The DevToolsActivePort file doesn't exist message means ChromeDriver could not finish starting Chrome or could not connect to its DevTools endpoint. It is a startup symptom, not a diagnosis. Reproduce Chrome directly with the exact binary and arguments, then work through container user and sandbox settings, browser/driver compatibility, shared memory and resource limits, and Capybara’s Selenium configuration.

This guide uses a diagnostic sequence so each change has an observable reason. It applies to Linux containers running Capybara with Selenium and headless Chrome; image tags, browser packages and driver behavior can change, so pin and verify the versions in your own build.

What the error actually tells you

ChromeDriver creates a temporary DevTools connection while launching Chrome. If Chrome exits, crashes, cannot create its profile, or becomes unreachable before that connection is established, ChromeDriver often reports this file error. The text does not identify whether the failure is security-related, a broken installation, an incompatible driver, exhausted memory, or a test-harness problem.

Start with the browser process rather than adding a collection of popular flags. ChromeDriver’s documentation recommends confirming the executable path in its log and launching that same binary manually with the same special switches. A direct launch failure points to Chrome or the container; a successful launch shifts attention to WebDriver, Capybara or CI integration. Preserve Chrome’s stderr and the ChromeDriver log for every attempt.

1. Reproduce the exact launch outside Capybara

  1. Enable ChromeDriver logging in the way supported by your Selenium setup and record the Chrome binary path it chooses.
  2. Inspect the command-line arguments your Capybara driver supplies. Include the headless mode, user-data directory and any CI-specific switches.
  3. Enter the running image as the same user used by the test and run the binary directly with those arguments. Use a temporary writable profile directory if your command requires one.
  4. Capture the process exit status and Chrome stderr. An immediate exit, permission error, missing library, profile lock or killed process is more useful than the generic DevToolsActivePort line.

Do not test a different Chrome executable as a substitute. A host-installed browser can succeed while the binary inside the image fails, leaving the original problem untouched.

2. Check the container user and Chrome sandbox

Why root matters

ChromeDriver’s help page identifies running Chrome as root (administrator) on Linux as a common startup-crash cause: A common cause for Chrome to crash during startup is running Chrome as root user (administrator) on Linux. Check the Dockerfile’s USER, Compose’s user:, the CI runner identity and the effective identity inside the container (id).

Preferred fix: run as a regular user

  1. Create a non-root user and group in the image.
  2. Make the Chrome profile, cache and any download or temporary directories writable by that user.
  3. Set the image or job to run as that user, then repeat the direct-launch test.
  4. Keep Chrome’s sandbox enabled and verify that the sandbox can initialize under the container’s security policy.

Chrome documentation says a properly configured container user does not need --no-sandbox. The switch is an unsupported, highly discouraged workaround because it removes a security boundary. If an unavoidable deployment constraint forces it, document the risk and treat it as an exception—not a default recipe.

3. Verify Chrome and ChromeDriver selection and compatibility

First confirm which browser and driver are actually being launched. Images can contain multiple Chrome/Chromium binaries, and PATH changes can select an unintended one. Print the browser version and ChromeDriver version from inside the image and compare them with the pinned package or image tag used by CI.

Selenium’s Chrome documentation says browser and driver versions should match; it also currently describes Selenium 4 compatibility with Chrome 75 and newer. That compatibility statement is not a guarantee for arbitrary combinations: a Selenium library version, Chrome binary and driver still need a compatible pairing. Pin the image, browser and driver, update them deliberately, and rerun the direct launch after each update.

  • Wrong executable: set the Selenium Chrome binary location explicitly when more than one browser is installed.
  • Stale driver: update or pin ChromeDriver to the browser version supplied by the image.
  • Mixed CI images: log versions at job start so a runner change is visible rather than inferred from the error.

4. Inspect shared memory and container resource limits

Chrome uses shared memory and can terminate when /dev/shm, memory, CPU or process limits are too small. Check the container’s shared-memory mount, memory and CPU limits, concurrent browser count and whether the kernel or orchestrator killed the process. A killed Chrome process commonly leaves ChromeDriver with only the DevToolsActivePort symptom.

The Selenium Docker project documents configuring shared memory and shows a --shm-size value of 2 GB in an example command. Treat that as an example, not a universal requirement or proof that shared memory caused your failure. Test with a deliberately sized mount and observe whether Chrome remains alive under the same workload.

--disable-dev-shm-usage is frequently suggested online, but its presence neither proves memory pressure nor proves the problem is solved. It changes where Chrome stores shared-memory files and can introduce different I/O behavior. Use it only when your measured environment justifies the trade-off, and change one variable at a time.

5. Configure Capybara’s Selenium Chrome driver

Capybara’s README lists built-in :selenium_chrome and :selenium_chrome_headless drivers. The headless driver is the sensible starting point when the installed Capybara and Selenium versions provide it. CI often needs customized browser options, so register a named driver rather than copying a flag bundle from an unrelated image.

This is an adaptation of Capybara’s registration API and Selenium’s Chrome options mechanism; adjust it to the gem versions and test setup installed in your project. Do not automatically add --no-sandbox, --disable-dev-shm-usage or --disable-gpu. Chrome’s headless documentation describes --disable-gpu as needed on Windows and a temporary workaround for some bugs, not a routine Linux Docker requirement.

Use the correct headless mode for your versions

Chrome’s headless mode does not create a visible window and generally does not need a display server. Selenium Docker images, however, can have image- and version-specific startup behavior around Xvfb and newer Chrome/Chromium headless modes. Follow the documentation for the exact pinned Selenium image and browser version; do not install Xvfb reflexively, and do not remove an image’s required display setup without checking its README.

6. A disciplined troubleshooting matrix

Change one layer at a time and retain logs. GitHub issue reports show that common Chrome flags sometimes fail to resolve environment-specific crashes; those reports are examples, not a universal ranking of fixes.

7. Docker and CI checks that prevent regressions

  • Pin the base image, Chrome/Chromium package and driver, and print their versions in CI logs.
  • Run a smoke test that launches the exact browser command as the non-root test user before the full Capybara suite.
  • Make profile, cache and temporary paths writable and isolated per browser process.
  • Record container memory, CPU, /dev/shm size and test concurrency with failures.
  • Keep ChromeDriver logs and Chrome stderr as CI artifacts.
  • When upgrading Selenium, Capybara, the browser or the image, change one component first and rerun the smoke test.

FAQ

Does adding --no-sandbox always fix the error?

No. It can mask a root or container-security problem while weakening Chrome’s isolation. Run as a regular user and inspect the direct launch first.

Is Xvfb required for headless Chrome?

Chrome’s headless mode generally does not need a display server, but Selenium image behavior is version-dependent. Check the exact image documentation.

Should I increase --shm-size to 2 GB?

Two gigabytes is an example in Selenium Docker documentation, not a universal requirement. Measure your limits and test deliberately.

Can Capybara use a built-in headless driver?

Its README lists :selenium_chrome_headless; confirm that it exists and behaves as expected in your installed release before customizing it.
