The project management triangle explains how a change to a project’s scope, schedule, or budget can put pressure on the other two. It is a practical way to discuss trade-offs—not a rule that every project must sacrifice quality or choose only two priorities.
What is the project management triangle?
The project management triangle is a model for three linked project constraints: scope (what the project must deliver), time (when it must be delivered), and cost (the budget and resources available). Microsoft calls these time, money, and scope, while the California Department of Technology labels the sides time, cost, and scope.
The basic idea is that changing one commitment can affect at least one of the others. Microsoft puts it plainly: “You can’t change a project’s budget, schedule, or scope without affecting at least one of the other two parts.” Microsoft’s project triangle explainer describes the model and gives examples of these trade-offs.
What does each side represent?
Scope
Scope defines the work and outcomes the project is expected to deliver: its features, requirements, or other agreed deliverables. Adding work expands scope; removing or deferring work narrows it.

Time
Time means the schedule: milestones, target dates, and the deadline for delivery. Moving a deadline changes the time constraint, but a fixed date may leave the team to adjust scope or resources instead.
Cost
Cost is the budget and the resources the project can use. Choices about staffing or other resources can affect spending and the amount of work that can be completed within a given schedule. More people do not automatically solve a delay; the triangle describes pressures, not guaranteed outcomes.

Where does quality fit?
Quality is represented differently across explanations of the triangle. Microsoft and the California Department of Technology place quality in the center, as an outcome affected by the three constraints. A paper by Wei Lee for PMI describes quality as affected by balancing scope, time, and cost. The diagram is therefore not identical in every source, but the practical point is consistent: changing a constraint can affect whether the result meets its quality expectations.
Quality is not a universal numerical standard in this model. Microsoft notes that a project or organization defines what quality means for its work. Teams should make those expectations explicit rather than assume that a triangle diagram defines them.

How do scope, time, and cost affect each other?
Suppose a project has a fixed delivery date and someone adds a feature. The team can assess whether extra resources could help deliver the added work on time, potentially increasing cost, or whether lower-priority features can be removed to keep the workload within the deadline. If neither adjustment is acceptable, the date or another commitment may need to change.
Likewise, protecting a budget can mean extending the schedule or reducing features. The right choice depends on which commitment matters most, what resources are actually available, and what quality and stakeholder requirements must still be met. The slogan “good, fast, cheap: pick two” is not a literal law: the model does not dictate a single outcome for every project.

How should a project manager use the triangle?
- Identify the fixed constraint. Clarify whether scope, deadline, or budget is least flexible, and which constraints can move.
- Make the trade-off concrete. For each proposed change, state its likely effect on the other commitments. For example, if scope grows while the deadline stays fixed, consider additional resources and cost or a reduction in lower-priority scope.
- Check quality and stakeholder requirements. Confirm that the proposed adjustment still meets the project’s defined quality expectations and stakeholder needs.
- Agree on priorities with the sponsor. The California Department of Technology’s Project Management Framework recommends discussing priorities with the project sponsor, documenting them, and revisiting them as the project evolves.
What the triangle leaves out
The triangle is a deliberately simplified way to explain trade-offs, not a complete project-control model. In his PMI Global Congress 2010—Asia Pacific paper, published 24 February 2010, Wei Lee notes that time, cost, and scope alone do not account for all project constraints. The paper discusses resources, financial considerations, and stakeholders as additional management constraints. These are broader considerations, not extra canonical sides of the familiar triangle.
Use the triangle to frame a decision, then examine the project’s actual risks, resource limits, financial conditions, and stakeholder needs before choosing what to change.
