For most developers and self-hosters, Hetzner Cloud is the best-value cheap VPS in Europe; OVHcloud is a strong alternative if included backups and anti-DDoS matter more than getting the lowest base price. But the right choice depends on your workload—and on the cost of IPv4, backups, VAT, storage and any introductory-price term.
This is a current comparison, not a verified April 2026 price snapshot. Prices and plan details below were checked against provider pages on August 18, 2026. Some pages now show later plan ranges, so those figures should not be read as prices that were available in April. Prices may vary by country, currency, tax status and checkout terms.
“Cheap” here means a low recurring cost for usable resources, not merely the smallest advertised number. As a rough guide, under €5 a month is entry-level; €5–€10 can buy a practical small server; and a production-ready budget can reach €10–€20 once you add IPv4, backups or more storage. Most plans below are unmanaged: you are responsible for the operating system, security, applications and recovery.
Best cheap VPS services in Europe at a glance
The recommendations are workload-based, not benchmark rankings. The dossier does not provide a documented, apples-to-apples performance test across these providers, so vCPU counts and marketing claims should not be treated as proof of equal sustained performance.

Only a few exact figures are sufficiently specified in the available provider-page evidence to quote here. A lower headline price without matching RAM, storage, architecture, IP address, tax and billing term is not a like-for-like comparison.
1. Hetzner Cloud: best overall value for developers and self-hosters
Best for: Linux projects, Docker, small websites, development environments, monitoring and other workloads where you can administer the server yourself.
The listed CX23 is a useful reference point: €3.49 per month for 2 vCPU, 4 GB RAM, 40 GB storage and 20 TB of traffic in EU locations. The same current pricing page lists an Ampere CAX11 at €3.79 per month with the same headline resource quantities. The CAX11 is ARM-based, so do not assume it can run every x86 operating system image, Docker image, game server or proprietary binary.

That is handy for short-lived test servers, but stopping a server is not the same as deleting it: stopped servers continue to incur charges until deleted. A deleted server stops future server usage charges, but outstanding usage and other active resources can still be billed. EU traffic allowances are generous, but public IPv4 is a separate cost rather than an automatic inclusion on every server.
Hetzner offers cost-optimised shared servers, regular-performance shared servers and dedicated-vCPU options. A low-cost shared-vCPU plan is a sensible choice for many small applications; it is not the right comparison for work that needs sustained, predictable CPU time. The provider’s European locations include Germany and Finland. Check the exact location, IP price, backup or snapshot costs, and availability before ordering.
Choose it if: you want strong resources for the monthly price and are comfortable managing Linux. Look elsewhere if: you need managed administration, Windows-first hosting, or dedicated CPU at the cheapest tier. See current Hetzner Cloud pricing.
2. OVHcloud VPS: best when included extras matter
Best for: small production sites and applications where included daily backup and anti-DDoS protection are appealing.
OVHcloud’s current VPS page lists NVMe storage, anti-DDoS protection, daily rolling backups and unlimited traffic. Its visible VPS-1 offer starts at $4.54 per month and lists 2 vCores, 4 GB RAM, 40 GB NVMe and 500 Mbps public bandwidth. The page also advertises public bandwidth up to 3 Gbps across its visible range. These are current page claims, not a verified April 2026 price snapshot: the page labels the range “VPS 2027.” Currency, tax and availability can also differ by market.
OVHcloud says its VPS backups are scheduled daily on a rolling seven-day basis and replicated within the same data centre. That is useful for recovery, but it is not an independent backup strategy. Keep a separate copy of important data, ideally outside the server and its provider account.
Choose it if: the included backup, traffic terms and anti-DDoS offering fit your needs. Look elsewhere if: your priority is maximum RAM or storage for the lowest monthly price. Confirm region, bandwidth, backup terms and checkout total on the OVHcloud VPS page.
3. netcup: best for storage-conscious budget workloads
Best for: personal servers, development, file-heavy projects and other workloads where storage value matters.

