There is no universally best or cheapest SMS API. The right choice depends on your destination countries, sender-registration rules, message volume, channel mix, fraud controls and the complete delivered cost per message segment. The twelve services below are a practical shortlist—not a verified head-to-head ranking. Confirm current country coverage, documentation and rate cards before committing.
How to choose an SMS API
Start with the destinations and message types you actually send. A provider that is inexpensive for US application-to-person (A2P) traffic may be more expensive in the UK, Germany, Singapore or Indonesia, or may require a different sender identity. AWS notes that destination-specific origination identities can be required and that pricing varies by country, region and sometimes carrier (AWS SNS SMS pricing).
Compare delivered cost, not the headline rate
- Per-segment message charges: long messages can be split into multiple billable segments.
- Carrier fees and country-specific surcharges.
- Number rental, sender registration, campaign or 10DLC fees.
- Verification fees if you use a managed OTP product instead of a raw SMS API.
- Volume discounts, minimum commitments, taxes and currency conversion.
Twilio describes charges by phone number, message segment and applicable carrier fees (Twilio Messaging Pricing). Telnyx likewise applies rates per message part and publishes carrier-specific fees (Telnyx SMS API Pricing). Build a monthly model using your real destination mix and average message length.
Check operational fit
- Coverage and identity: verify every destination, sender type, registration lead time and opt-out requirement.
- Delivery evidence: look for delivery receipts, error codes, webhook reliability and route transparency. Do not treat vendor-authored performance claims as independent benchmarks.
- Integration: check SDKs, REST documentation, inbound messaging, webhooks, retries and support for your cloud stack.
- Channels: decide whether SMS alone is enough or whether you need MMS, WhatsApp, RCS, voice or a unified inbox.
- Compliance and security: review consent, STOP handling, sender registration, data residency, access controls and fraud prevention.

These candidates are drawn from comparisons by Authgear, textbee.dev and Sinch, plus the official Twilio, Telnyx and AWS pages linked above. Those sources do not establish a standardized, independent performance test across all twelve.
Pricing: why “cheapest” changes by destination
Authgear’s July 23, 2026 comparison gives representative base rates for Twilio, Bird and Plivo in the UK, Germany, Singapore and Indonesia, explicitly excluding carrier surcharges. The cheapest of those three changes by destination, so the figures cannot be used as a global winner. Sinch’s 2026 vendor article reports US 10DLC prices of roughly $0.004 to $0.0083 per message among providers it examined, plus monthly number fees; that is a dated provider comparison, not a market-wide statistic.
For a realistic estimate, multiply expected segments—not just messages—by each destination’s outbound rate, then add carrier, number, registration and platform fees. Model retries separately: a failed API request may be free at one provider but a successfully submitted message can still incur a charge even if the handset is unreachable, depending on the provider’s terms. Ask sales or support how delivery receipts, filtering and fraud-related traffic are billed.

Raw SMS API or dedicated verification product?
For order updates, reminders and support replies, a raw messaging API is usually the flexible foundation. OTP is different: managed products such as Twilio Verify and Vonage Verify add code generation, verification state, rate controls and fraud features, generally with a per-verification fee. Compare that fee with your engineering and abuse-prevention cost before choosing.

Implementation and compliance checklist
- Inventory traffic: list OTP, transactional alerts, marketing messages and inbound replies separately. They can have different consent and sender requirements.
- Map destinations: record country, carrier, sender type, local registration, throughput and opt-out rules for each market.
- Request an exact quote: provide monthly messages, average characters, segments, number of senders, traffic peaks and expected inbound volume.
- Design delivery handling: persist provider message IDs, process delivery-status webhooks idempotently, and classify permanent versus retryable errors.
- Protect users: enforce OTP attempt limits, expiration, replay protection and per-number throttling. Never log full codes unnecessarily.
- Handle consent: maintain evidence of opt-in, honor STOP/HELP flows, identify your sender clearly and separate promotional traffic from transactional traffic.
- Load-test safely: use provider test credentials or approved destination numbers; do not generate unsolicited traffic.
- Reconcile invoices: compare API usage, segments, carrier fees, rented numbers and registration charges with the provider invoice.
Common failure modes and fixes
Messages are rejected before sending
Typical causes are an unregistered sender, an unsupported destination, invalid international formatting or content restrictions. Confirm the country-specific sender requirement and use the provider’s documented error code rather than retrying blindly.
Delivery is delayed or never arrives
Check delivery receipts, carrier filtering, handset reachability, quiet-hour policies and whether your message was split into unexpected segments. Compare multiple destinations before blaming the API; a single carrier route can fail while others work.

The bill is higher than expected
Inspect segment counts, carrier surcharges, rented numbers, campaign fees and retries. Recalculate with the exact sender type and destination. A quoted base rate that excludes carrier fees is not your delivered cost.
OTP traffic is being abused
Add per-account, per-IP and per-number limits, exponential backoff, CAPTCHA or risk scoring where appropriate, and spend alerts. A verification product may reduce implementation work but does not remove the need for abuse monitoring.

Verify that the number supports inbound SMS in that country, that the webhook URL is reachable over HTTPS, and that signature validation, retries and idempotency are implemented. Confirm whether the provider requires a different number type for two-way messaging.

How to make the final decision
Shortlist two or three providers that meet your destination and sender requirements. Run the same message-volume model for each, including all fees. Then conduct a controlled pilot covering your highest-volume countries, OTP and transactional templates, delivery webhooks, support response and invoice reconciliation. Keep a fallback route only if the operational and compliance cost is justified; multiple providers also mean multiple sender registrations and monitoring systems.

Should I use WhatsApp or SMS for OTP?
Use the channels your users can reliably receive and your compliance review permits. SMS remains useful for broad reach, while additional channels can improve delivery in some markets; verify country availability and fallback behavior.
How often should SMS pricing be rechecked?
Recheck rate cards and sender requirements whenever you expand countries, change traffic volume or renew a contract. Prices and carrier fees are volatile.
