Do not try to defeat a CAPTCHA or bot block. Treat it as an access-policy signal. Before capturing a blocked site, look for an official API, export, feed, sitemap, or written permission. Read the site’s /robots.txt and any Content-Signal directives, match your stated purpose to what the owner allows, and use a normal browser or policy-aware managed crawler at a conservative rate. If the site still presents a challenge, rejects your purpose, or prohibits automation, stop and ask the owner for an approved route.
This approach avoids account lockouts, wasted browser infrastructure and unauthorized collection while still giving you a practical path for permitted work.
What a CAPTCHA or bot block means
A CAPTCHA, managed challenge, 403 response or “unusual traffic” page is the site deciding that your request does not look like an ordinary permitted visit. It may be reacting to request volume, a data-collection purpose, a missing session, JavaScript behavior, a reputation signal or a policy rule. A successful page load in your own browser does not prove that automated capture is allowed.
Google Cloud describes scraping as an automated threat in its reCAPTCHA documentation. reCAPTCHA uses risk scoring and assessments; site owners can combine score-based keys with a web application firewall (WAF) to block high-volume, low-score interactions. That is an owner-controlled security decision, not a technical puzzle for a scraper to solve.

Start with permission, not workarounds
Prefer an official data path
Check, in this order, for an official API, data export, RSS or other feed, sitemap, partner integration, or a written agreement with the site owner. Confirm the exact geography, authentication method, purpose, retention period and permitted reuse. An API may provide structured data without asking you to render pages at all.
Read the site instructions
Fetch /robots.txt for the relevant host and record the rules for your user agent, including Allow, Disallow, any crawl-delay, and Content-Signal fields. Google Search Central explains that robots.txt is advisory: “The instructions in robots.txt files cannot enforce crawler behavior to your site; it’s up to the crawler to obey them.” A disallowed URL can still appear in search results, so robots.txt is not a privacy barrier. Use authentication or password protection when content must be private.
Understand Content Signals
Cloudflare documents three purpose categories: search, ai-input and ai-train, along with a reuse level such as use=reference. Its example policy is search=yes, ai-train=no, use=reference. Declare only the purpose you actually need. If a signal says no, do not collect content for that use.
Cloudflare also distinguishes Search, Agent and Training bots. Site owners can choose Allow, Block or block-on-ad-pages behavior. Cloudflare has scheduled updated defaults for new domains on September 15, 2026: Training or Agent bots are blocked on ad pages while Search remains allowed. Treat that date as a policy version to check, not as a universal rule for every domain.
A compliant capture workflow
- Define the minimum job. List the URLs, fields or screenshots you need and the permitted purpose. Narrowing a job often avoids sensitive or disallowed paths.
- Snapshot policy files. Save the current robots.txt and Content-Signal response with a timestamp, host name and user-agent string. Policies can change while a long job is running.
- Choose a permitted identity. Use one stable, clearly identified user agent and one consistent session. Do not impersonate Googlebot, another vendor or a browser you are not operating.
- Use conservative load controls. Keep concurrency low, cache successful responses, use conditional requests where supported, and apply exponential backoff to 429 and 403 responses. Respect a site-specified crawl delay.
- Render only when needed. A simple HTTP client is appropriate for server-rendered HTML. If JavaScript is required and the purpose is allowed, use a standard browser session or a managed crawler that documents its policy behavior.
- Record every decision. Log the URL, timestamp, user agent, purpose, policy snapshot, response status, retry count and stop reason. These records make an approved workflow auditable.
- Stop at a boundary. Stop on a CAPTCHA loop, explicit block, account challenge, terms restriction or incompatible Content Signal. Ask the owner for an API key, export or written permission instead of changing infrastructure to evade the decision.

Rate limits, pacing and reliability
There is no universal safe request rate. Cloudflare’s documented scraping example uses a managed challenge at 10 requests per two minutes and a block at 20 requests per five minutes for a particular price-lookup operation. Those figures illustrate endpoint-specific policy; they are not a target for other sites.
Use a token bucket or equivalent limiter per domain, add jitter to scheduled work, and back off exponentially after 429, 403 or challenge responses. Cache pages and assets so a retry does not repeat an unchanged request. Keep one session rather than rotating IP addresses or fingerprints. If the site publishes a crawl delay, honor it.

