Microsoft is not blocking every Windows 10 PC from upgrading to Windows 11. An unavailable upgrade usually means one of four things: the computer fails a mandatory requirement, a known compatibility problem has triggered a temporary safeguard hold, the rollout has not reached that device, or Windows has stale or policy-controlled eligibility data.

That distinction matters more in 2026 because Windows 10 support ended on October 14, 2025. Windows 10 still runs, but normal free security updates, software updates and technical support have ended. Use Microsoft’s diagnostic tools to identify the actual block before changing firmware, replacing hardware or attempting an unsupported installation.

The short answer: four different kinds of “blocking”

What you see What it usually means
“This PC doesn’t currently meet Windows 11 system requirements” A mandatory requirement—such as the processor, TPM, Secure Boot configuration, memory or storage—failed.
Windows 11 is temporarily unavailable Microsoft may have placed a compatibility safeguard hold on an otherwise eligible device.
PC Health Check passes, but Windows Update is silent The device may be waiting for staged rollout or validation, affected by a hold, managed by policy, or using stale compatibility data.
Installation Assistant rejects the PC Microsoft’s installer still considers the configuration ineligible; the Assistant is not a universal bypass.

Windows 11’s minimum requirements

Windows 11 requires a narrower supported hardware baseline than Windows 10. The core requirements listed by Microsoft are:

  • A compatible 64-bit processor or system-on-chip running at least 1 GHz with two or more cores. Clock speed alone is not enough; the exact processor model must be supported.
  • At least 4 GB of RAM.
  • At least 64 GB of storage.
  • UEFI firmware that is Secure Boot capable.
  • TPM (Trusted Platform Module) 2.0.
  • DirectX 12-compatible graphics with a WDDM 2.0 driver.
  • A display at least 720p and larger than 9 inches diagonally.

See the complete specification at Microsoft’s Windows 11 requirements page. In practice, processor eligibility, TPM 2.0 and the UEFI/Secure Boot configuration are the most common surprises.

What a compatibility safeguard hold means

A safeguard hold is a temporary decision not to offer Windows 11 to a device that otherwise passes the baseline check. Microsoft uses it when a particular model, driver, firmware version, application or configuration is associated with upgrade failures, crashes, missing functionality, data loss or another serious compatibility risk.

The hold is risk management, not proof that the computer is too old. Microsoft or a hardware and software vendor may fix the underlying problem, after which the offer can appear. Do not remove a hold by forcing setup unless you accept the possibility of the very problem the hold is intended to prevent.

Find the exact reason before changing anything

  1. Open or install Microsoft’s PC Health Check.
  2. In the Windows 11 section, select Check now.
  3. Read the detailed result and record the specific failed requirement or compatibility message.
  4. Install all available Windows 10 updates, restart, and check Settings > Update & Security > Windows Update again.
  5. If the computer passes, try the official Windows 11 Installation Assistant. It can still reject a device that does not meet requirements.

Passing PC Health Check does not guarantee an immediate Windows Update offer. Microsoft stages upgrades and may still be validating the device or applying a safeguard hold.

If eligibility information is stale

After enabling TPM, changing firmware or replacing hardware, Windows may need to rerun its compatibility assessment. Open Command Prompt as administrator and run:

schtasks.exe /Run /TN "MicrosoftWindowsApplication ExperienceMicrosoft Compatibility Appraiser"

This refreshes the assessment; it does not bypass requirements or force an installation. Microsoft says Windows Update may take up to 24 hours to reflect the result. The documented procedure is at Microsoft’s hardware-change compatibility page.

What each common failure means

Unsupported processor

Check the exact CPU model, not just its advertised speed or generation. A processor can support virtualization or firmware TPM and still be outside Microsoft’s supported Windows 11 list. On laptops and proprietary desktops, replacement may be impossible. On a custom desktop, a CPU upgrade can require a compatible motherboard, BIOS update and cooler, and may trigger Windows reactivation or BitLocker recovery.

TPM missing, too old or disabled

Many newer systems have TPM 2.0 available but disabled in firmware. Manufacturers may label it Intel Platform Trust Technology (PTT), AMD fTPM, Security Device Support, Trusted Computing or TPM State. Older PCs may provide only TPM 1.2 or no TPM. Do not buy a plug-in TPM module without confirming that the exact motherboard supports that module and can use it.

Secure Boot or UEFI problem

A machine may support Secure Boot but be disabled, or it may still boot in legacy BIOS/CSM mode. Before switching modes, verify whether the system disk uses GPT, make a backup and keep the BitLocker recovery key available. A firmware change can prevent Windows from booting or trigger BitLocker recovery. Enabling Secure Boot cannot make an unsupported processor supported.

Memory, storage or graphics failure

Less than 4 GB of RAM, less than 64 GB of storage, or graphics that cannot provide DirectX 12 with a WDDM 2.0 driver is a hard failure. Freeing disk space can address capacity, but it cannot repair an unsupported graphics adapter.

Driver, firmware or application incompatibility

When the hardware passes but Windows Update withholds the upgrade, update device firmware and drivers only through the computer or component manufacturer’s supported channels. Remove or update a specifically identified incompatible application. If the message indicates a safeguard hold, waiting for a fix is safer than forcing setup.

Managed or policy-controlled computer

Work, school and enterprise-managed PCs can be deferred by Windows Update policies even when the hardware qualifies. Contact the administrator rather than changing policy or registry settings.

Can you install Windows 11 another way?

Supported methods

Microsoft recommends waiting for Windows Update. Eligible users can also use the Installation Assistant or installation media from the official installation methods page.

An in-place upgrade is intended to preserve files and applications when setup offers that choice, but make a complete backup first. Booting from USB media for a clean installation is different: it can erase the existing Windows installation, applications and files.

Unsupported bypasses

It may be technically possible to install Windows 11 on hardware that fails Microsoft’s requirements. Microsoft does not recommend this configuration and does not promise the same support, driver compatibility or update experience. Future feature updates, security software, enterprise management and troubleshooting may be more difficult, and update availability is not guaranteed.

A successful installation proves only that a particular build ran on a particular machine. It does not convert an unsupported computer into a supported one. Avoid bypasses for business-critical, regulated, medical, industrial or point-of-sale systems unless the owner accepts the operational and support risk.

What Windows 10 users can do after October 14, 2025

Choose based on the machine’s role, cost and risk:

  • Replace the computer: the clearest supported path when the processor or platform cannot be upgraded economically.
  • Use an applicable paid or organizational Windows 10 security-support program: availability depends on edition, geography, account and organization; it is not universal.
  • Install Windows 11 unofficially: possible on some systems, but unsupported and uncertain for future updates.
  • Move to another operating system: practical only if required applications, peripherals and hardware are supported.
  • Restrict or disconnect the PC: suitable for specialized legacy equipment or low-risk offline tasks, but not a replacement for security support.

Do not purchase a new PC merely because the Windows Update offer is delayed. First establish whether the cause is a temporary hold, staged rollout, stale assessment or a fixable firmware setting. Replacement becomes more compelling when the CPU is permanently unsupported, practical TPM/UEFI support is absent, required upgrades are unavailable, or the computer is business-critical.

Bottom line

Microsoft is not arbitrarily blocking every Windows 10 upgrade. The decisive question is whether your PC has a hard requirements failure, a temporary compatibility safeguard hold, a rollout delay or outdated eligibility information. Run PC Health Check, address only the specific issue it reports, refresh the assessment after hardware or firmware changes, and treat unsupported installation methods as a last-resort trade-off—especially now that ordinary Windows 10 support has ended.
