are not necessarily available in every language, format, edition, or operating-system type. Pop-up blockers can also prevent a download window from opening. Find and export product keys
- Go to Billing > Your products > Volume licensing.
- Select View downloads and keys.
- Search by product name or use the category filters.
- Select the product and open the Keys tab.
- Choose the relevant License ID.
- Copy an individual key or export accessible keys to CSV when that option is available.
Key details can include the License ID, organization, key type, activation or seat information, and OSA status. Microsoft’s product-key guidance also notes that some products do not require a key.
MAK, KMS, and generic setup keys
- MAK: A Multiple Activation Key normally supports a defined number of activations.
- KMS host key: Used to activate a KMS host with Microsoft’s activation infrastructure; it is not simply a workstation key.
- Generic volume-license setup key: Some products use a setup key that does not independently activate the installation.
- No-key workflow: Some products use sign-in, subscription activation, or another licensing process.
The correct method depends on the product, edition, deployment design, and agreement. Do not use a KMS host key as if it were a client activation key.
Manage users and access
A VL Administrator can add users and assign roles for specific License IDs. Access is not necessarily organization-wide: one user may have Download access to a production agreement and no access to a subsidiary’s contract.
When an employee, contractor, or reseller contact leaves, remove the user’s volume licensing permissions. Microsoft states that removing a user removes the VL permissions assigned across the applicable License IDs. Keep an internal record of License IDs, administrators, role assignments, renewal contacts, and the location of exported reports—but store product keys securely and do not circulate them unnecessarily.

If the organization has an MPSA, do not search for it in the classic Volume licensing Contracts page. Use Microsoft Business Center.

- Confirm that the agreement is an MPSA.
- Ask the designated Purchasing Account Administrator to locate the registration invitation.
- Sign in with the invited work account.
- Use Business Center to view licensing information, agreements, order history, downloads, keys, cloud services, users, and reports.
If the Purchasing Account Administrator cannot find the invitation, Microsoft says the organization can ask its Microsoft licensing partner to resend it. Business Center is not a universal replacement for all Microsoft purchases, and it does not make CSP, OEM, retail, or unrelated subscriptions appear as MPSA records.
Access is not the same as entitlement
Volume licensing administration has four separate questions:
- Can I see the product? This is a portal-permission question.
- Can I download it? This depends on your role, product availability, and catalog options.
- Is it licensed under this License ID? This is an agreement and entitlement question.
- Can I activate it using the intended method? This depends on the product, edition, key type, and activation infrastructure.
A visible key or installer is not a license calculator and does not automatically establish the right to deploy the software. For contractual interpretation, consult the agreement, Microsoft licensing documentation, your reseller, or a qualified licensing specialist.
Troubleshooting missing agreements, downloads, and keys

If the contract is missing
- Confirm that you used the identity that received the assignment.
- Check the correct tenant and government-cloud environment.
- Ask whether your role covers that specific License ID.
- Allow time for a newly processed agreement to appear.
- Confirm that the purchase was made through a covered volume licensing program.
- Check whether it is an MPSA that belongs in Business Center.
If no administrator remains, contact Microsoft Volume Licensing support. Be ready with the License ID, business email on the agreement, and the sign-in ID used for the admin center.
If activation fails
Verify the product name, edition, architecture, License ID, key type, and intended activation method. Common mistakes include using a KMS host key on a client, using a key from another agreement, deploying an edition that does not match the entitlement, or expecting a subscription product to activate with a traditional key.
A practical governance checklist
- Record every active License ID and the agreement it belongs to.
- Assign the smallest role needed for each job.
- Limit product-key access to designated administrators.
- Separate procurement, audit, deployment, and billing responsibilities where practical.
- Remove departing employees and vendors promptly.
- Verify entitlement before installing software, not only after activation fails.
- Use the License ID when escalating a portal or contract problem.
- Do not buy or share “cheap” third-party volume-license keys; they are intended for the organization and agreement under which they were issued.
When to contact Microsoft or a licensing partner
Escalate when no active administrator can grant access, contract data is incorrect, an agreement remains absent after identity and portal checks, or the activation and entitlement position is unclear. Microsoft support can investigate account and portal access. A licensing partner can help with agreement selection, renewals, reconciliation, and complex licensing scenarios. Neither a portal download nor a product key alone resolves the contractual question of where and how software may be used.
For current program information, start with Microsoft Volume Licensing and the relevant Microsoft Learn documentation, because the Microsoft 365 admin center interface and labels may change.
