To convert a web page or HTML file with Acrobat desktop, open Acrobat, select Create in the global toolbar, choose Web page, enter a URL or browse to an HTML file, adjust any needed capture settings, then select Create. For one page already open in a browser, Adobe also documents converting it from the Adobe PDF toolbar. Use the desktop app when you need to collect multiple pages or control how the conversion is laid out.
Choose the right Acrobat workflow
Adobe documents two ways to make a PDF from a web page: the desktop app’s Web page creation flow and a browser-extension flow for the page currently open in a browser. The desktop route is the more configurable option: it can capture multiple levels of a site and offers conversion settings for content, structure and page layout. The extension is a shorter route for a single open page. Adobe’s help page for the desktop flow was last updated September 23, 2025.
- Choose Acrobat desktop for an HTML file on your computer, a URL you want to configure, multiple linked pages, or more control over the resulting PDF.
- Choose the Adobe PDF browser extension when you are viewing one page and want a direct conversion-and-save workflow.
- Choose browser printing if you only need a basic PDF and do not need Acrobat’s documented site-capture or conversion controls. Adobe describes this alternative as “Print, then Save as PDF.”
Adobe lists HTML (.HTML) as a supported source format without a special requirement. That establishes format support, not identical results for every site: the appearance of a converted page can depend on its content and the settings used.

- Open Acrobat and select Create from the global toolbar.
- Choose Web page in the left rail.
- Set the source. Enter the web page URL, or browse to the HTML file on your computer.
- Decide whether to capture linked pages. For a single page, continue with the default capture. For a multi-page capture, select Capture multiple levels, then specify the number of levels or choose Get entire site.
- Limit the capture if needed. Use Stay on same path or Stay on same server to constrain which linked pages are included.
- Review Advanced settings if the PDF needs particular content, structure or page-layout choices.
- Select Create to start converting.
Adobe says you can queue additional pages while a conversion is in progress. A multi-level or entire-site capture is not a guarantee that every link on a site will be included: the selected level count and same-path or same-server limits affect the scope.

What “levels” means for a site capture
Think of levels as how far Acrobat follows links from the starting page. A capture limited to the starting page is appropriate when you only need that page. Choose a number of levels when you want a bounded set of linked pages; select Get entire site when you intend a broader capture, while still applying same-path or same-server constraints as appropriate. Before starting a large capture, decide which parts of the site belong in the PDF and which should be excluded by those limits.
Convert the page open in your browser
- Open the web page in a browser.
- Select Convert to PDF in the Adobe PDF toolbar.
- Name the PDF and save it.
This documented extension workflow is suited to the page you have open; use Acrobat desktop instead when you need multiple levels, whole-site capture or its additional conversion controls. Browser availability can change, so check Adobe’s current extension availability for your browser rather than relying on an old browser list.

Settings that change the PDF
A simple page may convert acceptably without changing anything. When the output needs adjustment, Acrobat’s documented settings let you decide what content to retain, how to represent HTML structure and how the PDF pages should be formatted.

Page breaks and PDF tags
A converted web page may span multiple standard-size PDF pages. This is normal: the source page’s web layout does not necessarily fit on one printed sheet. If content is cut off or scaled poorly, review the page size, orientation, margins and scaling choices rather than assuming the source must become one page.

When Create PDF Tags is selected, Acrobat stores structure information corresponding to the original HTML. Adobe notes that this information can be used to add tagged bookmarks. Tags are useful structural information, but their presence alone does not establish that a PDF meets every accessibility need; review the finished document for your intended use.

The PDF is missing linked pages
Check whether Capture multiple levels was selected and whether its level count reaches the pages you need. Also review Stay on same path and Stay on same server: either constraint can exclude pages outside its scope. If only one page was intended, the browser extension route may be simpler.
Images, backgrounds or other visual details are absent
Review the Advanced settings for image inclusion and page-background preservation. Multimedia can be embedded or linked when possible, but that wording is not a guarantee that every media item will work in every PDF viewer. Compare the result with the source page and adjust the relevant content settings.

Text, colors or page layout look wrong
Review HTML encoding, script fonts and sizes, text/background/link colors, paper size, orientation, margins and scaling. If the source is wide, test landscape switching or scale-to-fit rather than shrinking the page blindly. Acrobat’s HTML support does not promise pixel-identical rendering of every site.
The PDF has more pages than expected
Web content can flow across multiple standard-size PDF pages. Adjust paper size, margins, orientation or scale-to-fit if the pagination is unsuitable. A multi-page PDF is not necessarily a conversion failure.
The tagged PDF still needs accessibility review
PDF tags store structure information corresponding to HTML, and Acrobat can use that information for tagged bookmarks. Inspect the actual output for the accessibility requirements of your document; selecting Create PDF Tags is not proof that the finished PDF satisfies every requirement.

Use the route that matches the source and the amount of control you need. For a PDF that will be shared or relied on, open the saved file and verify that its content, links, page breaks and structure are suitable for the reader.
