An IP geolocation database maps public IP address ranges to estimated places and network attributes. Your application looks up an address locally in a downloaded file or sends it to a hosted service. The result may include a country, region, city, postal area, time zone, coordinates, confidence values, or an accuracy radius. It is an estimate based on network data—not a GPS coordinate—and it should never be presented as the precise location of a person, home, or street address.

What is an IP geolocation database?

An IP address identifies a connection on an IP network. A geolocation provider groups addresses into network ranges and associates those ranges with estimated geographic and network information. When your software submits an address, the provider finds the matching range and returns the fields available for that record.

Depending on the product, a response can contain:

  • Country and country code
  • State, province, or other administrative region
  • City or postal-area estimate
  • Latitude and longitude representing an estimated area
  • Time zone
  • Autonomous system, organization, or ISP information
  • Confidence values or an accuracy radius

There is no universal schema. One database may provide only a country, while another supplies city-level fields and network metadata. IPv4 and IPv6 coverage can also differ by provider and network type.

How is the location of an IP address defined?

The location is defined by the provider’s maintained mapping between an address range and an estimated geographic area. Providers can combine multiple inputs, such as observed network behavior, ISP information, and registry data. RIPE NCC documents a geoloc: attribute that resource holders can add to RIPE Database objects, but explicitly says it does not verify that information. A registry attribute can therefore be an input without being proof of a device’s physical position.

Providers do not publish one common algorithm. Their source data, weighting, update process, and field definitions vary. Treat a result as the provider’s current estimate for that IP, not as a property guaranteed by the Internet’s routing system.

What happens during a lookup?

  1. Receive and validate the address. Parse the value as IPv4 or IPv6 and reject malformed input before querying.
  2. Find the matching network range. A local database performs a longest-prefix or range match. A hosted service performs the same type of resolution on the provider’s infrastructure.
  3. Read the record. Your application extracts the fields offered by that product, such as country, region, city, time zone, and network owner.
  4. Carry uncertainty forward. Store confidence values, an accuracy radius, or an explicit “unknown” state instead of converting an estimate into a precise pin.
  5. Apply your product policy. Use the result for coarse localization, content defaults, fraud signals, or analytics only where the provider’s terms and your risk model permit it.

Database contents change as address allocations, ISP practices, and observed evidence change. A downloaded file can therefore disagree with a hosted lookup made later. Your implementation needs a refresh and rollback plan.

Database download or hosted API?

Both delivery models are established. A downloadable database lets your application perform lookups against a local binary or CSV file. A hosted service accepts a request and returns the provider’s current response. Neither model is universally faster, cheaper, or more accurate; the right choice depends on workload, deployment, fields, licensing, and data-handling requirements.

Licensing Check local storage, redistribution, and deployment permissions. Check request limits, retention rules, and permitted uses for submitted addresses.

How accurate is IP geolocation?

Accuracy depends on geography, broadband versus cellular access, IPv4 versus IPv6, ISP address practices, VPNs and proxies, and the quality and age of the provider’s data. A city result does not mean the address is at the city-center coordinate.

MaxMind’s current support documentation gives these provider-specific estimates for its GeoIP products:

Level Published estimate Scope and qualification
Country 99.8% MaxMind estimate; not a universal industry figure.
US state/region Around 80% For IPs located within the United States.
US city 66% within 50 km For IPs located within the United States; the 50 km radius is part of the estimate.
General precision 5 km to hundreds of km Range described by MaxMind, not a guarantee for each record.

MaxMind defines an accuracy radius as a circle around returned coordinates within which the address is likely to fall, and warns that the actual location should not be assumed to be at or near the circle’s center. Preserve that radius in your data model. If a provider supplies confidence for a country, region, or city, choose a broader level when the confidence is inadequate.

MaxMind’s comparison tool tests its GeoIP City and GeoLite City results against known web-user IP/location pairs. The tool notes that it has fewer country comparisons for cellular and IPv6 because of limited test data. That is a comparison of MaxMind products, not an independent ranking of every vendor.

