Choose a commercial .NET engine such as SelectPdf or Syncfusion when vendor deployment guidance and support fit your stack. The right choice depends on your App Service operating system, plan, dependency model, document complexity, throughput and licensing—not on a universal “best” library.
Validate the complete workload in the Azure environment you will run in. Local success does not prove that browser binaries, native libraries, fonts, memory limits or scale-out behavior will work on your selected App Service plan.
What to decide before comparing libraries
Define the output contract first. A simple invoice with static text has very different requirements from a dashboard that executes JavaScript, loads web fonts, paginates long tables and displays background graphics.
Rendering fidelity
- Modern CSS and JavaScript: browser engines generally provide the closest match to what users see in Chrome. Confirm support for grid, flexbox, web fonts, SVG, filters and client-side data rendering.
- Print layout: check page breaks, repeating headers, widows and orphans, paper size, margins, backgrounds and CSS
@pagerules. - Assets and security: decide whether the converter must reach private APIs, authenticated pages, local files or a restricted network.
- PDF features: determine whether you need only visual output or also tagging/accessibility, forms, encryption, digital signatures or downstream PDF/A processing. The evidence for the candidates below does not establish equivalent support for every advanced PDF feature.
Deployment and operations
Azure App Service is managed PaaS hosting. The App Service architecture guidance explains that the plan determines resources, operating system, region and pricing model. Those choices affect CPU, memory, startup time, process limits and deployment behavior. Treat a browser executable, its OS libraries and fonts as part of your application, not as incidental local tooling.

Playwright: the browser-first starting point
Playwright’s page.pdf() API generates using print CSS by default. It exposes paper dimensions or named formats, margins, background printing, page ranges, scale and preferCSSPageSize. API behavior is version-sensitive, so use documentation matching the package version you deploy.
Installation and packaging
- Add Playwright for your language and install the exact Chromium revision required by that package.
- Follow the browser installation and dependency guidance. On Linux, include the documented system libraries in the image or deployment process.
- Keep the framework and browser revisions aligned. Playwright’s .NET Docker guidance is a useful reference for containerized deployments, but a container is not automatically deployable to every App Service plan or operating system.
- Bundle the fonts your documents require, or verify that the target image contains them. A missing font can change line wrapping and page count without producing an obvious error.

For authenticated content, create a browser context with the required cookies or headers rather than exposing credentials in the URL. Wait for a specific selector when data rendering is deterministic; use a timeout as a safety limit, not as proof that the page is complete. Close pages and contexts promptly so concurrent requests do not exhaust memory.
SelectPdf and Syncfusion: commercial .NET paths
SelectPdf
SelectPdf’s Azure deployment page states that its Chromium engine works on Azure Web Apps on the Basic plan or above beginning with version 26.2. The same vendor statement excludes Free and Shared App Service plans and Azure Consumption. These are version- and vendor-specific conditions, not an independent benchmark. Confirm the current plan matrix, supported OS, native dependencies and license terms before committing.
Syncfusion
Syncfusion’s Azure HTML-to-PDF documentation describes Blink-engine deployment on Azure App Service Linux, Linux Docker containers and Linux Azure Functions. Check the exact .NET runtime, NuGet package version, browser files, fonts, licensing and startup configuration for your target. A documented deployment target still needs validation with your documents and concurrency.
Azure plan, OS and container decisions
Linux App Service
Linux is a common fit for Chromium containers, but the image must include all browser libraries and fonts. Verify writeable temporary storage, sandbox requirements, process limits and startup time. If you scale out, every instance must carry the same browser revision and assets.

Windows App Service
A Windows custom container can carry fonts and assemblies. The Azure App Service team’s Windows Containers guidance notes that some libraries calling GDI APIs can work in containers where those calls would otherwise be blocked. That capability is not a blanket compatibility guarantee for every PDF engine; test the selected library and its native calls.
Plan sizing and concurrency
Measure conversion time, peak memory, CPU and failure rate with the document mix and request volume you expect. Browser processes can consume substantially more memory than a lightweight HTTP request, and parallel conversions multiply that cost. Use a bounded worker queue, return a job identifier for long documents, and scale out only after measuring per-instance capacity. Microsoft recommends validating workloads within App Service resource limits; see the App Service best practices.
A practical evaluation procedure
- Assemble representative documents: include short and long reports, large tables, web fonts, SVG and raster images, background colors, deliberate page breaks, external assets and authenticated pages if applicable.
- Define acceptance checks: compare text, page count, line wrapping, images, colors, headers/footers, links and required PDF metadata. If accessibility or tagging matters, test it explicitly rather than assuming browser output satisfies it.
- Deploy the real artifact: test the same OS, App Service plan, container image, environment variables and font package used in production.
- Exercise realistic load: record cold-start and warm conversion time, CPU, memory, temporary-storage use, failures and queue depth at expected concurrency.
- Test restarts and scale-out: recycle instances, deploy a new revision and add an instance. Confirm that browser installation, caches and fonts are available on every fresh instance.
- Document limits: record maximum page count, timeout policy, unsupported CSS, network restrictions and recovery behavior before selecting a vendor or architecture.
Reliability, security and cost considerations
- Timeouts: set a request deadline and cancel browser work when it expires. A hung page should not occupy a worker indefinitely.
- Network access: restrict outbound destinations where possible, allow only required asset hosts and avoid placing secrets in query strings.
- Resource isolation: use a queue and concurrency limit; do not launch an unbounded browser per request.
- Caching: cache immutable documents or input data when appropriate, but invalidate when CSS, fonts or source content changes.
- Licensing: obtain current commercial terms from SelectPdf or Syncfusion. The sources cited here do not provide a complete licensing comparison or pricing review.
- Observability: log renderer version, document identifier, duration, exit reason, page count and memory—not sensitive HTML or credentials.

The browser launches locally but not in App Service
Usually the deployed image lacks the matching executable or OS libraries. Install the Playwright browser revision and documented dependencies during image build, then verify the path and permissions in the running instance.

PDFs have different line breaks or missing glyphs
Compare installed fonts and font-loading completion. Bundle required fonts, wait for document.fonts.ready, and ensure CSS uses the intended font family and weight.

Replace arbitrary sleeps with a wait for the selector that signals completion, or wait for network idle where appropriate. Increase the deadline only after identifying the slow dependency.
Requests fail under parallel load
Reduce browser concurrency, queue work and monitor memory. A larger plan may help, but measure before scaling; a leak or unclosed context will persist on every plan.
SelectPdf is rejected on the chosen plan
Check the current vendor matrix: the cited SelectPdf statement excludes Free, Shared and Azure Consumption and requires Basic or higher for the specified version. Move to a supported plan or evaluate another engine.
Windows-native calls fail
Test a Windows custom container with the required assemblies and fonts, following Azure’s container guidance. Do not assume that enabling a container makes every GDI-dependent library compatible.

Frequently Asked Questions
Should I run conversion inside the web request?
Only for short, predictable documents within a measured timeout. For long or bursty workloads, queue a job and let a worker produce the PDF so browser memory and request deadlines are controlled.
Is Playwright automatically supported on every Azure App Service plan?
No. Browser binaries, OS dependencies, memory requirements and plan limits must be validated for the specific operating system, image and plan you deploy.
Can I treat SelectPdf or Syncfusion vendor documentation as a performance guarantee?
No. Their pages identify deployment paths and conditions; they do not provide an independent comparison benchmark for your documents or concurrency.

Choose Playwright when browser fidelity is the priority and your team can own Chromium packaging and operations. Choose SelectPdf or Syncfusion when their documented Azure target, .NET integration, support and licensing fit your requirements.
