Put the PDF’s URL in an anchor’s href: <a href='/files/guide.pdf'>Read the PDF guide</a>. That creates a normal link that usually opens the document in the browser. Add the download attribute when you want to request a download instead.
The basic PDF link
An HTML <a> element can point to a PDF just as it points to another web page. The href value is the file’s URL, and the text between the opening and closing tags tells the reader what will happen.
<a href='/files/guide.pdf'>Read the PDF guide</a>With that markup, selecting the link navigates to /files/guide.pdf. Depending on the browser, installed PDF viewer and user settings, the file may open in an integrated viewer, launch an external application or show a download prompt. Do not promise a particular result in the link text unless you control the environment.

Use a relative URL when the PDF is served by the same site:

<a href='/documents/annual-report.pdf'>Read the annual report (PDF)</a>A relative path such as reports/2026.pdf is resolved from the current page’s URL. A root-relative path beginning with / starts at the site root, which avoids surprises when the link appears in different folders. Use a complete absolute URL for a file hosted elsewhere:
<a href='https://example.org/files/guide.pdf'>Read the guide (PDF)</a>Keep the URL correctly encoded. Spaces and other reserved characters should be percent-encoded (for example, annual%20report.pdf), or use a server-generated URL that already handles encoding.
Make the link request a download
Add the Boolean download attribute when the intended action is saving the file rather than viewing it:

The browser, the user’s settings and the server’s HTTP response headers can change the final filename or handling. A Content-Disposition filename from the response can take precedence.

Same-origin limitation
For ordinary HTTP URLs, MDN documents download as working only for same-origin resources, plus blob: and data: URLs. If your PDF is on another origin, write a normal navigation link and do not guarantee that it will download:
<a href='https://cdn.example.org/reports/audit.pdf'>Read the audit report (PDF)</a>For a cross-origin download you control, configure the file-serving origin to send an appropriate Content-Disposition response. That server-side header is more authoritative than a client-side hint, and browser behavior still varies.
Choose link text that explains the result
People should know both the destination and the file type before activating the link. “Read the accessibility report (PDF)” and “Download the accessibility report (PDF)” are clear. Avoid vague labels such as “click here,” particularly when several links appear together or when someone navigates by a list of links.
- Use Read or View when normal navigation is expected.
- Use Download when you include the
downloadhint or otherwise configure a download response. - Include “PDF” in the visible text so the non-HTML resource is obvious.
- Keep the wording accurate for keyboard, screen-reader and touch users; the action should not depend on seeing an icon alone.
Server requirements for a reliable PDF link
Serve the resource with the registered media type application/pdf. IETF RFC 8118 registers that media type. A correct response lets browsers identify the file even when the URL has an unusual extension or is generated dynamically.

Check the response headers and status when a link fails. A successful response should return the PDF bytes, not an HTML error page. If authentication is required, the reader must have a valid session or the server must provide an authorized URL; changing the anchor alone cannot bypass access controls.

</ul>Offering both actions is useful when some readers prefer an in-browser viewer and others need a local copy. The labels make the difference explicit.
Generated or protected URLs
<a href='/download/report?id=4821' download>Download report 4821 (PDF)</a>The URL can be an application route rather than a physical filename. Your server-side route must authenticate the request, set the PDF media type and return the file or an appropriate error. If the route redirects to another origin, the final response and browser policy determine whether the download request is honored.
Why a PDF opens in a new tab instead of downloading
A plain anchor performs navigation. Many browsers display PDFs in an integrated viewer, which may look like a new tab or an in-page document. This is expected behavior, not evidence that the href is wrong. A download attribute is only a request and is constrained by origin rules; it cannot override a browser’s security policy or a server’s response.

When consistent saving matters, configure the response from the file’s origin with a suitable Content-Disposition header and test the result in the browsers your audience uses. Keep the visible label honest if some environments still open the viewer.
Troubleshoot a PDF anchor

Test before publishing
- Activate the link with a keyboard and confirm focus is visible.
- Open the exact URL in a new browser tab and verify it is the intended PDF.
- Check the response status and confirm
Content-Type: application/pdf. - Test the plain navigation link in the browsers used by your audience.
- For a same-origin download, test both the Boolean and filename forms of
download. - For a cross-origin file, verify the server’s headers and describe the action as reading unless download behavior is actually guaranteed.

Can I use an HTML anchor for a PDF generated on demand?
Yes. Point href at the application route that authenticates the request and returns the PDF bytes with the correct media type; the anchor does not require a physical .pdf file path.
Does adding target='_blank' force a PDF download?
No. It changes where navigation occurs, not whether the browser views or saves the file. Use the download request and server response guidance instead.
