The reliable solution is two-layered: protect the template inside Word (or your document editor), then remove edit rights from the master in SharePoint, OneDrive, Teams, or Google Drive. Give users a clearly labeled “Create a new document” or “Save a copy” path so their completed forms are separate files. Application protection controls what can be changed; storage permissions control who can save changes to the canonical file.

Design the workflow before changing settings

Decide what users should be able to do with a template:

  • Fill designated fields only: lock headings, instructions, logos, tables, and other fixed content while leaving content controls editable.
  • Review and suggest: allow comments or tracked suggestions without granting permission to overwrite the master.
  • Use a blank starting point: require a new document or copied file for every submission.
  • Maintain the master: reserve edit or full-control rights for a small owner group.

Do not rely on a read-only flag alone. Microsoft’s support guidance states: “Making your document read only doesn’t prevent someone from making a new copy of the document and saving it with a different name or in a different place.” That behavior is useful here: copying is exactly what users should do, while the original remains protected.

Protect the master in Microsoft Word

Lock only the parts users must not alter

  1. Open the master template in the Word desktop app.
  2. For each field users may complete, insert a content control from the Developer tab (for example, a plain-text, rich-text, date, or drop-down control).
  3. Select a control, choose Developer > Properties, and enable Content control cannot be deleted. If the value itself must remain fixed, also enable Contents cannot be edited.
  4. Repeat for every protected field and leave only the intended input controls editable.

This approach is appropriate for forms such as requests, reports, and checklists. Users can enter data in the marked fields, but cannot remove the controls or rewrite the surrounding instructions.

Make the entire master read-only for users

  1. Open the master and choose Review > Restrict Editing.
  2. In the pane, under editing restrictions, select No changes (Read only).
  3. Choose Yes, Start Enforcing Protection.
  4. Set a password when prompted. Store it in an approved password manager and limit it to template maintainers.

Without a password, anyone who can open the file may be able to stop protection. A password prevents ordinary users from simply disabling the restriction, but it is not a substitute for storage permissions: an editor can still save a changed copy elsewhere.

Combine read-only protection with editable fields

When only specific controls should be editable, use Restrict Editing with the exceptions for selected portions (or the content-control locking options). Test the result in the same Word edition your users have. Desktop and web clients can expose different commands, and a control that behaves correctly in one client should be verified in the other before rollout.

Remove overwrite rights in SharePoint, OneDrive, and Teams

Keep the canonical file in a dedicated template library or folder rather than a personal OneDrive location. SharePoint and Teams documents use the same underlying Microsoft 365 access model, so the permission design is consistent.

  1. Create or select a dedicated library such as Templates – Master.
  2. Open the library’s permissions and check whether the folder inherits access from a broader site or parent folder.
  3. If inherited permissions give a large group edit access, break inheritance for the template library or place the master in a separately controlled location.
  4. Grant template maintainers Edit or Full Control, according to your organization’s role model.
  5. Grant ordinary users Can view/Read. For a review workflow, use Can review where available; it permits comments and suggestions but does not override an existing Edit permission.
  6. Publish a link or button labeled Create a new document, Use this template, or Save a copy. Explain where the new file should be stored.

Can view prevents editing of the shared master. Do not leave users with an inherited Edit permission and expect Word’s protection pane to compensate; an editor can still change and save the shared file if the storage system permits it.

Teams-specific check

A file shown in a Teams channel is stored in the connected SharePoint site. Review the SharePoint library permissions rather than treating the Teams tab as a separate security boundary. Test both a channel member and a non-owner account.

Co-authoring is helpful but not a lock

When several people edit a document together, co-authoring locks the paragraph currently being edited and reduces simultaneous collisions. It does not replace library permissions. Anyone with Edit rights can still change and save the shared file, so co-authoring should be considered a collaboration feature, not an anti-overwrite control.

Google Drive and Google Docs equivalent

  1. Open the file’s Share dialog and set general access to Viewer for ordinary users.
  2. Give maintainers Editor access and keep the list small.
  3. Open Share > Settings and turn off Editors can change permissions and share when that option is available in your Workspace edition.
  4. When copying must be restricted, review the settings that disable downloading, printing, and copying for viewers and commenters. Use this only when it does not prevent the intended “make a copy” workflow.
  5. Inspect the parent folder. Inherited access can still grant edit or reshare rights even when the file’s direct sharing looks correct.

Google’s controls are analogous to SharePoint’s: viewers cannot edit the master, while owners and designated editors maintain it. Verify the exact labels in your Workspace edition because administrator policies can change which sharing controls appear.

Publish a safe “fill and submit” path

For Word files

  1. Place the protected master in the controlled library.
  2. Provide a link to the master with view or review permission.
  3. Tell users to choose File > Save a Copy (or the equivalent Make a copy command in the web client) before entering information.
  4. Direct the copy to a submissions folder with an appropriate naming pattern, such as 2026-09-29_Department_Request_Author.docx.

For Google Docs

Provide a view-only link and instruct users to choose File > Make a copy. If the copy command is intentionally disabled, provide a separate, automated intake process instead; otherwise users may request edit access simply to complete the form.

Make the safe action hard to miss

  • Put the instruction above the document link, not only inside the template.
  • Use the same wording in Teams, SharePoint pages, email, and onboarding material.
  • Place the master in a read-only library and submissions in a different library or folder.
  • Give the submission location only the permissions needed to upload or edit completed copies.

Verification and recovery checklist

  1. Sign in with a non-owner test account.
  2. Open the master from every client users rely on: Word desktop, Word for the web, Teams, and the mobile app if applicable.
  3. Confirm protected text and controls behave as intended.
  4. Attempt to save over the original and verify that the service blocks the action or requires a new copy.
  5. Confirm the user can create and save a separate document in the submissions location.
  6. Check that a reviewer can comment or suggest without receiving Edit rights.
  7. Ask a maintainer to update the master, then verify version history records the change.

Keep version history enabled and maintain an owner-controlled backup. If an accidental change reaches the master, restore the previous version from the library’s version-history controls, then review how the user obtained edit permission.

Common failure modes and fixes