Why an IP address is not a GPS coordinate

  • A household connection may use an address associated with an ISP hub or a broader service area.
  • Mobile networks can place many users behind a small set of gateways.
  • VPNs, proxies, corporate gateways, and hosting providers return the intermediary’s location.
  • Address assignments and routing can change without a user moving.
  • Some addresses are absent from a dataset. MaxMind lists several possible reasons, including an address not being routed, and says an omission cannot be assumed to represent a privacy opt-out.

MaxMind states that its data is never precise enough to identify or locate a specific household, individual, or street address. Use that limitation as a design requirement, not as a footnote.

Choosing a database or service

1. Match granularity to the decision

For language or country defaults, country-level data may be sufficient. A regional tax rule, delivery estimate, or abuse-control workflow may need a region or postal-area field, but should still define what happens when confidence is low. Do not pay for city fields if your product cannot responsibly use them.

2. Check IPv4, IPv6, and network coverage

Ask how the product handles both address families and whether coverage differs for cellular, broadband, VPN, hosting, and corporate networks. Test representative addresses from the countries and access networks that matter to your users.

3. Plan updates and failure handling

For a local file, record its version, verify downloads, deploy atomically, retain the previous version, and monitor lookup misses after each refresh. For an API, define timeouts, retry limits, quota handling, and a fallback when the service is unavailable. Never silently treat a failed lookup as a confident location.

4. Inspect the actual response fields

Confirm whether the product returns confidence values, an accuracy radius, time zone, network organization, and an explicit no-result response. Store the raw provider response when your privacy policy permits it so that you can diagnose changes without inventing precision later.

5. Read the license and use restrictions

Verify current terms for server-side use, redistribution, caching, retention, commercial deployment, and any restrictions on attempting to identify people or households. Terms differ by provider and plan; do not infer permission from the existence of an API.

A minimal local range lookup

If you receive a database in CIDR ranges, the core operation is a network-membership test. This example demonstrates the mechanics; it is not a geolocation dataset and should not be populated with guessed locations.

Production code should use the vendor’s supported reader for its binary format or an indexed structure for large CSV data. Validate IPv4 and IPv6 separately, select the most-specific matching prefix, and attach the database version to each result.

Privacy-conscious product design

  • Display country or broad region by default instead of a city-center marker.
  • Show an uncertainty label such as “estimated” and retain the provider’s radius or confidence.
  • Use “unknown” when no record exists; do not substitute the server’s location.
  • Do not use IP geolocation as identity proof or as evidence of a person’s home address.
  • Document whether VPN, proxy, mobile, and hosting traffic may produce intermediary locations.
  • Minimize retention of raw IP addresses and follow the applicable privacy and provider-license requirements.

Troubleshooting common failures

The result is a neighboring city

This is normal for an estimate, especially with mobile, VPN, or ISP gateway traffic. Use the accuracy radius and fall back to region or country rather than trying to “correct” the coordinate to a street.

IPv6 works differently from IPv4

Coverage and test data can differ by address family. Confirm that your reader, API plan, and local file all support IPv6, then test real IPv6 traffic separately.

A known address returns no record

Check formatting, address family, database version, and whether the address is routed. Keep the no-result state distinct from a low-confidence location.

Local and hosted answers disagree

Compare database release dates, field definitions, and provider products. Refresh the local copy, record both versions, and avoid treating either result as ground truth.

Lookups fail intermittently

For an API, inspect authentication, quotas, DNS, TLS, timeout, and retry behavior. Use bounded retries with backoff and a clear unknown fallback. For a local file, validate that the deployed file is complete and readable before switching traffic.

FAQ

Can IP geolocation identify a person?

No. It cannot reliably identify an individual, household, or street address, and provider terms may expressly prohibit attempting to do so.

Should I store the returned latitude and longitude?

Only with its uncertainty metadata and a clear “estimated” interpretation. A coordinate without its accuracy radius invites false precision.

Is a local database automatically more private?

It avoids sending each queried address to a hosted service, but you still need to follow the database license, secure logs, and protect stored IP data.
