If your iPhone keeps returning to Agree to Terms and Conditions after an iOS 26 update, do not erase it yet. The prompt may be for an Apple Account or iCloud agreement rather than the iOS software license, and Apple’s documented advice for the “Cannot Complete Action” iCloud-terms error is to update to the latest available iOS version. When that update is the part that will not proceed, try these fixes in order, starting with the least disruptive.
First identify the screen: a looping agreement or “Cannot Complete Action” alert is different from an Apple logo with a progress bar. A progress bar can look stationary while an update is working, so leave the iPhone connected to power and give it time before treating it as frozen. Apple explains that update progress can move slowly or appear static.
Try these five fixes in order: force-restart the iPhone; retry on reliable Wi‑Fi and check Apple’s service status; accept the pending agreement on another trusted Apple device or iCloud.com; delete and redownload the iOS update; then update through a Mac or PC. Back up the iPhone before using a computer, choose Update rather than Restore, and reserve recovery mode for a device that will not start or update normally.

The wording helps distinguish an account-agreement problem from a software-installation problem. You might see “Agree to Terms and Conditions,” “To use iCloud on this iPhone, you must accept the new Terms and Conditions,” “Cannot Complete Action,” or “Your account could not be updated due to an error.” “No Internet Connection” during Apple Intelligence setup is another possible account or connectivity prompt.

These messages do not, by themselves, mean your Apple Account is compromised or that the iPhone needs a factory reset. They can mean the phone cannot complete a request to an Apple account service. Apple treats iCloud terms errors separately from ordinary update errors and says to install the latest available iOS version for the specific “Cannot Complete Action” message. If you see the Apple logo and a progress bar instead, do not keep tapping the screen or force-restart immediately. A slow or apparently unchanged bar can still be working. Keep the phone connected to power and wait; if the screen remains unresponsive or the progress does not move for an extended period, use the separate recovery-mode guidance below.
Fix 1: Restart the iPhone, then try again
If Settings responds, close it, reopen it, connect the phone to Wi‑Fi, and try accepting the agreement once. Avoid repeated taps while the request is loading. If the screen itself is unresponsive, force-restart the phone. A force restart does not erase personal data.
- iPhone with Face ID, iPhone 8 or later, and iPhone SE (2nd generation or later): Quickly press and release Volume Up, quickly press and release Volume Down, then press and hold the Side button until the Apple logo appears. You may need to hold the Side button for longer than 10 seconds.
- iPhone 7 or 7 Plus: Hold the Side button and Volume Down together until the Apple logo appears.
- iPhone 6s or earlier: Hold the Home button and the Side or Top button together until the Apple logo appears.
After the restart, reconnect to Wi‑Fi and return to the agreement screen. Apple’s force-restart instructions include model-specific details.

Fix 2: Retry on a reliable network and check Apple services
Agreement acceptance and iOS downloads both depend on reaching Apple’s services. A phone may load ordinary webpages yet fail to reach an account or update endpoint, so a working Safari page does not rule out a network issue.
- Connect to a trusted home or office Wi‑Fi network. Avoid hotel, airport, school, or café Wi‑Fi that may require signing in through a captive portal.
- Temporarily turn off a VPN or filtering app, then retry. Re-enable it afterward if it was not the cause.
- Open Safari and confirm the network is actually online. If needed, restart the router or try another trusted Wi‑Fi network.
- Check Apple System Status for Apple Account, iCloud, software-update, or activation service issues. A listed outage is a reason to wait and retry; an all-green status does not prove that the problem is on your iPhone.
Keep the iPhone connected to power. Apple recommends Wi‑Fi for downloading updates and trying another network when an update cannot be reached or verified. Apple’s update troubleshooting guide covers network and download checks.
If the agreement still fails on more than one network, move on rather than permanently changing DNS, removing security software, or altering router settings. Do not use a Personal Hotspot as the only internet connection for a computer-based update; use Wi‑Fi or Ethernet for the computer.

If the iPhone’s agreement page is blank or loops, try checking for a pending agreement on another Apple device already signed in to the same Apple Account. You can also sign in to iCloud.com from a trusted browser and see whether it presents an agreement to accept.