netcup lists cloud servers from €4.87 including 19% VAT and describes fixed monthly pricing, with x86 and ARM64 options. Its broader virtual-server page lists offers from €1.83 including VAT, but that is not a safe stand-in for a general-purpose cloud VPS: check the exact product, resources, billing terms and availability rather than buying on the entry figure alone. European locations described by netcup include Germany, Vienna and the Netherlands, though the exact locations available can vary by product.
The purchasing workflow and product families may be less straightforward for a newcomer than a simple cloud-instance catalogue. Also make sure you are comparing like architectures: an ARM64 instance is not interchangeable with an x86 server if your software depends on x86 binaries.
Choose it if: the selected plan’s storage and monthly cost suit your workload and you are comfortable checking product details. Look elsewhere if: you need extensive managed support or a very simple buying process. Start at netcup’s cloud server page.
4. Contabo: best for high advertised capacity per euro
Best for: file storage, media, test environments or multiple lightweight services where a large RAM or storage allocation is more important than peak performance per core.

Contabo is frequently positioned in comparison coverage as offering large resource allocations for the price. That makes it worth checking when capacity is your main constraint, but a high vCPU count or generous RAM figure alone does not establish sustained CPU or disk performance. Results can vary by plan, host node, location and workload; there is no comparable independent benchmark here to settle that question.
Before ordering, check setup fees, recurring and renewal pricing, the traffic policy, backup charges and support terms. If an application needs consistent CPU, low-latency storage or predictable database response, compare those service characteristics rather than choosing by capacity alone.
Choose it if: you have a capacity-heavy workload and can tolerate investigating the exact plan terms. Look elsewhere if: you need assured, consistent performance for a transactional or CPU-intensive production service. See Contabo’s current VPS offers.
5. IONOS: cheapest promotional entry, not necessarily cheapest over a year
Best for: a first VPS, a small business site or a low-cost experiment when a fixed term is acceptable.

That promotion is not a permanent month-to-month price, and the US price may not apply to customers elsewhere. IONOS also advertises full virtualization, root access, unlimited traffic, no setup fees and a 30-day money-back guarantee on its VPS page. These are provider-stated features; confirm the current terms for your market.
For a fair comparison, total the full contract rather than multiplying the promotional price by twelve. Check when the regular rate begins, whether local taxes are added, the cancellation conditions and which server region is available. “Unlimited traffic” does not remove port-speed limits or acceptable-use rules.
Choose it if: the term and renewal price work for you and you value a low initial bill. Look elsewhere if: you want pay-as-you-go billing or no long commitment. Review the offer at IONOS VPS.

6. Scaleway: best for ARM and a wider European cloud platform
Best for: developers who want ARM instances, French hosting options or cloud services beyond a single virtual machine.

Scaleway is a European cloud provider whose range can suit users who want an ecosystem of adjacent services. Comparison coverage identifies locations including Paris, Amsterdam and Warsaw, but check the current calculator for the specific instance and region. Pricing can depend on architecture and on separately charged resources such as IPv4, storage, snapshots or other services.
ARM can be an excellent fit when your software supports it. Before choosing an ARM VPS, verify operating-system images, Docker image architecture, database support and any commercial or game-server binaries your application needs. Do not compare an ARM plan’s headline price with an x86 plan without accounting for compatibility.
Choose it if: the region, ARM support or broader cloud platform is valuable. Look elsewhere if: you only need the lowest-priced x86 server. Check the Scaleway pricing calculator.
7. UpCloud: an infrastructure-focused alternative
Best for: teams and developers who care about the overall infrastructure offering, not just the smallest entry price.

A provider’s infrastructure positioning is not a substitute for checking the specifications and terms of the plan you will actually use.

8. Hostinger VPS: best for website-focused buyers
Best for: WordPress and small website owners who prefer a more website-oriented purchase flow to a raw infrastructure console.
Hostinger is a reasonable alternative for first-time VPS buyers, agencies and website projects. As with other website-hosting offers, distinguish an introductory price from the renewal price and check the billing period required to receive it. Confirm root or administrator access, operating-system choices, backups, IPv4, migration help and the server region rather than assuming they are included.
A website-focused interface can reduce friction, but it may not provide the networking or automation flexibility an experienced self-hoster wants. Also, a VPS is still a server to administer unless the plan explicitly includes managed system administration.
Choose it if: you want a website-oriented option and have verified the renewal terms. Look elsewhere if: you need unusual networking, infrastructure automation or multi-region control. See Hostinger VPS plans.

