The reliable way to avoid scraper blocks is to reduce the work you ask a site to do, identify your client honestly, obey its access policy, and stop when the operator says no. Read the site’s terms and /robots.txt, use an official API or image feed when one exists, keep a stable descriptive user agent, limit concurrency per host, cache successful downloads, and back off on 429 or 503 responses. Do not rotate identities, defeat CAPTCHAs, or keep retrying a 403 or browser challenge. The workflow below shows how to capture images at a sustainable rate and what to do when Cloudflare or another WAF intervenes.
Start with permission and the intended interface
Before writing a downloader, determine whether you are allowed to collect the images and whether the site offers a better path. Check the terms of use, the site’s /robots.txt, and any developer documentation. A robots file expresses the publisher’s preference; Cloudflare’s documentation describes it as advisory rather than technically enforceable. That does not make it optional in practice: treat it as an access policy and obtain permission or use a server-side API when available.
Prefer an official source
- Use an image CDN URL, export endpoint, sitemap, RSS or feed, or API supplied by the publisher.
- Ask for an allowlist or a data export when you need recurring or high-volume access.
- Do not infer permission merely because a page is publicly visible. Public access and permission to automate, republish, or store images are separate questions.
If the site provides an API, its authentication, quotas, and pagination are normally more stable than scraping rendered pages. If no interface exists, design the smallest, slowest permitted crawl and document the owner’s contact and your purpose.

Send a stable, descriptive user agent that identifies your application and, where appropriate, includes a contact address. A consistent identity lets an operator distinguish your traffic from abusive or broken clients and gives them a way to ask you to slow down. Never impersonate a search crawler or rotate user agents, cookies, IP addresses, or other identities to evade controls.

Keep the rest of the request profile consistent as well. Use one authenticated session when the site authorizes it, preserve required cookies, and send only headers that your application actually needs. If an owner asks you to change the rate or stop, record that instruction and make it part of your crawler’s configuration.
Control rate, concurrency and retries
Most blocks are a traffic-shape problem rather than an image-format problem. A burst of parallel requests, repeated retries, or fetching every page asset can overwhelm an origin and trigger rate limiting. Cloudflare documents rate limiting rules that group requests by characteristics such as IP address, cookie, or operation; design your client so it behaves predictably under those controls.
Use a host-level budget
- Apply any
crawl-delayor explicit quota in the site’s policy. - Start with serialized requests (one in flight per host), then increase concurrency only with permission and evidence that the origin can handle it.
- Cap concurrency separately for each hostname. A limit that is safe for one domain can overload another.
- Schedule large jobs over time instead of sending a burst.
Back off on temporary failures
For 429 (Too Many Requests) and 503 (Service Unavailable), pause before retrying. Honor a Retry-After header when present; otherwise use exponential backoff with jitter, for example 2, 4, 8, 16 and 32 seconds, with a maximum delay and a small retry count. A retry is useful only when the failure is plausibly temporary. Do not retry a 403 indefinitely, and do not retry a browser challenge as if it were a network timeout.
Keep a per-host circuit breaker. After a run of denials or service failures, stop scheduling new requests and alert an operator. This prevents a harmless bug from becoming a sustained flood.
Request less data
Fetch the image URLs you actually need, not every resource referenced by a page. Avoid downloading fonts, video, analytics, advertising, and duplicate thumbnails when they do not contribute to your result. Cloudflare’s crawl guidance recommends rejecting unnecessary resource types and notes that per-domain limits apply.

Reduce work at discovery time
- Parse the page for canonical or full-size image URLs instead of opening every gallery state.
- Use a sitemap or feed to discover pages rather than repeatedly crawling navigation, search, and filter combinations.
- Deduplicate URLs before downloading. Normalize fragments and, where the publisher’s rules allow it, remove tracking parameters that do not change the image.