- Use only Apple devices, Apple apps, or Apple’s real websites. Do not enter your Apple Account password on third-party “unlock” or “activation” sites.
- Accept any agreement that Apple presents on the other device or at iCloud.com.
- Restart the affected iPhone, reconnect it to Wi‑Fi, and check whether its prompt clears.
This is a user-reported workaround, not an Apple-guaranteed procedure. Some users report that accepting terms elsewhere clears the prompt after the account state syncs, but it may not resolve every case. Apple Support Community discussion.
If the iPhone still asks, check other devices on the account for a pending agreement and then continue to the update steps. Do not sign out of iCloud as an early experiment: signing out can affect locally synced services and may require passwords or verification codes to sign back in.
Fix 4: Delete the downloaded update and download it again
An incomplete or damaged update package can prevent an update from finishing. Deleting the downloaded package is not the same as erasing the iPhone: it removes the update file, not your photos, messages, or other personal data.
- Open Settings → General → iPhone Storage.
- Find the iOS update in the list and tap it.
- Tap Delete Update.
- Return to Settings → General → Software Update and download the update again.
Keep the phone on reliable Wi‑Fi and connected to power while downloading and installing. If there is not enough free space, check Settings → General → iPhone Storage; Apple lists storage as a common update issue and offers Offload Unused Apps to remove apps while preserving data that can be downloaded again. Do not delete important photos or files unless you know they are backed up.

The update will not appear in iPhone Storage if it was never fully downloaded, or if the problem is not the update package. In that case, retry Software Update or move to a computer. Apple’s instructions for deleting and redownloading an iOS update.

A computer can install an update when the wireless update flow in Settings will not complete. Back up the iPhone first if possible, use a reliable cable and USB port, and keep the computer connected to Wi‑Fi or Ethernet. Select Update when available; do not select Restore unless you are prepared to erase the phone.
On a Mac with macOS Catalina or later
- Connect the iPhone to the Mac with a USB cable and open Finder.
- Select the iPhone in the Finder sidebar. Unlock it and enter its passcode if prompted.
- Open the General tab, then click Check for Update.
- Choose Download and Update and follow the prompts.

On Windows, or an older Mac using iTunes
Use the Apple Devices app on Windows where available. If your setup uses iTunes, open it, connect the iPhone, click the device button, choose Summary, then select Check for Update and Download and Update. Apple’s current troubleshooting guidance refers users to Apple Devices or iTunes depending on their setup. Apple’s update-error guidance and iTunes update steps.
If the computer does not recognize the iPhone, try another cable or USB port, avoid an unreliable hub, and make sure the computer’s software is up to date. If the goal is to preserve data, do not mistake Restore for Update: Apple says Restore reinstalls iOS and erases the iPhone. Apple’s recovery and restore guidance.

If the iPhone is stuck on the Apple logo
This is different from a Terms and Conditions loop. If the Apple logo has a progress bar, leave the device on power while it works; Apple notes that the bar can move slowly or look static. Recovery mode is a later step for cases such as an Apple logo without a progress bar for several minutes, a Connect to computer screen, repeated recovery failures, or a computer that cannot update the device normally.
For iPhone 8 and later, including iPhone SE (2nd generation and later:
- Connect the iPhone to a Mac or PC and open Finder or Apple Devices (or iTunes on a setup that uses it).
- Quickly press and release Volume Up, then quickly press and release Volume Down.
- Press and hold the Side button until the Connect to computer screen appears.
- When the computer offers options, choose Update first if available. Update attempts to reinstall iOS without erasing data.
Recovery-mode button combinations differ on older iPhone models; follow Apple’s model-specific instructions. If Update fails and Restore is the only option, stop before proceeding unless you have confirmed a backup or understand that Restore erases the iPhone. Contact Apple Support if you are unsure.

- Do not erase or restore the iPhone as a routine fix. Restore erases its contents and is not the normal first response to an iCloud-terms prompt.
- Do not sign out of iCloud just to see if it helps. It can complicate syncing and authentication without addressing the update failure.
- Do not reset network settings unless simpler network tests fail. A network reset removes saved Wi‑Fi networks and passwords, and it is not a guaranteed fix for account terms.
- Do not assume the iOS 26 release itself caused the issue. The visible prompt may be related to account authentication, iCloud, connectivity, available storage, or an update package.
When to contact Apple
Contact Apple Support if the agreement remains blocked after these steps, the account cannot authenticate, the computer cannot update the iPhone, or recovery mode fails. Seek service if a required button is broken or the device cannot enter recovery mode. If a relevant Apple service is experiencing an outage, wait for it to recover and retry before erasing the phone.
