If it still does not appear, check Cookiebot account status, regional Distribution, the registered domain and matching data-cbid, script host and placement, then browser extensions, caches and WordPress optimization. This order separates an intentional suppression from a broken installation without disturbing real visitors’ consent.
Run these checks in order
Use the sequence below on the affected URL. Change one thing at a time, then retest in a fresh private window.

Cookiebot’s May 29, 2024 troubleshooting article lists a misconfigured script as one possible cause, but an absent banner alone does not prove the script is broken.
1. Test a clean browser state
Cookiebot stores a visitor’s decision in the CookieConsent cookie until that consent expires. A returning visitor who already accepted or rejected cookies may therefore see no banner.
- Open a private or incognito window.
- Visit the exact page where the banner should appear, using the same hostname and protocol as normal traffic.
- If the banner appears privately, the production script is probably working; the original browser has a stored choice or a filtering extension.
- For a controlled test, remove only the
CookieConsentcookie in the test browser, reload, and record the result. Do not delete consent cookies for real visitors as a production “fix.”
Private mode changes browser storage, not your network location. If regional targeting is enabled, test from a location that should be included as well.
2. Confirm the Cookiebot account is active
Sign in to Cookiebot Admin and inspect service and payment status. Cookiebot identifies an expired trial and a subscription in arrears as possible reasons for a banner to stop appearing. The support guidance does not establish that purchasing a new plan is always required, so verify the existing account before changing billing.
What to record
- The domain group that owns the affected site.
- Whether the account is in trial, paid, expired or payment-delayed status.
- The time of any status change, so you can clear caches and retest afterward.
3. Check regional Distribution settings
Cookiebot can intentionally show the banner only to selected visitors. Its documented default targets the European Union and European Economic Area. An administrator can instead target all visitors, specific regions or individual countries.
- Open the domain group’s banner or consent settings in Cookiebot Admin.
- Review Distribution and identify the countries or regions included.
- Compare that list with the location used for testing.
- Save any intended change, purge site and edge caches, and retest privately.
A banner that is absent only for visitors outside the configured area is expected behavior, not a failed script.

4. Match the registered domain, domain group and CBID
The live script’s data-cbid value must be the serial for the Cookiebot domain group containing the site. Cookiebot also states that each subdomain must be added separately.
Inspect the live page
- View the page source or DOM and find the Cookiebot CMP script.
- Read its
data-cbidattribute. - In Cookiebot Admin, open the domain group and compare that value character for character.
- Confirm the exact hostname, including subdomain, is listed in the group.
Use Cookiebot’s supported hosted script endpoints, consent.cookiebot.com or consent.cookiebot.eu. Cookiebot advises against hosting the CMP script locally because its service needs to deliver the current configuration.

Typical mismatch symptoms
- The script tag exists, but no banner or console configuration appears.
- The main domain works while
www, a staging host or another subdomain does not. - One environment still contains an old CBID after a domain-group migration.
5. Verify script type, source and placement
The CMP script and the Cookie Declaration embed are different scripts with different jobs. The CMP controls consent; the declaration renders a list of cookies where you place it.
CMP script requirements
- Place it on every page where consent must be collected.
- Load it first in the document’s
<head>, before other scripts that may set cookies or run trackers. - Use the Cookiebot-hosted source and the correct
data-cbid.
For a manual WordPress installation, Cookiebot’s February 5, 2024 example places the CMP tag in header.php before wp_head(). Your theme or deployment method may differ, but the resulting HTML should still meet the requirements above.

Cookie Declaration placement
Put the separate Cookie Declaration script only where you want the declaration displayed, commonly a privacy or cookie-policy page. Placing that embed globally can make the declaration appear on every page; it does not make the consent banner work.
6. Rule out browser blocking and stale caches
Cookiebot says browser settings and extensions can suppress consent banners, and its client-side service cannot override those choices.
- Repeat the test in a private window with extensions disabled, or use a clean browser profile.
- Check whether an ad blocker, privacy extension or hardened browser setting blocks requests to Cookiebot’s host.
- Inspect developer-tools Network and Console panels for blocked requests or JavaScript errors.
- After every configuration change, purge the relevant browser, page, reverse-proxy and CDN caches.
- Load the page with a cache-busting query string only as a diagnostic; do not rely on it as the permanent fix.
If the private test works but a normal session does not, focus on stored consent, extensions or cached HTML rather than rewriting the integration.
7. WordPress: exclude Cookiebot from JavaScript optimization
Cookiebot’s WordPress guidance identifies minification, deferment and delayed execution as common interference points. Optimization plugins can move the CMP later in the page or combine it with code that fails before Cookiebot runs.

- Open the active performance or optimization plugin.
- Add
consent.cookiebot.com/uc.jsto its JavaScript exclusion list. If your implementation uses the EU host, exclude the corresponding Cookiebot URL as well. - Disable minify, combine, defer and delay for that script.
- Clear the optimization plugin’s cache, then purge any CDN and page cache.
- Retest in a private window and verify that the tag still loads first in
<head>.
Do not disable every optimization globally unless testing shows it is necessary; isolate Cookiebot first.
8. Shopify: identify the installation route
Cookiebot documents two Shopify approaches: a dedicated app that uses Shopify’s App Embed framework, and a manual installation that uses a domain-group CBID and a script in the page head.

If you use the app
- Open Shopify’s theme editor and confirm the Cookiebot app embed is enabled for the published theme.
- Check that you are testing the same theme and domain that the embed is attached to.
- Review the app’s domain-group assignment and then retest privately.
If you installed the script manually
- Confirm the tag is in the live theme’s head, not only in an unpublished theme.
- Match its CBID to the Shopify domain’s Cookiebot group.
- Remove duplicate CMP tags left by an earlier app or theme integration.
Diagnose the route actually in use; switching routes without removing the old one can create competing scripts.

Retest safely after making a change
- Save the Cookiebot setting or code change.
- Purge site, CDN and optimization caches in that order where applicable.
- Open a private window from an included region.
- Check the Network panel for a request to Cookiebot’s hosted script and the Console for errors.
- Confirm that the banner appears once, that accept and reject controls work, and that the expected consent state is stored.
- Repeat on a second page and on each separately registered subdomain.
Keep a short change log with the CBID, hostname, region and cache layers tested. It prevents a successful fix from being mistaken for another intermittent failure.
