There is no single best free C# HTML-to-PDF library for every project. For HTML that depends on browser behavior, compare Playwright for .NET and PuppeteerSharp; both automate browsers, and PuppeteerSharp documents a direct PDF-generation flow. For controlled HTML where PDF/A or tagged output matters, evaluate iText pdfHTML—but review its AGPL or commercial licensing before adoption. Choose by testing your own HTML, deployment environment, PDF requirements, and license constraints.
Which library should you choose?
Start with the kind of document you need to render, rather than a generic feature checklist. Browser automation is a natural candidate when your pages rely on modern browser rendering or client-side content. A PDF-focused conversion add-on may suit controlled HTML and document-specific requirements such as archival or accessibility output. In either case, a proof of concept using representative pages is more informative than assuming a library will reproduce every browser feature.

The September 29, 2026 repository snapshot for Playwright for .NET listed Chromium 153.0.8010.12, WebKit 26.6, and Firefox 155.0 for Linux, macOS, and Windows. These are point-in-time version identifiers, not a lasting support guarantee. The .NET port is MIT licensed. Check the repository and release documentation for the versions and requirements you will actually deploy.

Playwright for .NET: browser automation to evaluate
Microsoft’s repository identifies Playwright for .NET as its official language port for automating Chromium, Firefox, and WebKit through one API. That makes it a candidate when your .NET application already uses Playwright or when automating browser behavior is part of the job. The repository snapshot identifies the code as MIT licensed.

The reviewed material establishes its browser-automation purpose, but does not independently verify the current PDF API details. Before building around PDF output, check the current Playwright for .NET documentation for the exact API, supported options, and runtime requirements. Then render real project pages: browser support alone does not establish that your specific fonts, page breaks, images, or interactive content will produce the PDF you expect.
PuppeteerSharp: a documented PDF-generation flow
PuppeteerSharp describes itself as a .NET port of the Puppeteer API and publishes under the MIT license. Its README demonstrates fetching a browser, launching it headlessly, navigating to a page, waiting for document.fonts.ready, and calling Page.PdfAsync. That example is a useful reminder that a navigation completing does not necessarily mean all visible content is ready for capture.
Consider PuppeteerSharp when you want browser-based rendering and can take responsibility for installing and maintaining the browser, managing browser processes, and supplying runtime dependencies. Its README includes Linux browser troubleshooting and lists an X-server prerequisite; check the current version’s instructions against your deployment mode rather than assuming every headless setup has identical requirements. The README specifically calls out waiting for fonts because missing font readiness can leave text absent from generated output.

iText pdfHTML: document features and license review
iText describes pdfHTML as an add-on for converting HTML and CSS into searchable, accessible PDFs. Its examples cover PDF/A-3B, tagged accessible output, custom fonts, forms, and Arabic or Hebrew content. If one of those document characteristics is a requirement, evaluate pdfHTML with the exact output standard and content your application needs.

pdfHTML is dual licensed under AGPL or commercial terms. iText describes the AGPL as copyleft and offers a commercial license for software or services that cannot comply. Do not treat a package being downloadable without charge as proof that its terms suit your application. Review the current license and get legal advice appropriate to your distribution or service model before adoption.
A vendor comparison describes pdfHTML as using a custom parser rather than a browser engine and reports limitations involving JavaScript and some modern CSS. Because that is a comparison rather than primary documentation, treat it as a lead to verify—not a definitive support matrix. Test your markup and consult iText’s current documentation before deciding whether a particular CSS or JavaScript dependency is supported.
Other names: distinguish HTML conversion from document generation
Names that appear in comparisons are not automatically equivalent alternatives. A current IronPDF comparison also lists HtmlRenderer with PDFsharp, wkhtmltopdf, QuestPDF, and commercial converters. Its descriptions are useful starting points, but the current state, maintenance, licensing, and behavior of those projects were not independently verified here. Check each project’s own documentation, releases, and license before making a decision.

The same comparison describes wkhtmltopdf as using an older QtWebKit engine. Verify that claim and the current status of any wrapper you might use against primary project sources before choosing it for a new deployment.
How to make a fair proof of concept
Do not compare libraries using a single simple page if your production documents are more demanding. Prepare a small set of representative inputs and inspect the resulting PDFs in the ways that matter to your users.
- Choose realistic pages. Include the actual CSS, page breaks, fonts, images, and assets used by the application—not only a minimal heading-and-paragraph example.
- Identify readiness requirements. Mark pages that load data or content in JavaScript. Decide what signal means the page is ready, including whether fonts must finish loading before PDF generation.
- Run in the target environment. Test the operating system and container you plan to deploy. Account for browser installation, operating-system packages, process lifecycle, image size, and concurrent rendering.
- Check document requirements. Verify page size, links, forms, accessibility or tagging, archival needs, and text extraction wherever applicable. Do not infer compliance from a successful conversion.
- Review dependency terms. Check the current license for every dependency and assess it against how your software is distributed or offered.
- Estimate the operational work. Consider updates, security response, support expectations, and the effort of operating browser processes where applicable.
No independent benchmark or hands-on comparison establishes that one of these options is faster, more accurate, or more reliable. Treat rendering quality and operational fit as things to measure in your own proof of concept, not as a universal ranking.

Common implementation problems
Text is missing or uses an unexpected font
For browser-based rendering, check whether the page’s fonts had finished loading before requesting the PDF. PuppeteerSharp’s example waits for document.fonts.ready. Also verify that the required font files are reachable in the deployment environment; a developer workstation may have fonts that a production container does not.
The PDF contains a loading state or omits client-rendered content
Navigation completion may occur before application data or client-side rendering is finished. Identify a reliable readiness condition for the page and wait for it before generating the PDF. Test slow and variable page loads, not just a warm local run.

The application works locally but not in Linux or a container
Browser automation adds deployment requirements beyond the .NET package itself. Check the selected library’s current Linux instructions, browser installation, operating-system dependencies, and any X-server prerequisites for your specific headless mode. Reproduce the production image in the proof of concept.
The output differs from the browser preview
Use a representative fixture to isolate differences in CSS, assets, page breaks, viewport, and fonts. A PDF conversion result should be checked as a document, including page boundaries and text extraction, rather than judged only from the top of the first page.

Confirm the selected release’s license and the obligations that apply to your use and distribution. This is especially important for pdfHTML’s AGPL or commercial terms; a technical proof of concept does not answer the legal question.

Can an HTML-to-PDF library guarantee pixel-perfect output?
