The browser prints the page’s print layout, so review orientation, paper size, scale, margins, headers and footers, and background graphics before confirming.
For repeatable jobs, a headless command-line converter can produce PDFs without opening a window. Whichever method you use, keep the HTML file’s images, stylesheets, fonts and scripts in the relative locations the page expects, then inspect the resulting PDF.
Convert one local HTML file with a browser
- Keep the page and its assets together. If the document refers to
css/print.css,images/logo.png, local fonts or scripts, preserve those folders next to the HTML file. Open the page first and confirm that it looks correct in the browser. - Open the file. Double-click it, or use the browser’s Open File command and select the
.htmlor.htmdocument. - Open print preview. Use the browser menu’s Print command (or
Ctrl+Pon Windows/Linux orCommand+Pon macOS). - Choose PDF output. In Firefox, set Destination to Save to PDF. Other browsers use equivalent wording such as Save as PDF or a PDF printer.
- Adjust the page settings. Select paper size and orientation, set scale and margins, choose the page range, and decide whether to include headers, footers and background graphics.
- Inspect the preview. Look for clipped wide content, missing images, unexpected blank pages, broken page breaks and elements that appear only on screen.
- Save. Choose a filename and folder, then confirm the save or print action.
Firefox’s documented workflow and controls are described in Mozilla’s print help, last updated August 22, 2024. Menu names and keyboard shortcuts can vary by browser and operating system.
Make the PDF match the page you need
Paper size and orientation
Use the paper size expected by the reader—often Letter in the United States or A4 elsewhere. Switch to landscape when a table, dashboard or code sample is wider than portrait space. Orientation changes every page, so check pages containing the widest content.

Scale and margins
A scale below 100% can keep a wide layout on one page, but text becomes smaller. Increasing margins creates more white space and can cause additional page breaks. If text is cut off at the edge, reduce scale slightly, select landscape, or choose narrower margins.
Headers, footers and backgrounds
Headers and footers may add the URL, title, date or page numbers. Turn them off when you need a clean document; keep them when provenance or navigation is useful. Background colors and images are often disabled by default. Enable background printing when the design depends on colored panels, shaded table cells or a background image.
Pages and simplified presentation
Use a page range for only the sections you need. Some browsers offer a simplified or reader-style format where supported; it can remove navigation and advertising but may also remove parts of a designed page. Compare the simplified preview with the original before using it.
Why the PDF can differ from the browser view
Web pages can define a separate print presentation with CSS such as @media print. Navigation may disappear, columns may stack, and interactive controls may be hidden. JavaScript-driven content can also depend on timing or user interaction. The preview is the authoritative check: it shows what the print engine will place in the PDF, not necessarily what you see in the normal browser tab.

- Lazy-loaded images may not appear until you scroll or otherwise trigger loading.
- Fonts unavailable on the computer can change line wrapping and pagination.
- Fixed-position elements can overlap content when printed.
- Videos, forms and other interactive behavior become static PDF content.
Troubleshoot blank pages, missing assets and bad layout
The PDF is blank
First verify that the HTML itself renders in the browser. If it does not, fix the page or its file references before printing. If it renders but the PDF is blank, reopen print preview, wait for the page to finish loading, and try saving again. A script that writes content only after an event may need that event to run before printing.
Images, styles or fonts are missing
Check that relative paths still point to files in the expected folders and that filenames match exactly, including capitalization on case-sensitive systems. A page copied without its asset directories cannot reproduce its original appearance. Reopen the HTML from its original folder and verify each asset in the browser’s page view.
Content is clipped or too wide
Choose landscape, reduce scale, or use a larger paper size. Very wide tables may need a print-specific stylesheet or a deliberate page break. Do not keep shrinking the scale until text is unreadable; changing the layout is usually better.
Unexpected headers, footers or colors
Review the print preview’s header/footer and background options. Browser defaults differ, so do not assume a setting from one computer will carry to another.

Page breaks split a heading or table
Where you control the HTML, add print CSS such as break-before, break-after or break-inside rules and then preview again. Keep a visual check because support and behavior can vary with the browser’s print engine.
Automate conversion from the command line
Chrome Headless
Chrome’s headless command-line reference documents --print-to-pdf, which writes a PDF file, plus --no-pdf-header-footer and --timeout controls. Its published example targets a URL; the reference excerpt does not by itself verify a particular local-file invocation, so test the file-URL form with the Chrome build and operating-system permissions you deploy.
A URL-oriented example from the documented pattern is:
chrome --headless --print-to-pdf=output.pdf https://example.com
For a local document, the practical concerns are the same: the process must be able to read the HTML and every dependent local resource, and dynamic content must be ready before the timeout. Consult the Chrome Headless command-line reference for the options supported by your installed version.

wkhtmltopdf
wkhtmltopdf is an open-source headless command-line tool built on Qt WebKit. Its usage manual (version 0.12.6 with patched Qt) documents HTML-to-PDF conversion, paper size, margins, headers and footers, and local-file access controls. Local access is disabled by default unless it is enabled or explicitly allowed, so a local page with neighboring assets may require that setting.

The project’s WebKit-based renderer is not a current compatibility benchmark for modern web applications. Reliability and cost considerations
- Preserve inputs: archive the HTML and its asset folders together when a PDF must be reproducible later.
- Make readiness explicit: for dynamic pages, wait for a selector, a delay or network idle before capture where your tool supports it.
- Control fonts: install or package the fonts required for stable line wrapping, and expect pagination changes when fonts differ.
- Review representative pages: check the first, widest and most content-heavy pages instead of assuming every page is correct.
- Protect local data: avoid sending confidential local HTML to a hosted service unless its handling meets your requirements.

Why does my PDF have more pages than the browser view?
Printing uses pagination, paper dimensions, margins, scale and print-specific CSS. A screen viewport has no fixed paper width, so the same content can reflow across additional pages.

Start with the current browser’s print preview because it is usually closer to what you see on screen. Evaluate wkhtmltopdf only after checking its WebKit rendering against your page.
