HTMLPDF.dev advertises 100 PDFs per month at no charge, Featherpress advertises 5,000 conversions per month on its free tier, and PaperAPI is a self-hosted REST API built around wkhtmltopdf. They are not interchangeable: HTML, Markdown, public URLs, CSS support, JavaScript execution, layout controls, delivery mode, and the operational work you accept all affect the right choice.
The quotas and capabilities below are vendor or project statements, not independent tests. Confirm current limits, privacy terms, retention, regions, and pricing before sending production or confidential documents.
What “free PDF generator API” actually means
There are two cost models:
- Hosted free tier: you send HTML, Markdown, or a URL over HTTPS and the provider returns a PDF. You avoid browser installation and patching, but a monthly quota, request limits, and the provider’s rendering engine apply.
- Self-hosted software: you run an API on your own machine or infrastructure. There may be no vendor usage bill, but you pay in compute, storage, monitoring, upgrades, security, and incident response.
“Free” therefore does not guarantee browser-identical output, unlimited volume, or zero operating cost. A service that accepts Markdown may not accept arbitrary web pages; a renderer with a CSS subset may ignore styles that work in Chrome; and a binary response may require different handling from an asynchronous callback.

PDFPing’s available listing states that it has a no-key endpoint, 50 conversions per day per IP, a 10,000-conversion keyed tier, and a self-hostable MIT-licensed Playwright/Chromium project. No current official page was available to confirm those claims, so treat the figures and license as unconfirmed until you inspect its live documentation.

Choose by document and operating model
When a hosted API is the better fit
Choose hosted rendering when you want to ship an integration without packaging Chromium or maintaining a PDF worker. Verify that your provider accepts the input you actually have. HTMLPDF.dev documents HTML and public URLs; Featherpress documents HTML and Markdown. If your source is a private page, a URL-only workflow may not be suitable unless the API supports authentication or you can render the HTML yourself.
When self-hosting is justified
PaperAPI’s documented Compose stack requires Docker Desktop or Docker Engine with Compose and approximately 500 MB for images and initial data. It provides a dashboard for key management and testing, PostgreSQL for jobs, keys, and logs, and a POST /v1/generate endpoint. You retain infrastructure responsibility: restrict network access, rotate keys, patch the image and wkhtmltopdf, back up or expire logs, and monitor disk and memory use.
When CSS fidelity decides the outcome
Browser-oriented designs with modern CSS, web fonts, client-side layout, or JavaScript-generated content need a renderer that implements those features. Featherpress explicitly documents a CSS subset and offers validation; a successful validation only means the endpoint did not report unsupported CSS, not that your visual design is pixel-identical. HTMLPDF.dev describes pooled headless Chromium, which is a closer model to a normal browser, but its advertised behavior remains a provider statement. Render representative pages before committing.
Hosted implementation: HTMLPDF.dev pattern
The documented pattern is an authenticated POST carrying HTML and a paper format, with the binary response saved as a PDF. Adapt the field names to the provider’s current API documentation and never log sensitive HTML or API keys.

The real endpoint and exact JSON names must come from the provider’s current documentation; the example shows the documented request shape without inventing an unverified URL. Check the HTTP status and content type before treating the file as valid.
Hosted implementation: Featherpress pattern
Featherpress documents a render endpoint that receives input_type and content with an API key and returns a PDF stream. Use its validation endpoint before rendering styles that rely on newer CSS.

For Markdown, change input_type to the value specified by the current API documentation and send Markdown in content. The vendor says validation calls do not consume the render quota, but you should still handle validation failures in CI rather than discovering unsupported styles after deployment.
Self-hosted implementation: PaperAPI

- Clone or download the PaperAPI project and start its documented Docker Compose stack.
- Use the dashboard to create an API key and confirm that the API and PostgreSQL services are healthy.

Replace PORT with the port exposed by your Compose file. Keep the dashboard off the public internet unless it is protected by your own access controls. The project’s documented stack is a deployment starting point, not an independent security certification or uptime guarantee.

Layout, input, and delivery checklist
- Input: decide whether your source is an HTML string, a public URL, Markdown, or an uploaded file. A URL workflow can introduce authentication, robots, cookie, and network-dependency problems.
- Paper: verify paper size, orientation, margins, custom dimensions, backgrounds, headers, footers, page numbers, links, and outlines if your template needs them.
- Dynamic content: determine whether JavaScript runs, images load, and the API offers a wait-for-selector, delay, or network-idle strategy. Otherwise you may capture an empty chart or missing font.
- Delivery: synchronous binary responses are simple for small documents. Callback delivery is useful when generation can outlast an HTTP request; HTML PDF API documents an acknowledgement followed by a POST to your callback URL.
- Quota: estimate monthly documents, retries, previews, and validation calls separately. A free allowance can disappear quickly if every user preview renders again.
- Governance: obtain current statements on retention, processing location, encryption, access control, deletion, and compliance before transmitting personal, financial, health, or confidential business data.
Reliability and cost practices
Make rendering deterministic
Pin template versions, embed or reliably load fonts, use absolute asset URLs when required, and provide a deliberate print stylesheet. Do not rely on an interactive browser state that an API worker may not reproduce. Save a document identifier and template version with each job so a regenerated PDF can be explained.
Protect the request path
Set a client timeout longer than the provider’s normal render time, retry only transient 5xx and network failures, and use an idempotency mechanism if the API documents one. Do not blindly retry a request that may have succeeded: duplicate invoices and consumed quota are harder to repair than a visible failure.
Measure your own workload
The vendor pages cited here do not provide independent comparative benchmarks. Provider statements such as HTMLPDF.dev’s claim that simple documents render in under 500 ms are not a promise for your document. Measure representative page counts, images, fonts, JavaScript, and concurrency in a staging account, then budget for retries and seasonal peaks.
Common failures and fixes
401 or 403 authentication errors
Check the header spelling, key scope, environment variable, and whether the key belongs to the correct account or self-hosted dashboard. Never paste a key into client-side JavaScript or a public repository.

A valid response is an HTML error page
Inspect status and Content-Type before writing the body to .pdf. Save the error response separately, because a proxy, quota limit, or authentication failure can otherwise look like a corrupt PDF.
Blank pages or missing charts
The source may depend on JavaScript, delayed network requests, blocked assets, or a selector that is not present. Use the provider’s documented wait controls, inline critical data, and test the final HTML without authentication barriers.
Styles are ignored
Check the renderer’s supported CSS. Featherpress explicitly warns that unsupported properties may be ignored or approximated; run its validation endpoint and simplify the stylesheet or choose a browser-oriented renderer.
Fonts or images disappear
Confirm that URLs are reachable from the renderer, certificates are valid, credentials are supplied through supported mechanisms, and cross-origin or hotlink protection is not blocking assets. Embedding small critical assets can remove a network dependency.

Timeouts and oversized documents
Reduce image dimensions, split very long reports, avoid unbounded JavaScript, and increase the client timeout within the provider’s limits. For self-hosting, inspect container memory, CPU, queue depth, and database growth.