9. DigitalOcean: best for developer experience
Best for: developers, agencies and teams that value documentation, APIs and a polished workflow.
DigitalOcean is a strong comparator even when the lowest price is the priority: its documentation, API and developer ecosystem may make routine deployment easier. The trade-off is cost. Comparison coverage places a typical 4 GB Droplet substantially above an equivalent low-cost Hetzner plan. The right question is whether the tools and workflow justify the premium for your team.
Include public IPv4, backups, block storage and possible transfer overages in the total. Choose a European region near your users if latency or data location matters. DigitalOcean’s global reach does not make every deployment European by default.
Choose it if: developer tooling and documentation save your team time. Look elsewhere if: you primarily want the most RAM or storage per euro. See DigitalOcean pricing.
10. Vultr: best when location choice matters
Best for: multi-region projects, location-specific testing and deployments where a particular European city matters.
Vultr’s broad location footprint and straightforward instance deployment can make it useful when geography is a requirement. That flexibility may be worth more than the lowest base price for a latency-sensitive service. For a single European server, however, compare the full cost with local specialists: public IPv4, backups and transfer can change the result.
Choose it if: the location selection or deployment model is valuable to you. Look elsewhere if: the project needs only one low-cost EU server and has no location-specific requirement. See Vultr pricing.
How to compare the real monthly cost
Start by defining one configuration that will actually run your application. A useful small-production comparison is Linux, 2–4 vCPU, 4 GB RAM, 40–100 GB SSD or NVMe, one public IPv4 address, 2–5 TB of monthly traffic and optional automated backup. A tiny site or VPN may need only 1–2 vCPU, 1–2 GB RAM and 20–50 GB storage, but it still needs an IP and enough transfer for its traffic.
For each provider, write down the recurring server price and add every required item:
- IPv4: check whether one public address is included, its monthly fee if separate, and whether reverse DNS is available.
- VAT and currency: note whether tax is included, what country’s tax is assumed, and the currency charged. netcup’s cited cloud entry price includes 19% VAT; IONOS’s cited page is a US offer and says state and local taxes apply.
- Backups and snapshots: price the retention you need and check what data is covered. An attached volume may not be included in an image or backup.
- Storage and traffic: compare disk type, capacity, transfer allowance, port speed and overage rules, not just the advertised storage number.
- Term and renewal: distinguish hourly or monthly billing from a required annual term, and include the post-promotion rate.
- Licensing and administration: Windows licensing and managed support can materially raise the bill. Most low-cost cloud VPS offers are self-managed Linux.
This makes the important distinction between an advertised base price and the estimated usable monthly price. Do not compare a promotional plan with an ongoing price, an ARM server with an x86 server, or a machine without IPv4 with one that includes it and call the result an equivalent deal.
Cloud VPS, traditional VPS or managed hosting?
A cloud VPS is commonly billed by usage or by the hour with a monthly cap, and often offers APIs, quick recreation, snapshots and scaling options. A traditional VPS may use a fixed monthly plan and can offer attractive capacity for a server that runs continuously. Those labels describe common models, not a guarantee: read the actual billing and product terms.

An unmanaged VPS gives you a virtual server but leaves operating-system updates, firewall configuration, application maintenance and recovery largely to you. A managed VPS should mean that a provider or service team explicitly takes on agreed system-administration work; round-the-clock support availability alone does not mean they manage the server for you.
Choose shared hosting or managed WordPress hosting instead if you are running a low-traffic brochure site and do not need root access, Docker or custom software. A VPS adds control—and the work of securing and maintaining a server. A platform-as-a-service or serverless product may be a better fit for an application that does not need a persistent, configurable machine.
What “European VPS” should mean
Look at the server’s data-centre location, not the provider’s headquarters. Match the region to your users where practical: a nearer location generally helps reduce network distance, but your application, routing and audience also matter. Check whether your exact plan is offered in that region and whether you can move or recreate the server elsewhere.

