Is there an official Joe Biden Windows theme?
The available information does not verify an official Microsoft Joe Biden theme or a currently downloadable package with that exact title. Microsoft offers themes through Windows and the Microsoft Store, but its December 11, 2025 announcement highlighted other examples—not a Biden theme. Its count of more than 400 themes was a snapshot at that date, not a guaranteed current total. See Microsoft’s announcement.
A search result, thumbnail, or page title is not proof that a file is still available, works on current Windows, or comes from Microsoft, a campaign, or the U.S. government. A third-party page about a Kamala Harris theme mentions Biden-related wallpapers, but it does not establish a separate, current Joe Biden theme download. Read the related Windows Mode page.
Keep these three things distinct: an official Microsoft theme, a third-party theme package, and a wallpaper gallery. A wallpaper is just an image; it is not automatically a Windows theme or a downloadable theme pack.

What a Windows theme includes
A Windows theme can coordinate desktop backgrounds, colors, sounds, and other personalization settings. A .theme file is a configuration file; a .themepack is a packaged theme format introduced with Windows 7. Neither extension alone proves that a download is trustworthy. Microsoft documents the formats and their contents in its theme file format reference.
A third-party visual skin is different: it may alter Explorer, the taskbar, icons, or system controls. That is more invasive than applying an ordinary Windows theme and may require extra software.

Create a Joe Biden desktop theme yourself
This method avoids relying on an unverified theme installer. It changes the desktop background and color settings; it does not automatically change Windows icons, taskbar layout, or system interface.
- Choose images you may use. Check the image’s source and license. Public-domain government photos, campaign material, editorial photos, wallpaper-site images, and fan art can have different rights. A site offering an image for download does not necessarily grant permission to redistribute it in a theme pack.
- Match images to your screen. Choose landscape images suited to your monitor’s aspect ratio—commonly 16:9, 16:10, or 21:9. Portrait images may crop poorly. Windows’ Fill option usually fills the screen but can crop faces or text near the edges; try Fit or Center if important details are cut off.
- Save the images locally. Put them in a permanent folder such as
PicturesJoe Biden Theme. A local folder avoids broken backgrounds if a removable drive or network location is disconnected. - Set a slideshow. In Windows 11, open Settings > Personalization > Background, set the background to Slideshow, and select the folder. Choose an interval and an image fit option. Wording may differ slightly by Windows build.
- Choose a color. Open Settings > Personalization > Colors and pick a suitable accent color, such as blue, navy, or a neutral shade.
- Save the theme. Open Settings > Personalization > Themes and select Save or Save theme, depending on your build. Give it a name, such as “Joe Biden Desktop Theme.”
Use one Biden wallpaper instead
If you only want a single image, right-click it and choose Set as desktop background, or go to Settings > Personalization > Background and select Picture. This is simpler than installing a package. A wallpaper gallery such as Wallpapers.com’s Joe Biden page or an older individual page such as WallpapersDen’s October 29, 2020 wallpaper page is not proof of a Windows theme, current availability, or a license to redistribute the image.

How to install a third-party .theme or .themepack
Only try this if you can identify and trust the source of the exact file. Compatibility and safety cannot be inferred from the filename or a page’s claims.
- Prefer a plain
.themeor.themepackfile over an executable “theme installer.” Do not run unknown.exe,.cmd,.bat, or PowerShell files just because a download page says they are required. - Scan the downloaded file or archive with Windows Security. Keep the original until you have confirmed the theme works. Do not disable SmartScreen, antivirus, or other Windows security controls.
- Double-click the theme file. If Windows opens the Personalization page, select the theme to apply it. If nothing happens, open Settings > Personalization > Themes and check the available themes.
- If it changes more than you expected, select another theme in Settings > Personalization > Themes. Review background, sound, pointer, and icon settings separately if needed. Create a restore point before using any tool that changes system files.
A theme can refer to external images, sounds, or paths, and a third-party installer may contain more than a theme. Avoid a file that requests administrator privileges for an ordinary wallpaper change.

Windows 11 and Windows 10 compatibility
For Windows 11, the normal route is Settings > Personalization > Themes. Select an installed theme, or use the Microsoft Store link to browse available themes. Microsoft documents this route in its Windows theme support page.
A theme file may still open on Windows 10, but that is a question of technical compatibility, not ongoing operating-system security support. Microsoft ended Windows 10 support on October 14, 2025; normal free software updates, technical assistance, and security fixes are no longer provided. Windows 10 menu wording and behavior may also differ from Windows 11.

Where Windows stores theme files
Microsoft documents the user theme directory as %LOCALAPPDATA%MicrosoftWindowsThemes, which typically expands to C:Users<username>AppDataLocalMicrosoftWindowsThemes. System themes are stored under %WINDIR%ResourcesThemes. These locations can help with advanced troubleshooting, but copying or editing files there is not the normal installation method. Troubleshoot a theme that does not work
The download button fails or sends you elsewhere
The file may have been removed, the original site may be offline, or the page may be using advertising redirects. Do not keep clicking alternate buttons or install a suggested downloader. Use the manual wallpaper method instead; a mirror is not a reliable substitute unless the file’s origin and integrity can be established.
The theme installs but does not appear
- Open Settings > Personalization > Themes and check the available themes.
- Confirm the file ends in
.themeor.themepack; a renamed archive or executable is not the same thing. - Move the file to a local folder and open it again.
- If the package refers to missing images, create a theme manually with a local image folder.
The desktop is black or blank
The theme may have broken file paths, missing images, or assets in a location Windows cannot access. Set up a slideshow using images in a permanent local folder.
The theme reverts after restart
Check whether you saved the theme, whether Windows synchronization or account settings restored another theme, and whether a customization utility is overriding the desktop. Keep slideshow images on local storage rather than a removable drive or network location.
