For a block-theme site, make a mobile-ready menu by placing a Navigation block in the header, assigning it the menu you want to show, setting its overlay visibility, and checking submenu behavior on touch screens. The right controls and appearance depend on your active theme and WordPress version. A paid menu plugin is not required for the core workflow.
First, check which kind of WordPress theme you use
The Site Editor workflow below is for a block theme, which uses blocks to build areas such as the header, navigation, content, and footer. If your site uses a classic theme, use that theme’s menu controls; its dashboard and menu workflow may differ. See WordPress’s block theme documentation.
In a block-theme site, creating a menu in the Site Editor is not enough to make it appear on the front end. The header or another template part needs a Navigation block assigned to that menu. WordPress’s Site Editor navigation guide explains the workflow.
Add or select the Navigation block in your header

Open the Site Editor and choose the header template part used by your site.

Select an existing Navigation block, or insert one where you want the menu to appear.

Choose the menu you want that block to display, or create one as part of the setup. Save your changes.
If the header has more than one Navigation block or template variation, make sure you edit the one visitors actually see. The Site Editor can manage menus, but a menu must be placed and assigned in the desired template part to show on the site.
Build the menu around the site’s information structure
A new Navigation block can begin with a Page List. If you select Edit, WordPress converts that list into individual Page Link blocks. From then on, newly created pages are not automatically added to that menu, so review the links when the site changes.

In the Navigation block, add, remove, reorder, relabel, or nest links so visitors can find the main sections without scanning an unnecessarily long list. Nest a link only when it belongs under a parent section. The Navigation block documentation describes its editing controls.
Choose how the menu appears on smaller screens
In the Navigation block’s Overlay visibility setting, choose the presentation that fits the menu’s length and the space it needs. The names and location of controls can vary with WordPress version and theme.

| Mobile | The menu collapses to a menu icon at smaller screen widths. | Useful when you want visible links on larger screens but need to conserve space on phones. |
| Always | The menu icon appears at every screen size. | May suit a long menu or a design that consistently uses an overlay. |
| Off | Link labels remain visible rather than switching to the overlay icon. | May work for a short menu that fits comfortably across the layouts you support. |
The overlay can be customized with an overlay template. Whichever setting you choose, check that visitors can recognize and open the menu, and that its contents are easy to scan.
Set submenu behavior for touch as well as pointer use
The Navigation block offers Hover and Click visibility settings for submenus. Hover can suit pointer-based navigation, but a hover-only interaction may not be intuitive on a touch screen. Test Click on a phone-sized layout and make sure the submenu indicator clearly signals that more links are available.

Consider what happens when a parent item is both a page link and a way to open child links. Check that visitors can still reach the parent page and understand how to reveal the submenu. Do not assume one trigger is right for every site; confirm the behavior with the menu’s actual structure.
Style the menu and preview the result
Use the Navigation block’s available typography, color, layout, and spacing controls to make labels legible and the menu fit the header. Which controls are available depends on the active theme and WordPress version. WordPress’s View feature guide describes editor previews for desktop, tablet, and mobile, as well as a canvas that can be resized manually.

Resize the canvas if you need to check an in-between width rather than only a preset.

Open the front-end preview separately and test the menu as a visitor would, including opening the overlay and each submenu.
An editor preview helps check widths, but it is not a substitute for checking the saved front end: theme styling and the rendered header determine what visitors experience.

WordPress documents Responsive styles as a feature for block themes running WordPress 7.1 or later. The documented default bands are Mobile at 480 pixels wide or narrower, and Tablet wider than 480 pixels through 782 pixels. Themes can customize those widths, so treat them as documented defaults for the feature, not guaranteed Navigation overlay breakpoints. See WordPress’s Responsive styles documentation.

Where responsive values are available, a mobile or tablet value overrides the base style only at its own breakpoint. A tablet value does not automatically carry down to mobile. Also, not every toolbar setting has a separate responsive value. If the controls are absent, check the WordPress version and whether the active theme is a block theme before looking for a plugin.

Check keyboard access and navigation cues
WordPress lists responsive view, keyboard navigation, a nav landmark, and ARIA attributes among the Navigation block’s accessibility support. That is a useful core baseline, not proof that a particular menu is accessible: custom styling, plugins, and the menu’s implementation can affect what visitors experience. The block-theme accessibility documentation describes this support.

Use the keyboard to reach the menu, move through links, open and close the overlay, and operate submenus.

Check that keyboard focus is visible and that expanded or collapsed states are understandable.

Confirm that the menu remains readable and usable at mobile widths, not merely that the icon appears.