A European server does not automatically mean every copy of its data remains in the same country—or even in the same region. Hosting in Europe can help with data-residency and contractual planning, but it does not by itself make a deployment GDPR-compliant. Compliance depends on the data, configuration, access controls, processing arrangements, backups and subprocessors, among other factors.
CPU, storage and traffic: the numbers do not tell the whole story
vCPU count is not a performance guarantee. Shared vCPUs can be suitable for small and bursty workloads, but the amount of sustained CPU time can differ. Dedicated vCPUs are designed for consistently high CPU workloads and are a different product comparison. Where possible, check the provider’s plan description for shared versus dedicated resources and CPU architecture; do not infer dedicated performance from a large advertised vCPU number.
Disk capacity is not disk speed. NVMe or SSD storage is generally a useful specification, but capacity alone says little about I/O performance, and local storage is not the same as separately billed block storage. Do not buy a much larger disk if the real bottleneck is CPU, memory or disk I/O.
“Unlimited traffic” has limits around it. It can coexist with a port-speed ceiling, acceptable-use restrictions, traffic shaping or limits on particular activities. Hetzner’s current page states that EU cloud locations include at least 20 TB of traffic; OVHcloud advertises unlimited traffic on its visible later VPS range. Read the terms for the selected plan and region instead of treating either phrase as a promise of unlimited throughput.

IPv4 and IPv6
IPv4 is a frequent hidden cost. Some services can operate over IPv6 alone, but that is not suitable for every audience or integration. If you need public IPv4, confirm that an address is available, its recurring charge and whether reverse DNS can be configured. Hetzner documents public IPs as separately provisioned resources rather than an automatic inclusion on every server.
Backups and recovery
A daily provider backup helps with some server failures, but should not be your only recovery plan. It may not protect you from an account compromise, deleting the whole project, application-level corruption, corrupted data copied into later backups, a provider-wide incident or suspension. Keep an independent copy and test that you can restore it.
Mail hosting
A low-cost VPS is not automatically a good mail server. Check port 25 restrictions, IP reputation and reverse DNS, then plan SPF, DKIM and DMARC. Shared or recycled IP reputation can affect delivery, and providers can restrict abusive mail. If reliable outbound email matters, a specialist mail delivery service may be simpler.
Windows and ARM
Windows licensing can materially change the cost and may not be offered on every provider or architecture. The prices above are not a Windows comparison. Similarly, ARM can be a good-value choice only if your operating system, containers, databases and other software support it.
Verification and acceptable use
Providers may request account, payment or identity verification and may decline an order. Policies vary, so do not assume a server will be provisioned until the account and plan are approved. Check acceptable-use rules before running public proxies, VPNs, scanners, miners or high-volume scrapers; no provider should be assumed to permit a workload merely because it can run technically. Compromise, spam, phishing and abuse reports can result in traffic restrictions or suspension.
Which provider should you choose?
- Best overall value for a technical user: Hetzner Cloud.
- Best if included backup and anti-DDoS matter: OVHcloud, after checking its current plan range and checkout region.
- Best to investigate for storage-conscious value: netcup; compare Contabo when high advertised RAM or storage is the priority.
- Lowest promotional entry in the cited offer: IONOS, if the one-year term and renewal price suit you.
- Best fit for ARM or a broader cloud platform: Scaleway.
- Best for a website-oriented buying experience: Hostinger.
- Best for developer documentation and tooling: DigitalOcean.
- Best when a broad choice of locations matters: Vultr.
- Infrastructure-focused alternative: UpCloud.
For a small site, VPN, Docker host or database, first choose the architecture, region, RAM and storage the workload needs. Then compare the same monthly configuration with IPv4, tax and any backup you actually require. The cheapest headline price is useful only if the resulting server can run your workload and you can operate it safely.

- Use SSH keys where appropriate, create a non-root administrative account and restrict direct root login.
- Configure a firewall for only the ports the service needs; enable the provider firewall as well if it fits your design.
- Apply security updates and set up monitoring for disk, memory, CPU, service health and billing.
- Arrange an independent backup and test a restore before storing important data.
- Set DNS and reverse DNS where needed, especially for mail or services that rely on a stable public address.
- Review renewal dates, usage charges and active volumes or IP resources; powering off a cloud server may not stop billing.
- Keep a recovery route, such as a rescue console or out-of-band access, and document how to rebuild the server.
