4 PM News was blocked on YouTube in India twice. The first restriction began on April 29, 2025, but the Centre withdrew that order and the channel was unblocked on May 13. A separate blocking action followed in March 2026. On May 5, 2026, the Delhi High Court ordered restoration of the channel after the disputed videos were temporarily suspended, while leaving the underlying legal and factual issues unresolved.
This is therefore not a straightforward story of a permanent ban. It involves two separate government-directed restrictions, different legal proceedings and a court-ordered restoration subject to conditions.
The short answer

What happened in April 2025?
On April 29, 2025, YouTube displayed a country-specific notice saying that the 4 PM News channel was unavailable in India because of a government order concerning “national security or public order”. The notice did not identify the specific videos, allegations or reasoning behind the order. Scroll.in reported the original blocking and YouTube notice.
The channel’s editor-in-chief, Sanjay Sharma, characterized the action as an attempt to suppress what he described as a strong democratic voice under the pretext of national security. That was the channel’s characterization, not an established judicial finding.

The Editors Guild of India said it was deeply concerned about the restriction and warned that unexplained takedown decisions involving news organizations could create a chilling effect on journalism and public discourse. Its concern focused on transparency and accountability; it did not determine whether the channel’s content violated any law. Read the Editors Guild response.
The 2025 Supreme Court challenge
The channel’s petition challenged the blocking process and questioned the absence of notice, hearing and disclosure of the order. The petition sought production and quashing of the blocking direction and also raised issues concerning provisions of the Information Technology (Procedure and Safeguards for Blocking for Access of Information by Public) Rules, 2009, including confidentiality and procedural safeguards. On May 13, 2025, the Centre informed the Supreme Court that it had withdrawn the order and that 4 PM News had been unblocked. Withdrawal restored access, but it did not automatically settle every legal question raised by the petition. LiveLaw reported the withdrawal.

Why there was another block in March 2026
The March 2026 action was a separate episode, even though it involved the same channel and publisher. The Delhi High Court’s judgment records that YouTube notified the petitioners on March 12 that MeitY had directed blocking under Rule 16(2) of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

The petitioners also said they received communications concerning 27 videos. The court later referred to 26 videos as objectionable or offending in its balancing order. These figures are not necessarily contradictory: 27 emails or video-related notifications were reported, while the court’s operative reasoning identified 26 videos.
What reasons did the Centre give in 2026?
Before the Delhi High Court, the Centre said that an Inter-Departmental Committee had examined the material and concluded that it should not remain publicly accessible. The government alleged that the content was detrimental to India’s national security, sovereignty and public order.
Separate reporting described the Centre’s submissions as involving alleged “anti-India narratives”, destabilising information, terrorism and internal-security concerns, as well as alleged digital lobbying. These descriptions should be understood as allegations or submissions attributed to the government—not as facts finally established by the court. LiveLaw reported the Centre’s position.

What exactly did the Delhi High Court order?
The High Court said it was not entering into the final legal issues raised by the petition. Instead, it balanced the government’s stated concerns with the publisher’s right to operate and directed a temporary arrangement:
- The petitioners were to appear before the Inter-Departmental Committee.
- The IDC was to identify the allegedly objectionable material.
- The petitioners were to receive sufficient time to explain or justify that material.
- YouTube was to temporarily block or suspend the disputed videos.
- After that temporary suspension, the channel was to be restored.
- Further action was left subject to the IDC or another appropriate authority’s final adjudication.
- Recommendations concerning further action were to be supplied to the petitioners.
- The Ministry of Information and Broadcasting could monitor subsequent material and act according to law.
The practical meaning is important: restoring the channel did not necessarily restore every video. The channel could become viewable again while particular videos remained temporarily unavailable. The order also did not declare that the government’s allegations were true, false, lawful or unlawful on the merits. Read the Delhi High Court judgment.
Is 4 PM News permanently banned?
The cited court record does not support describing 4 PM News as permanently banned. The 2025 order was withdrawn. The 2026 channel-level restriction was followed by a restoration direction, conditional on temporary suspension of the disputed videos.
However, the available record also does not establish that every disputed video was permanently restored or that the government’s case was finally rejected. The latest responsibly verifiable position in the supplied record is that the channel was ordered restored, while the status of the individual videos and the final merits remained subject to further proceedings.

Government blocking versus a YouTube termination
A country-specific government restriction is different from a normal YouTube community-guidelines termination.
- Geographic scope: “Blocked in India” does not by itself mean that the channel was removed worldwide.
- Decision-maker: The notice referred to a government order, rather than stating that YouTube had independently terminated the channel under its ordinary platform rules.
- Content scope: A channel can be restricted while individual videos are separately identified for suspension.
- Legal process: Government blocking directions and platform enforcement can involve different procedures, grounds and remedies.
Readers should therefore not treat a notice mentioning “national security or public order” as equivalent to a copyright strike, a community-guidelines strike or a global deletion.

The dispute brings four interests into conflict. The state claims authority to restrict material it considers threatening to national security, sovereignty or public order. The publisher asserts its right to speech and journalism. The public has an interest in knowing why news content has been restricted. YouTube, as the intermediary, must decide how to implement a government direction within its service.
That conflict makes procedural safeguards significant. A government may rely on confidential material in security-related cases, but a publisher cannot meaningfully challenge an order if it receives no usable explanation of the allegations or the content at issue. On the other hand, the government argues that disclosure may undermine security interests or the effectiveness of restrictions.

The 2025 petition’s discussion of the 2009 Blocking Rules and the 2026 proceedings’ reference to Rule 16(2) of the 2021 Intermediary Rules should not be collapsed into one identical legal process. They relate to separate blocking episodes and different procedural contexts.
What remains unresolved?
- Whether the full 2026 blocking order and underlying reasons will be disclosed to the publisher.
- Whether the IDC or another authority will issue a final decision after the process directed by the High Court.
- Whether all of the disputed videos will remain unavailable, be restored or face a different final restriction.
- Whether the courts will ultimately resolve the broader challenge to procedural safeguards in government blocking decisions.
- Whether a later restriction could be issued if authorities identify concerns in subsequently published material.
Until a later final order or verified platform update answers those questions, the most accurate description is: 4 PM News was blocked twice, the first order was withdrawn, and the second channel-level restriction was followed by conditional restoration.
How to read a YouTube government-block notice
When YouTube shows that a channel or video is unavailable because of a government order, check four details before drawing conclusions:
- Location: Is the restriction limited to India or described as worldwide?
- Authority: Does the notice refer to a government order, or does it cite a YouTube policy?
- Scope: Is the entire channel unavailable, or only specific videos?
- Status: Is the restriction temporary, withdrawn, restored subject to conditions or the result of a final decision?
In the 4 PM News case, those distinctions change the story. The 2025 notice was India-specific and was followed by withdrawal of the order. The 2026 proceedings involved a new government direction and specific videos, followed by a High Court restoration order that left the final dispute open.