Cloudflare Browser Run’s /crawl documentation says its crawler respects robots.txt, rejects incompatible Content Signals with a 400 error and enforces a per-domain rate limit. When no site-specific crawl delay is provided, its documented default is 0.5 seconds between requests to the same domain. It also recommends reducing unnecessary resource types; heavy JavaScript increases job time. These are characteristics of that managed crawler, not a general permission to crawl every site.
What not to do
- Do not automate CAPTCHA solving, purchase CAPTCHA-solving tokens or ask a human-solving service to defeat a challenge.
- Do not rotate proxies, IP ranges, accounts or device fingerprints to evade a block.
- Do not spoof another crawler’s identity or claim to be a search engine you are not.
- Do not continue after an explicit prohibition, account challenge or terms restriction.
- Do not infer permission from robots.txt alone; it manages crawl traffic but does not grant a license to collect or reuse content.
When JavaScript rendering is required
Use a normal browser for an allowed purpose
Start with a clean, persistent browser profile, enable cookies and JavaScript, and use the same user agent and session for the job. Wait for a meaningful selector or network idle rather than an arbitrary long sleep. Limit resource types that are not needed for the screenshot, such as video or analytics, if your approved tool supports that control.
Use a managed crawler with enforceable boundaries
A policy-aware managed service can reject a job before fetching when robots.txt or Content Signals conflict with the declared purpose. Cloudflare Browser Run’s documented behavior—robots.txt compliance, a 400 response for incompatible Content Signals and a per-domain rate limit—is the model to look for. Confirm that the service logs policy decisions and gives you a stop condition you can audit.
Troubleshooting blocked captures
“It works in Chrome but my HTTP request gets 403”
The page may require JavaScript, cookies, a session token or a permitted identity. Verify the official access path, inspect robots.txt and Content Signals, then try a normal browser only if the purpose is allowed. Do not add spoofed headers or rotate IPs to force a response.
A CAPTCHA repeats after every request
Stop the automated job. Repeated challenges indicate that the site’s risk system is rejecting the session or purpose. Request an API key, export or written approval; do not automate solving or increase concurrency.
You receive 429 responses
Reduce concurrency, honor any published crawl delay, cache results and apply exponential backoff. The threshold is endpoint-specific, so do not copy another site’s rate numbers.

The managed crawler returns HTTP 400 for policy
Check the declared purpose against Content-Signal values. A no signal for that use is a stop condition, not a parameter to override. Narrow the job or ask the owner to document an allowed use.
The browser times out on a JavaScript-heavy page
Wait for a specific selector, block unnecessary resource types, and capture only the required URL or element. Heavy JavaScript can increase job time. If the site still fails, capture a permitted server-rendered endpoint or use an official export.
The result is blank or incomplete
Check viewport, wait conditions, lazy-loaded images and authentication state. A blank result can also mean the site deliberately withheld content; record the response and stop rather than retrying indefinitely.
Cost, auditability and operational trade-offs
Self-managed browsers provide control but require patching, isolation, proxy and session management, storage, retries and monitoring. A hosted crawler or screenshot API reduces infrastructure work, but you must verify its robots, Content-Signal, rate-limit and data-retention behavior. In either model, retain policy snapshots, request logs, response headers, screenshots, declared purpose and stop reasons.

Does a CAPTCHA prove that scraping is illegal?
No. It proves the site’s automated-access control has triggered. Legal permission depends on the site’s terms, your agreement, jurisdiction and the content involved; resolve access with the owner rather than assuming either permission or prohibition.

Only if the overall purpose and other site policies allow it. Robots.txt is advisory and may coexist with authentication requirements, Content-Signal restrictions, rate limits or an explicit block.

What should I document for an approved crawl?
Keep the written permission or API terms, policy snapshots, declared purpose, user-agent string, timestamps, request and response logs, rate-limit settings, cached data policy and the conditions that cause the job to stop.