Cache successful downloads
Store the response body, status, content type, ETag or last-modified value, and retrieval time. A cache hit should end the request without contacting the origin. Set a freshness policy appropriate to the collection: news imagery may need frequent revalidation, while an immutable product asset can be retained much longer. Never use a cache to conceal that you are exceeding a site’s permitted retention or redistribution terms.
Use a normal browser only when JavaScript is required
Some galleries create image URLs only after JavaScript runs. If an authorized API or feed cannot provide them, use a regular browser session with low concurrency and the same honest identity. Wait for the page’s intended state rather than repeatedly reloading it, and capture only the required element or resource.
Do not attempt to defeat CAPTCHAs, WAF challenges, fingerprint checks, login controls, or access tokens. A challenge is a signal to stop and contact the operator, not a puzzle to automate around. If a page requires a human consent action, obtain permission for your workflow and perform only the action the site permits.
What to do when a request is blocked

Log the hostname, URL pattern, status, response headers relevant to rate limits, retry count, and whether the result came from cache. Do not log credentials or personal data. These records let you show an owner exactly what happened without increasing traffic.
Design a polite image-capture pipeline
- Validate scope. Record the domains, image types, retention period, and permission or API terms before the first request.
- Discover minimally. Use the publisher’s feed, sitemap, or page HTML to collect only needed image URLs.
- Filter resources. Exclude fonts, video, trackers, ads, and duplicate assets unless they are required for the authorized capture.
- Schedule per host. Enforce a queue with a low initial concurrency, a delay between requests, and a maximum in-flight count.
- Fetch with identity. Send a stable user agent and required authorization headers; do not impersonate another crawler.
- Validate responses. Check status, content type, size limits, and image decoding before saving.
- Cache and revalidate. Reuse successful files and use conditional requests when the server supports them.
- Handle failure classes. Back off on 429/503, stop on 403/challenges, and route repeated failures to a human.
- Measure impact. Track requests, cache hits, bytes, errors, and average delay per host so you can lower load before an operator has to ask.
Rendering and capture choices that reduce load
When a permitted browser capture is necessary, choose the least expensive rendering mode that produces the required result. A static image URL is cheaper for the origin than a full page render. If you need a page screenshot, capture one element by CSS selector instead of the entire document, disable unneeded resource types, and avoid repeatedly opening the same page for different crops.

- Lazy images: wait for the specific image or selector, not an arbitrary long delay. Trigger only the scrolling needed to load the authorized content.
- Responsive layouts: use one declared viewport or device preset for a job rather than trying many sizes.
- Dynamic pages: wait for a selector or network idle once, then capture; repeated reloads multiply origin work.
- Authentication: use supplied cookies or authorization headers only when the owner has approved them, and keep secrets out of logs and URLs shared with others.

Troubleshooting a capture workflow
“The site blocks me after a few images.”
Check your per-host concurrency and burst pattern. Return to one request at a time, add a delay, honor the site’s crawl policy, and verify that your cache is working. If the block remains, stop and request an allowlist or API.
“My retries make the block worse.”
Classify responses before retrying. Retry only temporary 429 or 503 responses with bounded exponential backoff. Treat 403 responses and challenges as terminal for that job.
“The browser gets a challenge but direct requests work.”
Do not transfer that challenge into an evasion project. Use the approved API or ask the site owner which browser or service identity is allowed. A direct request that happens to work is not proof that automated collection is permitted.
“I receive an HTML page saved as .jpg.”
Inspect the status, Content-Type, final URL and a short, sanitized body sample before writing the file. Consent, login and challenge pages commonly return HTML with a successful transport status.
“The capture is blank.”
Check whether the page needs JavaScript, whether the target is below the fold, and whether a selector or network-idle wait is required. Reduce the page to the requested element and block unnecessary resources. If the page still fails or times out, stop retrying and report the failure to the operator.

Measure cache-hit rate, bytes, render time and retries separately. Request fewer resources, use one viewport, capture an element rather than a full page, and schedule bulk work. Is a robots.txt rule a legal permission or prohibition?
No single file answers that question for every jurisdiction or use. It is an operator’s published access preference and should be followed; determine your legal and contractual obligations separately and seek permission when uncertain.

Should I change my IP address after a block?
No. Changing identity to evade a control can increase the abuse signal and violates the principle of an honest, attributable client. Ask for an approved access method instead.
How can I tell whether a saved file is really an image?
Validate the HTTP status and content type, then decode the bytes with an image library and enforce a size limit. A file extension alone is not evidence.
